1、黃河涵閘遠(yuǎn)程監(jiān)控系統(tǒng)質(zhì)量控制魏開松1,黃波2,端木凌云2(1.天橋黃河河務(wù)局 2.山東黃河勘測設(shè)計研究院)摘 要:新時時期黃河治理理開發(fā)的標(biāo)志志是:“堤防不決口口、河道不斷斷流、污染不不超標(biāo),河床床不抬高”,根據(jù)新時時期的治水思思路,提出了了建設(shè)好“三條黃河”(即“原型黃河”、“數(shù)字黃河”、“模型黃河”)的現(xiàn)代治治黃理念。利利用先進的傳傳感器技術(shù)、電電子技術(shù)、網(wǎng)網(wǎng)絡(luò)與通信技技術(shù)對引黃涵涵閘進行技術(shù)術(shù)改造,實現(xiàn)現(xiàn)引黃涵閘的的遠(yuǎn)程監(jiān)控,黃黃河水量統(tǒng)一一調(diào)度和水資資源優(yōu)化配置置是“數(shù)字黃河”的重要組成成部分。關(guān)鍵詞:黃河;涵閘; 遠(yuǎn)遠(yuǎn)程監(jiān)控; 系統(tǒng)質(zhì)量控控制1前言 由于黃河引黃涵涵閘分布在黃黃河下游

2、的沿沿黃各地,地地域空間跨度度大,工程條條件差,系統(tǒng)統(tǒng)組成復(fù)雜,管管理極為不便便。利用先進進的傳感器技技術(shù)、電子技技術(shù)、網(wǎng)絡(luò)與與通信技術(shù)對對引黃涵閘進進行技術(shù)改造造,實現(xiàn)引黃黃涵閘的遠(yuǎn)程程監(jiān)控,即現(xiàn)現(xiàn)地測控、視視頻監(jiān)控?,F(xiàn)地測控系統(tǒng)是是引黃涵閘遠(yuǎn)遠(yuǎn)程監(jiān)控系統(tǒng)統(tǒng)的核心和基基礎(chǔ),所有遠(yuǎn)遠(yuǎn)程監(jiān)控信息息采集、傳輸輸及響應(yīng)均以以現(xiàn)地測控系系統(tǒng)為基礎(chǔ)。通通過視頻接入入終端和控制制解碼器,可可對攝像機云云臺的轉(zhuǎn)動、鏡鏡頭的變焦、變變倍、變光圈圈及刮雨器進進行控制。所所有圖像通過過視頻接入終終端壓縮后通通過網(wǎng)絡(luò)通信信傳送到閘管管所,以便進進行現(xiàn)場管理理和控制,同同時這些圖像像經(jīng)以太網(wǎng)交交換機和無線線通信傳送到

3、到黃河水量調(diào)調(diào)度管理系統(tǒng)統(tǒng)網(wǎng)絡(luò)上,供供各級水調(diào)中中心調(diào)用。為為保證各級監(jiān)監(jiān)控終端上同同時顯示三幅幅圖像的連貫貫性、實時性性要求,現(xiàn)場場視頻接入終終端和網(wǎng)絡(luò)帶帶寬要求的設(shè)設(shè)置中,設(shè)備備采用了速率率自適應(yīng)功能能,能夠在網(wǎng)網(wǎng)絡(luò)傳輸通道道得改善時,自自動將圖像的的傳輸調(diào)整到到最佳狀態(tài)。涵閘視頻監(jiān)視系系統(tǒng)具備如下下功能:閘前、閘后水水情及環(huán)境狀狀況、閘室的的環(huán)境狀況的的視頻采集。通通過視頻接入入終端將攝像像機采集的視視頻信號數(shù)字字化并壓縮處處理。將壓縮數(shù)據(jù)通通過以太網(wǎng)傳傳送給閘管所所,以便進行行現(xiàn)地管理和和控制,同時時這些數(shù)據(jù)通通過無線通信信傳送到各級級監(jiān)控中心,接接收遠(yuǎn)程控制制指令,根據(jù)據(jù)指令要求自自

