Thespeakerherearguesthatgovernmentmustsupporttheartsbutatthesametimeimposenocontroloverwhatartisproduced.Theimplicitrationaleforgovernmentinterventionintheartsisthat,withoutit,culturaldeclineanderosionofoursocialfabricwillresult.However,Ifindnoempiricalevidencetosupportthisargument,whichinanyeventisunconvincinginlightofmorepersuasiveargumentsthatgovernmentshouldplaynopartineithersupportingorrestrictingthearts.

First,subsidizingtheartsisneitherapropernoranecessaryjobforgovernment.Althoughpublichealthisgenerallyviewedascriticaltoasocietysverysurvivalandthereforeanappropriateconcernofgovernment,thisconcernshouldnotextendtenuouslytoourcultural"health'orwellbeing.Alackofprivatefundingmightjustifyanexception;inmyobservation,however,philanthropyisaliveandwelltoday,especiallyamongthenewtechnologyandmediamoguls.

Second,governmentcannotpossiblyplayanevenhandedroleasartspatron.Inadequateresourcescallforrestrictions,priorities,andchoices.Itisunconscionable(無(wú)節(jié)制的;過(guò)度的')torelegatenormative(conformingtoorbasedonnorms*normativebehavior**normativejudgments*)decisionsastowhicharthas"value'toafewlegislatorsandjurists(法學(xué)家;法理學(xué)家:onehavingathoroughknowledgeoflaw;especially:JUDGE),whomaybeunenlightenedintheirnotionsaboutart.Also,legislatorsarealltoolikelytomakechoicesinfavoroftheculturalagendasofthoselobbyistswiththemostmoneyandinfluence.

Third,restrictingartisticexpressionmayinsomecasesencroachupontheconstitutionalrightoffreeexpression.Inanycase,governmentalrestrictionmaychillcreativity,therebydefeatingtheverypurposeofsubsidizingthearts.

Inthefinalanalysis,governmentcannotphilosophicallyoreconomicallyjustifyitsinvolvementinthearts,eitherbysubsidyorsanction.Responsibilitylieswithindividualstodeterminewhatarthasvalueandtosupportthatart.

TheindustrialandtechnologicalerashavebredsuchmogulsofcapitalismasPullman,Rockefeller,Carnegie,andGates,whobythenatureoftheirindustriesandtheirbusinesssavvy,notbyforceoflaw,havetransformedoureconomy,thenatureofwork,andourveryday-to-day(adj.日常的,逐日的)existence.Ofcourse,manymodern-daypublicservantshavemadethemostoftheiropportunitiesforexample,thecrime-busting(bust:tobreakorsmashespeciallywithforce;)mayorRudolphGiulianiandthenew-dealingPresidentFranklinRoosevelt.Yettheirimpactseemstopalenexttothoseofourmoderncaptainsofindustry.

Farmorecompelling,however,aretheargumentsagainstmandatorypublicservice.First,whowouldmakeassignmentsanddecidewhatprojectsareworthwhile,andhowwouldcompliancebeassured?Resolvingenforcementissueswouldrequiregovernmentcontrol,inturnrequiringincreasedtaxesand/orcutsinothersocialprograms,therebynullifyingthebenefitsofmandatorypublicservice.Second,amandatorysystemwouldopenthefloodgatestoincompetenceandinexperience.Finally,thewholenotionseemstantamounttoCommunisminsofaraseachcitizenmustcontribute,accordingtohisorherability,toastrongstate.Modernhistoryinformsusthatsuchsystemsdonotwork.Onecouldarguethatmandatorypublicserviceissimplyataxintheformoflaborratherthandollars.However,compulsorylaborsmacks(v.帶有..風(fēng)味)ofinvoluntaryservitude,whereasfinancialtaxesdonot.

Inconclusion,logisticalandphilosophicalbarrierstomandatingpublicserviceoutweighitspotentialbenefitsforthenationaswellasforparticipants.

Itislikewisedifficulttotrustleaderswhodonothaveexperienceintheareasundertheirleadership.TheClintonexampleillustratesthispointaswell.BecausePresidentClintonlackedmilitaryexperience,peopleinthearmedforcesfounditdifficulttotrustthathispolicieswouldreflectanyunderstandingoftheirinterestsorneeds.Andwhenputtothetest,heunderminedtheirtrusttoanevengreaterextentwithhisnaiveandlargelybungledattempttosolvetheproblemofgays(美俚同性戀者,尤指男性同性者)inthemilitary.Instarkcontrast,PresidentDwightEisenhowerinspirednearlydevotionaltrustaswellasrespectbecauseofhisroleasamilitaryheroinWorldWarII.

Inconclusion,itwillalwaysbedifficultforpeopletoacceptleaderswholackdemonstratedabilityintheareasundertheirleadership.Initially,suchleaderswillberegardedasoutsiders,andtreatedaccordingly.Moreover,somemayneverachievetheinsiderstatusthatinspiresrespectandtrustfromthosetheyhopetolead.
