12、排的各項工作和任務。主要工作保持了良好發(fā)展態(tài)勢，部分工作實現(xiàn)了較大進展。計入中院對我院目標考核的榮譽有：省高院授予的“調(diào)查研究工作先進單位”、“全省社會法庭工作先進單位”。鄧海兵“全省法院公文處理先進個人”、“榮立個人三等功”。付蕾“全省法院司法統(tǒng)計工作先進個人”和“全省法院信息工作突出個人”。在本院組織的爭先晉位活動中取得了較好成績。李志偉獲我院“服務中原經(jīng)濟區(qū)建設 助力和諧宜居新山城”理論研討會一等獎，并入圍省院“中院經(jīng)濟區(qū)建設論壇”、孫攀獲我院“服務中原經(jīng)濟區(qū)建設 助力和諧宜居新山城”理論研討會二等獎。一、工作情況以績效考核目標任務為抓手，重點做好以下幾方面工作： （一）多措并舉，信息工

13、作取得重大突破為提高信息質量，及時向上級反映，配合各項活動需要，辦公室積極探索，采取“四堅持”，提高信息質效。一是堅持每天早上讀報紙，攝取最新動向，明確信息編寫方向；二是堅持每周研究上級法院信息，掌握寫作技巧，提高寫作水平；三是堅持針對不同時期不同要求，向各部門下發(fā)信息編發(fā)要點，指導各部門明確寫作重點；四是堅持按月通報各部門信息報送和采用情況，督促各部門及時上報有價值的信息，取得了較好效果。 2011年，信息工作超額完成了市中院下達的目標考核任務。信息編發(fā)量、省、市信息采用量均大幅增加，創(chuàng)歷史新高。共草擬和編發(fā)各類信息566期，比去年的203篇增加了363篇，同比上升178.8%；被省院采用7

14、篇，同比增加了5篇，上升250%；中院采用104篇，市政法委采用3篇，市級采用量同比增加了36篇，上升50.7%。信息工作主抓人：趙群芳 （二）調(diào)研工作、案例編報等重點工作保持良好發(fā)展勢頭為了進一步穩(wěn)固我院調(diào)研工作在全市法院的先進位次，辦公室認真組織、指導全院調(diào)研骨干，積極參加上級組織的各項調(diào)研活動，報送了一批質量較高的調(diào)研文章。一是領導同志帶頭撰寫調(diào)研文章，推動全院調(diào)研工作健康發(fā)展，取得良好效果。張合慶院長撰寫的淺談新形勢下基層人民法院的黨建工作一文在省高院、市組織部、宣傳部組織的論文研討中均榮獲一等獎；張合慶院長、李志偉共同撰寫的緊貼審判實際 服務新農(nóng)村建設一文入圍省院“中原經(jīng)濟區(qū)建設司法

15、論壇”；二是堅持調(diào)查研究，理論聯(lián)系實際，注重發(fā)揮理論對審判實踐的指導作用。成功組織了我院“服務中原經(jīng)濟區(qū)建設 助力和諧宜居新山城”理論研討會，受到了上級領導的充分肯定取得了較好效果，市中院還將獲獎論文編發(fā)專刊，向全市法院推薦；三是組織動員干警積極參與調(diào)研工作，爭先晉位，取得了較好效果，如馬保軍撰寫的淺談如何實現(xiàn)司法公正在市法學會主辦的全市“執(zhí)法公開與執(zhí)法公正”主題征文活動中，摘得唯一的一等獎。今年以來，共發(fā)表各類調(diào)研文章101篇，其中國家級調(diào)研62篇、省級調(diào)研13篇、市級調(diào)研26篇。同比分別上升了210%、18.2%和116.7%，全面完成了市中院下達的考核目標任務。調(diào)研工作和案例編報工作已被

16、市中院向省院推薦為2011年度全省先進集體，進一步鞏固了我院調(diào)研工作在縣區(qū)法院的先進位次。辦公室完成國家級4篇，省級調(diào)研文章2篇，市級調(diào)研文章3篇。調(diào)研工作主抓人：李志偉 （三）豐富法院文化，積極創(chuàng)辦院刊山法之窗 （四）做好相關牽頭活動的組織、協(xié)調(diào)、實施和督導工作今年以來，按照上級部署，我院陸續(xù)開展了多項活動，其中辦公室負責牽頭的主要有:平安建設、十件實事、社會法庭、“五除”、三項重點工作、社會管理創(chuàng)新等活動。這些活動呈現(xiàn)出以下特點：一是活動的規(guī)定動作多、時限緊，需要辦公室安排協(xié)調(diào)、自己辦理以及督導的事項繁雜，涉及文件起草、任務分解、工作通報，安排并下發(fā)各項工作通知，與上級溝通、信息編發(fā)、各類