4、動切換視頻頻源或?qū)υ婆_臺和攝像機等等設(shè)備進行控控制。通過控制攝像像機轉(zhuǎn)動的角角度和焦距的的調(diào)整實現(xiàn)對對涵閘的實時時圖像監(jiān)視。2.系統(tǒng)功能本系統(tǒng)包括:現(xiàn)現(xiàn)地測控系統(tǒng)統(tǒng)、視頻監(jiān)控控系統(tǒng)、閘管管所監(jiān)控站、系系統(tǒng)電源、網(wǎng)網(wǎng)絡(luò)電話系統(tǒng)統(tǒng)、網(wǎng)絡(luò)通訊訊設(shè)備等。系統(tǒng)總體結(jié)構(gòu)圖圖為:系統(tǒng)主要功能如如下: 實現(xiàn)涵閘啟啟閉機的實時時控制及啟閉閉狀態(tài)監(jiān)測; 實現(xiàn)涵閘閘閘前、閘后水水位及閘室內(nèi)內(nèi)環(huán)境的實時時監(jiān)測; 實現(xiàn)閘前、閘閘后、閘室及及周邊環(huán)境的的現(xiàn)地和遠(yuǎn)方方監(jiān)視; 實現(xiàn)啟閉機機的限位、過過載等安全保保護。 實現(xiàn)閘室與與閘管所、省省局、黃委的的語音通訊功功能。3系統(tǒng)質(zhì)量控制制遠(yuǎn)程監(jiān)控系統(tǒng)質(zhì)質(zhì)量控制主要要包括:系統(tǒng)統(tǒng)

5、實時性的質(zhì)質(zhì)量控制;系系統(tǒng)可靠性的的質(zhì)量控制;系統(tǒng)可維護護性的質(zhì)量控控制;系統(tǒng)可可用率的質(zhì)量量控制;系統(tǒng)統(tǒng)CPU負(fù)載載率的質(zhì)量控控制;系統(tǒng)安安全性的質(zhì)量量控制;系統(tǒng)統(tǒng)可擴性的質(zhì)質(zhì)量控制;系系統(tǒng)軟件的質(zhì)質(zhì)量控制。3.1 實時性性監(jiān)控系統(tǒng)滿足數(shù)數(shù)據(jù)采集、人人機通信、控控制功能和系系統(tǒng)通信的時時間要求。數(shù)字量采集周周期:1ss;模擬量采集周周期:電量2s,非電量10s;事件順序記錄錄分辨率:5ms;實時數(shù)據(jù)庫更更新周期:2s;控制命令響應(yīng)應(yīng)時間:控制制命令回答響響應(yīng)時間11s;接受執(zhí)行行命令到執(zhí)行行控制的響應(yīng)應(yīng)時間1ss;人機通信響應(yīng)應(yīng)時間:運行行人員發(fā)出一一個新的圖像像調(diào)用命令開開始到1000%畫

6、面顯示示在顯示器上上為止的響應(yīng)應(yīng)時間不超過過2s;在已顯示示畫面上動態(tài)態(tài)數(shù)據(jù)更新周周期不超過22s。3.2 可靠性性控制系統(tǒng)及其設(shè)設(shè)備能夠適應(yīng)應(yīng)本工程的工工作環(huán)境,具具有足夠高的的抗干擾性能能,能長期可可靠地穩(wěn)定運運行。本系統(tǒng)統(tǒng)設(shè)備的MTTBF參數(shù)如如下:(為設(shè)設(shè)備投運后時時間)閘管所監(jiān)控計算算機(含硬盤盤)160000h現(xiàn)地監(jiān)控設(shè)備PPLC300000h3.3 可維護護性系統(tǒng)的硬件和軟軟件便于維護護、測試和檢檢修。 設(shè)備具有自自診斷功能。 有便于試驗驗和隔離故障障的斷開點。 配備合適的的專用安裝插插卸工具。 預(yù)防性維護護使磨損性故故障盡量減少少。 互換件和不不可互換件可可保證識別。 可提高硬

7、件件的代換能力力。 軟件可方便便的進行修改改和增加。 平均故障修修復(fù)時間(MMTTR):診斷(或檢檢查)及更換換故障插板時時間在30分分鐘以內(nèi)。3.4 可用率率系統(tǒng)設(shè)計應(yīng)采用用高可靠性元元件,實時操操作系統(tǒng)應(yīng)具具有實際運行行經(jīng)驗,軟件件實用,能達達到較高的系系統(tǒng)可用率。在在系統(tǒng)試運行行及設(shè)備驗收收后的一年保保證期內(nèi)故障障時間不超過過可使用時間間的1%。3.5 CPPU負(fù)載率監(jiān)控計算機的處處理能力留有有充分的裕度度,能力儲備備在50%以以上,PLCC的CPU能能力儲備在220%以上。3.6 系統(tǒng)安安全系統(tǒng)在操作、通通信、硬件、軟軟件和固件確確保安全,具具體措施如下下:3.6.1操作作安全性的保保

