Suchaprofounddemographicshiftcouldtakeplacewhilenoonewaswatchingbecause,officially,noonewaswatching.Federalagenciestraditionallycollectedracialdatausingaformula-oneperson,onerace-similartothetime-honoredvotingprinciple.Thus,theCensusBureaucouldestimatethatoncensusformsnomorethantwopercentofthepopulationwouldclaimtobemultiracial.Intheabsenceofamorestraightforwardcount,noonecouldknowforsurewhatthedemographicsare.

That'sabouttochange.Afterthe2000census,theU.S.Governmentshouldhaveabetteridea.In1997,theOfficeofManagementandBudget,whichoverseesfederalstatisticalpractices,approvedadirectiveallowingpeopletocheekasmanyracialboxesastheybelieveapplytothem.Theshiftwasacompromisebetweenthedemandsofsomeinterestgroupsthatwantedtheadditionofa"multiracial"box,andthosethatobjectedtoanychange,fearingdilutionoftheirnumbers.
