第一階段：資料搜集

搜集國內外相關法規(guī)、標準、文獻并對國外文獻如美國21CFR進行翻譯。第二階段：2007年末形成初稿

初稿內容包括一般術語、衛(wèi)生化學術語、毒理學術語、微生物術語、產品術語、人體安全和功效評價術語，常用英文成份術語等７部分。第三階段：專家統(tǒng)稿1.2007年12月第一次專家統(tǒng)稿會（修訂情況：1.在結構上增加原料功能術語、相關國際組織和科研機構等內容；2.在內容上增加一般術語、產品術語的種類，將化妝品行業(yè)的新產品類別納入本標準；3.對于毒理學、衛(wèi)生化學、微生物學術語進行修改；4.刪除與化妝品聯(lián)系不緊密、無存在必要的常用英文成分術語。2.2009年1月第二次專家統(tǒng)稿會會議意見：1.修改能引用國家標準的盡量引用國家標準；對存在歧義的個別用詞進行修改。2.刪除由于本標準中的“產品術語”一章和香化協(xié)會所制定的某個標準存在重復，因此刪除“產品術語”一章的內容；對“原料功能術語”的內容進行梳理，刪除了20余條內容。3.增加專家建議增加“化妝品限用物質”等