11、用程序。具有存儲器轉(zhuǎn)轉(zhuǎn)存的實用程程序。3.8.3數(shù)據(jù)據(jù)庫軟件數(shù)據(jù)庫的結(jié)構(gòu)構(gòu)和組織能支支持應(yīng)用程序序直接迅速存存取數(shù)據(jù)及對對數(shù)據(jù)的查詢詢修改和擴充充。保持應(yīng)用程序序與數(shù)據(jù)之間間的高度獨立立性。保持?jǐn)?shù)據(jù)庫中中數(shù)據(jù)的可靠靠性,提供數(shù)數(shù)據(jù)保護,以以防人為或程程序造成的不不正當(dāng)修改。數(shù)據(jù)庫軟件能能對測量值進進行越復(fù)限處處理及定時、定定期進行數(shù)據(jù)據(jù)歸檔、檢索索。數(shù)據(jù)庫的修改改分別以靜態(tài)態(tài)數(shù)據(jù)和動態(tài)態(tài)數(shù)據(jù)兩種形形式由相應(yīng)的的編輯程序及及其它程序來來實現(xiàn)。3.8.4人機機接口軟件人機接口軟件能能滿足系統(tǒng)功功能要求和操操作要求,包包括實時畫面面顯示與刷新新、簡報窗口口、操作命令令分析與處理理、參數(shù)設(shè)定定與修改、

12、語語音報警、畫畫面拷貝等。具具有有效的編編程軟件,以以進行應(yīng)用軟軟件的開發(fā),如如各種編程、編編譯程序等。3.8.5通信信軟件通信軟件基于TTCP/IPP以太網(wǎng)絡(luò)接接口,為系統(tǒng)統(tǒng)各進程間提提供網(wǎng)絡(luò)透明明的通信服務(wù)務(wù),為系統(tǒng)的的資源和數(shù)據(jù)據(jù)共享提供必必要的條件和和有效的保護護。通信軟件件能監(jiān)視通信信通道故障,并并進行故障切切除和報警;網(wǎng)絡(luò)通信交交換數(shù)據(jù)量及及其頻度滿足足功能要求和和系統(tǒng)性能要要求。3.8.6應(yīng)用用軟件a.系統(tǒng)含有用用于完成涵閘閘監(jiān)控系統(tǒng)功功能的各種應(yīng)應(yīng)用軟件及源源程序和開發(fā)發(fā)、維護設(shè)備備。b.應(yīng)用軟件具具有高效性、高高可靠性和可可維護性,采采用模塊化設(shè)設(shè)計方法,便便于擴展和修修改。

13、c.功能軟件模模塊或任務(wù)模模塊具有一定定的完整性和和獨立性,軟軟件環(huán)境的設(shè)設(shè)計使運行人人員能安全地地實現(xiàn)應(yīng)用軟軟件的補充和和修改。3.8.7視頻頻系統(tǒng)軟件在涵閘現(xiàn)地安裝裝視頻監(jiān)視前前端軟件,包包括圖像數(shù)據(jù)據(jù)采集壓縮軟軟件、系統(tǒng)控控制軟件和網(wǎng)網(wǎng)絡(luò)數(shù)據(jù)傳輸輸軟件。既可可在現(xiàn)場對攝攝像機和云臺臺進行控制,又又可執(zhí)行上級級水調(diào)中心發(fā)發(fā)出的視頻設(shè)設(shè)備控制命令令。在閘管所監(jiān)控計計算機上裝設(shè)設(shè)視頻監(jiān)控軟軟件,該軟件件負(fù)責(zé)視頻設(shè)設(shè)備的管理、圖圖像監(jiān)控、報報警處理、實實時控制等功功能。4結(jié)語該系統(tǒng)設(shè)計了各各級監(jiān)控站的的權(quán)限設(shè)置問問題,特別是是現(xiàn)地啟閉機機運行控制及及故障保護功功能的設(shè)計,各各級監(jiān)控站權(quán)權(quán)限狀態(tài)的

14、合合理設(shè)置,解解決了現(xiàn)地與與遠(yuǎn)程發(fā)生沖沖突及出現(xiàn)意意外緊急情況況時的應(yīng)急處處理措施,使使系統(tǒng)功能更更加安全完善善。通過超聲聲波水位計對對閘前、閘后后水位的準(zhǔn)確確測定,確定定涵閘引水流流量。在研究究過程中加入入了實時語音音對話系統(tǒng),實實現(xiàn)了實時地地語音通話功功能,使系統(tǒng)統(tǒng)應(yīng)用功能更更加完善。通過實施遠(yuǎn)程監(jiān)監(jiān)控系統(tǒng),可可實現(xiàn)黃委、省省局、市局、縣縣局和現(xiàn)地55級控制,各各級均可以通通過監(jiān)視系統(tǒng)統(tǒng)掌握所管轄轄的黃河涵閘閘的運行情況況及現(xiàn)地或遠(yuǎn)遠(yuǎn)程開啟與關(guān)關(guān)閉水閘。達達到黃河水量量統(tǒng)一調(diào)度和和水資源優(yōu)化化配置的目的的。對黃河引引水和工程狀狀況信息進行行實時調(diào)度,提提高了涵閘的的現(xiàn)代化管理理水平,對確確
