AppendixA-TenderResponseCheckAppendixB-ScheduleofFAT’sand2ConfidentialityAllinformation,whethersubmittedtotheContractorbyConfidentialityAllinformation,whethersubmittedtotheContractorbytheClientorproducedbytheProjectManager,M&EConsultantorCommissioningManageronbehalfoftheClient,mustbetreatedinthestrictestconfidence.UndernocircumstancesshallinformationregardingtheClient’sprojectbeusedforanyotherpurposes.BeforeenteringintoacontracttheContractorwillbeaskedtosignaConfidentialityShouldtheContractornotwishtosigntheagreementthentheClientreservesrighttoterminate3SpecificationAppleareproposingtoundertaketheexpansionSpecificationAppleareproposingtoundertaketheexpansionandfit-outofnewapplestoreinanewlydevelopedGuangzhouCentralParkShoppingMall.DuetotheemphasistheClientplacesontheimportanceoftestingandcommissioningoftheBuildingServicestoanInternationalStandard,theyhaveengagedtheservicesofanIndependentCommissioningManager,CommtechTestingTechnology(Shanghai)Co.Ltd,whohavebeenappointedtoco-ordinateandoverseethetesting,commissioningandintegrationprocessfortheAppleGZCPInordertoensurethatthetesting,pre-commissioningandcommissioningundertakenbytheContractorsisaccomplishedinalogical,orderlyandsystematicway,theCommissioningManagementproceduresimposecertainmanagementsystemsintheplanning,installation,testing,precommissioning,commissioningandmonitoringprocess.ThisSpecificationidentifiesthecriteriathattheCommissioningManagerrequires,theteststhatwillbewitnessedandthekeyactivitiesthatnecessitatetheattendanceoftheCommissioningManager.ThisSpecificationdoesnottaketheplaceoftheM&EConsultantspecificationsbutistosupport,expandandconfirmitsrequirements.ThisdocumentshallbereadinconjunctionwiththefollowingdocumentspreparedbytheProjectManagerandtheM&EConsultantProjectManager/QSContractM&EDesignConsultantContractTheTendereristoreadandfamiliarisethemselveswiththerequirementsoftheTestingandCommissioningSpecification,SchedulesandAppendicespriortoreturningthebiddocumentation.Thereturnbidshouldincludeaseparatesectionontestingandcommissioningwherethebiddershallincludethefollowingdetailsandattachments:DetailsoftheirProposedCommissioningExecutionPlan.OrganisationChartofProposedCommissioningTeam.CommissioningTeamResourceHistogramforProject.ListsofproposedCalibratedTestInstrumentation.SampleCommissioningMethodStatement/TestRecordSheet.SamplecoordinatedCommissioningProgramme.CopyofCompletedTenderResponseCheckSheet(Appendix4GeneralNothingcontainedwithinthisdocumentshallreleaseGeneralNothingcontainedwithinthisdocumentshallreleasetheContractorsfromresponsibilitiesunderanyclausecontainedwithinthecontractdocumentation.AlthoughtheCommissioningManagerisresponsiblefortheoverseeingandwitnessingoftheServicesContractorworks,itshouldbenotedthattheContractorisresponsiblefornotifyingtheCommissioningManagerinadvanceofallteststobeAminimumof3workingdays’notificationviaaRequest-for-Inspection(RFI)form,eitherwrittenorbyemailisrequired.Thisshallincludedetailsoftheteststobewitnessed,withallrelevantMethodStatementsandTestRecordSheetscompletedandsignedbyboththeContractorsCommissioningSupervisorandCommissioningTheContractorshouldundertakeallTesting,CommissioningandWitnessing(wherepractical)duringnormalworkinghours(MondaytoFriday8:00amto6:00pm).Whereworksarerequiredtobewitnessedoutsideofnormalhoursduetonoiserestrictions,safetytootherworkersetc.oneweek’snoticeistobeprovidedtoensurewitnessingstaffcanbeavailabletoattend.ShouldtheCommissioningManager,ProjectManagerorM&EConsultantsbeunavailableforthewitnessingofanyContractortesting,itshallbetheresponsibilityoftheContractortoensurethatthetestingandcommissioningisundertakeninaccordancewiththeapprovedMethodStatementforthoseworks,andthatallresultsarerecorded.AnyclarificationsofresponsibilitiesfortestingandcommissioningshouldbesoughtfromtheProjectManagerinadvanceofinstallationworkscommencing.AlldocumentsubmissionsrelatingtoequipmentorsystemstobecommissionedshallbeissuedtotheCommissioningManagerforinformation/approvalaspartofthecontractor/suppliers’generalsubmissionprocess;thisshallincludedrawings,specifications,performancedata,pre-commissioning&testinginformationandwarrantydetails.5 CommissioningEachContractorappointedontheApple CommissioningEachContractorappointedontheAppleGZCPprojectmustcomplywiththefollowingTheContractorisrequiredtoprovidecertainkeypersonnelthroughoutthetesting,commissioning,integrationtestingandhandoverphaseoftheproject.ContractorsshallnominateaCommissioningSupervisorforeachM&Epackage.ThismemberoftheContractorsstaffshallbeconversantinMandarinandEnglish,competentandshallbeauthorisedtocoordinatetheworkwithotherparties,toattendCommissioningprogressmeetingsandtogenerallyrepresenttheContractoronallissuesrelatedtothetesting,commissioning,integrationandhandoveroftheworks.Thecontractormustensurethatallpersonnelengagedtoperformtesting;commissioningandintegrationworksarequalifiedandhaveexperienceintesting&commissioningtheirinstallationstoarecognisedstandard.ThecontractorwillberequiredtosubmitdetailedcurriculumvitaeoftheproposedCommissioningSupervisorandtesting&commissioningpersonneltotheOwnersCommissioningManageraspartoftheirtenderreturn.Shouldanyofthepersonnelchangebetweenthetenderreturndateandcommencementofsiteworks,thenthedetailsofthosePersonnelshouldbesubmittedatleastone(1)weekpriortocommencingworks.ShouldtheContractorelecttoappointaspecialistsubcontractorCommissioningCompanytoundertakehistestingandcommissioningactivities,inparticularthetesting,adjustmentandbalancingofairandwatersystemswhereapplicable,andcablingtestingofElectricalsystems,detailsofsuchcompaniesmustbesenttotheCommissioningManagerwiththetenderreturns.ShouldthatsubcontractorCompanychangebetweenthetenderreturndateandcommencementofsiteworks,thenthedetailsofanynewlyappointedsubcontractorCompanyshouldbesubmittedatleastone(1)weekpriortocommencingworks.TheuseofaspecialistCommissioningCompanybyaContractorshallnotrelievehimofhisobligationtonameoneofhisownemployeesasthepersonresponsibleformanagingofhiscommissioning.TheCommissioningManagerreservestherighttointerviewthespecialistcompaniesandcandidatesproposedforthetesting&commissioningworkssoastoensuretheyarefamiliarwiththestandardsimposed,andcanoperatetherequiredinstrumentationcorrectly.Thecontractorisrequiredtoprovideallnecessarytoolsandequipmentforhiscommissioningpersonneltoundertaketheirpackageworks.Thisshallincludeappropriateaccessequipment,PPE,safetyequipment,protectivebarriersandwherenecessary,heatloads,two-wayradios,portablelightingandtasklighting.6InstrumentationAlltestinstrumentstobeusedbyInstrumentationAlltestinstrumentstobeusedbytheContractorsforbothfactoryandsitetestingontheprojectmustcomplywiththefollowing:BeproperlycalibratedtotheappropriateregionalorinternationalBecompletewithcalibrationcertificates,notmorethansix(6)monthsold,andissuedbyarecognisedindependenttestingauthority.Copiesofallcalibrationcertificates,togetherwithinstrumentserialnumbersshallbesubmittedtotheCommissioningManageraspartoftheContractorsMethodStatementforhisworkspriortotheiruseon-site.Befreefromdamage,andifdamagedduringtheprojectlifeshallberecalibrated,withnewcalibrationcertificatessubmitted.Becompletewithallmanufacturers’ItistheresponsibilityoftheContractortosupplyanyspecialistTestInstrumentationorequipmentrequiredtoperformtesting&commissioningworksinaccordancewithStatutoryCodesandRegulations.7Testing&CommissioningEachContractorwillTesting&CommissioningEachContractorwillberequiredtoproduceaprogrammedetailingeachelementoftheirworksfrominstallation,throughtesting&commissioningandIntegratedSystemstestingtohandoverandacceptance.EachTradeContractorprogrammeshalldetailtimedurationsforeachelementoftheirworks.TheCommissioningManagershallproduceanoveralltesting&commissioningtargetprogrammebasedonthecontractorprogrammedates.ThetargettestingandcommissioningprogrammewillbebasedontheagreedlogicdiagramsandContractorprogrammesandworksdurations.Itmustberecognisedthatinordertoproduceaco-ordinatedprogramme,thesequencingofthecontractorworkswillbeadjustedifrequiredtosuittheoverallprojecttargetdates.TheProjectM&Esystemsinstallation,testing,commissioningandIntegratedSystemsTestingwillhavetobecarefullycoordinatedbetweentheM&EContractorsworks,andduerecognitionofthismustbetakenintoaccountbytheContractorsinvolvedwhenprogrammingtheirworks.EachContractorwillberequiredtoupdatethestatusoftheirworksagainsttheirsubmittedinstallation,testingandcommissioningprogrammes.Thisdatawillbeusedtoupdatetheoveralltargettestingandcommissioningprogrammetoshowtheprogressoftheproject.8CommissioningTheCommissioningManagershallmeetwitheachContractorCommissioningSupervisoronaweeklybasisfromprojectcommencement.EachContractorCommissioningSupervisorwillreporttheprogressfortheirpackageattheseOnceservicesinstallationshavecommenced,therewillbeabi-weeklygeneralCommissioningmeeting,whichwillbecomeaweeklymeetingastheprojectprogresses,thatwillprovidetheforumfordiscussionofdesignandinstallationproblemsaffectingtestingandcommissioningoftheprojectservices.EachContractorCommissioningSupervisorwillbeexpectedtoattendeverycommissioningmeeting.EachContractorCommissioningSupervisorCommissioningTheCommissioningManagershallmeetwitheachContractorCommissioningSupervisoronaweeklybasisfromprojectcommencement.EachContractorCommissioningSupervisorwillreporttheprogressfortheirpackageattheseOnceservicesinstallationshavecommenced,therewillbeabi-weeklygeneralCommissioningmeeting,whichwillbecomeaweeklymeetingastheprojectprogresses,thatwillprovidetheforumfordiscussionofdesignandinstallationproblemsaffectingtestingandcommissioningoftheprojectservices.EachContractorCommissioningSupervisorwillbeexpectedtoattendeverycommissioningmeeting.EachContractorCommissioningSupervisorshallreporttheprogressoftheirworksandhighlightanyproblemstheyhaveencounteredandanyproblemstheyforesee.Progressoftheirworksshouldbedetailedonagreedinstallation;testingandcommissioningprogrammes(seeSection6.0–Testing&CommissioningAtthecommissioningmeetings,eachContractorwillgiveatwo(2)weeklookaheadfortheirworks.EachContractorshallreportrequirementsofinterfaceswithotherContractorse.g.MechanicalandBMCSinterfacesforcontrolvalveanddamperpositions,BMCSandElectricalInterfacesforPowermonitoringpoints.TheContractorCommissioningSupervisorshallalsoattendfocusmeetingsasrequiredforthediscussionandcoordinationofspecifictestingandcommissioningDetailsandrequirementsofanytestequipmentortemporarycableinstallationsthatrequirespecialaccessroutesorenvironmentalconditionsshallbesubmittedtotheCommissioningManageratleast14dayspriortorequiredinstallationonsite.9MonitoringofTestingandDuringthedurationoftheproject,MonitoringofTestingandDuringthedurationoftheproject,theContractorswillundertakeavarietyoftestingandcommissioningtasks.Thesewillincludeinitialtestingduringtheinstallationphaseoftheproject,pre-commissioningandfinalcommissioningofallM&EandLifeDuringtheinstallationphaseoftheproject,theContractorswillcarryoutinitialtestingandprecommissioningofallM&EandLifeSafetyServicesandsystems,followedbyfinalcommissioningandIntegratedTestingandEnvironmentalproving.ThisshallincludethePressuretesting,flushingandcleaningofpipework/ductwork,proportionalbalancingofairandwatersystemsforMechanicalsystems,testingofElectricalinstallationsbothbeforeandafterpowerhasbeenenabled,andcable/softwaretestingofLifeSafety,BMCSandcontrolsystems.ItisvitalthatduringtheseperiodsanaccuratestatusoftheprogressisdocumentedsothatthefollowingContractorscanproceedto‘closein’thefirstfixdistributionserviceswithoutdelay.Thetargettesting&commissioningprogramme,markedupdrawings,schematicsandfloorplanswillbeutilisedtomonitortheprogressofthetesting.ThesewillbemaintainedintheCommissioningManager’ssiteofficeandwillbeavailableforcheckingbyallparties.Colourhighlightedschematicservicesdrawingswillindicatewhereasystemhasbeentestedandcross-referencewillbemadetotherelevanttestcertificateThecontractorisrequiredtoassistthisprocessbyprovidingthefollowinginformationtotheProjectCommissioningManageronaweeklybasis:Simplebulletpointreportadvisingprogress/deviationfromprogramme/problemsandcausesfordelay.Listofmajorplant/equipment/panel–Delivery/Markedupschematics/drawingsshowingprogressofsuccessfulPressureTestofpipework,InsulationResistanceTestingofCables.UpdatedlistoftestingTradePackageMethodTheContractormethodstatementswillbethebasisTradePackageMethodTheContractormethodstatementswillbethebasisofallfactoryandon-siteThemethodstatementtobesubmittedmustbeprojectspecific,andnotastandardissuedocument.Asaminimum,themethodstatementshouldincludethefollowingTheprojecttitleandareaorAfullDetailsofthesystemstobeMethodsandproceduresofAlistofthespecifiedperformancecriteriatobePro-formatestTheseriesofcodesidentifyingthestandardtowhichtaskswillClear,detailedrequirementsfromotherTradeAscheduleofinstructionstobeThemethodstatementmustclearlyidentifytheCommissioningSupervisorfortheproject.ThispersonwillbeamemberofstaffotherthantheContractorProjectMethodstatementsaretobesubmittedforapprovaltotheCommissioningManager,allowingsufficienttimeforreview,commentandre-issue.TheMethodStatementsmustachieveapprovedstatuspriortothecommencementofanycommissioningandtestingactivities.ApprovalbytheprojectteamwilltaketheformofA,BorCstatus.Thesearedefinedbelow:AStatus–ApprovedbytheprojectteamandworkscanproceedinaccordancewiththeMethodStatement.BStatus–CommentsbytheprojectteamaretobeincludedintotheMethodStatementandresubmitted.CStatus–MethodStatementrequiresrevisinginfull,asitdoesnotmeetrequirement,andmustberesubmitted.Commissioning&TestingContractorsshalldevelopspecifictestingandcommissioningmethodstatementsandsubmitforapprovalbytheprojectteam.Allappendedtestrecordsheetsmustcontainallapplicablecorrectionfactors,andmustbeformattedtoincludethenameandsignatureoftheContractorCommissioningCommissioning&TestingContractorsshalldevelopspecifictestingandcommissioningmethodstatementsandsubmitforapprovalbytheprojectteam.Allappendedtestrecordsheetsmustcontainallapplicablecorrectionfactors,andmustbeformattedtoincludethenameandsignatureoftheContractorCommissioningSupervisor,Contractorcommissioningengineerandthedateofthetest.TestsheetsmustalsoincludeprovisionfortheClient’sCommissioningManagertosignoffthetestasacceptable.Priortoplantbeing‘settowork’,allmanufacturersliteraturerelevanttothesyste