17、材料匯報等。二是大部分活動要求標準高。主要活動都實行通報排名，辦公室既要做好所負責的信息報送，更要統(tǒng)籌安排，及時協(xié)調(diào)、督促各部門按照分工完成各項任務，活動后期還要收集整理各種材料，做好迎檢工作，確?；顒尤〉每傮w成效?；顒又髯ト耍豪钪緜?、 強化部門內(nèi)部管理，加強隊伍建設。 從落實法院各項規(guī)定入手，強化全體人員的遵規(guī)守紀意識，端正工作態(tài)度，在辦公室成員中樹立善于學習、勤于思考、樂于奉獻、敢于開拓的精神。一是加強內(nèi)部學習，樹立奉獻意識。堅持每周一按時召開室務會，組織大家對有關的規(guī)章制度進行學習，同時結合先進性教育活動，對辦公室人員進行教育，使全體人員做到了謀事而不謀人、奉獻而不埋怨，出色地完成了各

18、項工作任務；二是注重整體團結，強化和諧氛圍。今年以來，辦公室成員時刻把團結放在首位，大事講原則，小事講風格，有事大家干，困難大家?guī)?，?chuàng)造了和諧融洽，互幫互助的工作環(huán)境。正是有了這種良好的工作氛圍和不斷完善的工作機制為保障，辦公室在今年遇到一些特殊情況時，沒有自亂陣腳，經(jīng)受了考驗，保持了工作的平穩(wěn)有序開展。三、搞好日常服務工作辦公室牢固樹立服務意識，根據(jù)崗位的工作職能明確職責，將任務分解到人，使工作有章可循，規(guī)范快捷。抓好執(zhí)行和落實，精細化管理，力求將差錯降到最低限度，保證了各項司法政務有條不紊： （一）充分發(fā)揮上傳下達的橋梁作用認真做好文件的收發(fā)、登記、傳閱、歸檔及通知工作；打字復印，及時有效

19、，做到了無延誤，無差錯。保證了信息的暢通，使上級法院、區(qū)委、區(qū)政府的有關文件指示精神迅速傳達貫徹。 （二）認真搞好會務及接待工作。成功籌備組織完成了“服務中原經(jīng)濟區(qū)建設 助力和諧宜居新山城”理論研討會并組織、協(xié)助做好各項會務工作，順利迎接了省、市、區(qū)等有關部門的各種檢查。(三)扎實開展檔案管理和保密工作。對檔案和文印等新接手的工作，突出做好規(guī)范建設。對院檔案進行重新排查，針對薄弱環(huán)節(jié)建章立制，規(guī)范了檔案查閱、歸檔等制度。加強對檔案和文印工作的監(jiān)督和管理，嚴格檔案、用印制度，專門出臺了山城區(qū)人民法院檔案管理制度、山城區(qū)人民法院檔案查詢制度、山城區(qū)人民法院院印管理制度，進一步規(guī)范了檔案和院印的管理

20、。檔案員認真做好各種材料的查閱、歸檔工作，訴訟、執(zhí)行案件卷宗、歸檔管理和使用規(guī)范，查閱檔案井然有序，沒有出現(xiàn)工作的疏漏。院辦有專人負責機密文件的收發(fā)及歸檔工作，及時清理需要退回的機要文件，并登記好院機關所有電腦連接內(nèi)網(wǎng)和外網(wǎng)的使用情況，完善保密工作的各項規(guī)章制度，至今沒有發(fā)生任何泄密和失密事件。此外，辦公室還完成了各類法制宣傳任務，發(fā)表各級法制宣傳稿件10篇，任務總數(shù)完成率100%。四、存在的不足創(chuàng)新思路不夠開闊；服務領導和院部門的水平尚需提高，特別是為領導決策提供有價值的調(diào)研成果的能力仍需加強；部門間調(diào)研工作完成的協(xié)調(diào)力度不夠；新同志文字處理水平有待提高；部分工作的細節(jié)管理有待加強等。 五、

21、下一步工作（一）緊緊圍繞院黨組的各項部署，貼近審判，貼近實際，進一步提高服務水平、公文處理質量和辦事效率，發(fā)揮參謀助手和綜合協(xié)調(diào)作用。（二）在撰寫深層次、綜合分析性信息上下功夫，提高信息質量。完善考核獎懲機制，力爭在省級以上多予采發(fā)，保持信息工作和調(diào)研工作的良好發(fā)展勢頭。（三）日常政務工作中，進一步完善工作制度，強化細節(jié)管理和工作責任心教育，堅決杜絕重大失誤和差錯，把一般性差錯減少到最低限度。 院辦公室 2011年12月23日 為了促進本公司各項經(jīng)營活動由事后管理向事前管理方式的轉變，強化生產(chǎn)經(jīng)營全過程控制，提高資金使用的計劃性，特制定本管理辦法，以增加公司資金運行的透明度treatment
