Foreword
Theworldisinastateof“polycrisis”.Multipleeconomic,socialandpoliticalshockshave
converged,perpetuatinguncertaintyand
discord,anddrivingdeepeninggender
inequalities.Asseenincrisisaftercrisis–fromtheCOVID-19pandemictoeconomicturmoil,conflictsandclimateemergencies–hard-
wongainsingenderequalityarereversing
underpressure.
Thepolycrisisiscontributingtogender
disparitiesinaccesstosexualandreproductivehealthandrights(SRHR),education,
economicopportunities,andpoliticalvoice
andrepresentation.Itismultiplyinggirls’and
women’srisksofgender-basedviolence(GBV)andfemalegenitalmutilation(FGM).UNFPA
estimatesthat
2millionadditionalcasesofFGM
willoccuroverthenextdecadeduetoCOVID-19.Thesevereimpactsofthepandemicmayhavebeenfurthercompoundedbymultiplecrises
in2022.
This2022annualreportontheUNFPA-
UNICEFJointProgrammeontheElimination
ofFemaleGenitalMutilation:Deliveringthe
GlobalPromisetoEndFGMby2030adoptsathemeof“reimaginingresilience”.Successive
crisesareerodingtheadaptivecapacities
ofsystemsandsocieties,makingthemless
resilientandcreatingadditionalbarriersto
achievingSustainableDevelopmentGoal(SDG)5ongenderequalityandwomenandgirls’
empowerment,anditstarget5.3oneliminatingFGMby2030.EndingFGMinthecontextofthepolycrisisrequiresreimaginingresiliencesothatitisbasedongender-transformativechanges,includingthroughinnovationandtechnology.
Sincegenderequalityiscentraltotackling
thepolycrisisandeliminatingFGM,theJoint
Programmegivesacentralemphasistothe
agency,voiceandleadershipofadolescentgirls,whilepromotingtheirrightsandwell-being.TheJointProgrammehasscaleduppartnershipswithgrass-rootswomenandyouth-ledorganizations,whichareoftenonthefrontlinesofhumanitarianactionintheircommunities.Ithasstrengthenedworkonthehumanitarian-development-peace
nexustoaddressboththeimmediateneedsand
long-termvulnerabilitiesofgirlsandwomenat
riskoforaffectedbyFGM.Ithasalsoleveraged
thepowerofinnovationandtechnological
breakthroughstoconfrontchallengesrelatedto
thepolycrisisandtogeneratenewsolutions.This
iswhy,evenamidupheavalanduncertainty,the
JointProgrammecontinuestodelivereffective,
impactfulandtransformativeresultsthatbringus
closertoaworldfreeofFGM.
Atthe2023SDGSummitinSeptember,world
leadersconductedacomprehensivereviewofthe
stateoftheSDGsandrespondedtotheimpacts
ofthepolycrisis.WiththeSummitmarking
anewphaseofacceleratedprogressonthe
globalgoals,achievingSDGtarget5.3callsfor
renewedcommitmentanddedicatedfinancing.
TheJointProgramme,alongsideitspartners,
remainssteadfastinusingitsglobalreachand
comprehensiveandholisticprogrammingto
advancetransformativechangessothatgirls
andwomenexerciseagencyandclaimtheir
rightstobodilyautonomy,decision-making,
leadership,empowermentandself-determination.
Thisleadsdirectlytohealthierfamilies,stronger
communities,strengthenedeconomies,andstableandresilientsocieties.

Globally,morethan200milliongirlsandwomenhave
undergoneFGM,apracticethatviolatestheirrightsand
impedessustainable,justdevelopment.NotonlydoesFGMharmphysical,mental,andsexualandreproductivehealth,butitalsoimposeseconomiccostsandlimitshumancapitalformation,forcurrentandfuturegenerations.

In2022,PhaseIV(2022-2030)oftheUNFPA-
UNICEFJointProgrammeontheEliminationof
FemaleGenitalMutilation:DeliveringtheGlobal
PromisetoEndFGMby2030waslaunchedastheglobalpolycrisisgeneratednewandintensified
shocksandstresses.Thesemayhaveincreased
FGMrisksandcompromisedglobaleffortsto
achieveeliminationby2030.Buildingonmorethanadecadeofprovenexperienceandacommitmenttoscalingupevidence-basedpracticesand
innovations,referredtoasthe“high5’s”,PhaseIVemphasizes:(i)promotinggirls’agency,voiceandleadership,(ii)achievingtransformativechange
throughsocialmovements,(iii)strengthening
partnershipswithwomen-ledorganizations,
(iv)expandingtheprogramme’sglobalinfluence
bysharingresources,dataandknowledge,and
(iv)leveragingpublic-privatepartnershipsto
mobilizededicatedresourcesforFGMelimination.Othercomplementarycoreelementsareadaptivemanagement;measuresensuringcomplementarityamongdevelopment,humanitarianandpeace
effortstobuildresilienceamonggirls,women,householdsandcommunities;andadvocacy
andsupportforpreventionandsurvivor-centredapproachestoFGM.
TheJointProgrammedeliveredimpressiveresultsin17countries:BurkinaFaso,Djibouti,Egypt,Eritrea,Ethiopia,TheGambia,Guinea,Guinea-Bissau,Kenya,Mali,Mauritania,Nigeria,Senegal,Somalia,Sudan,
UgandaandYemen,evenasthepolycrisisstalledprogressinsomecontexts.
Sixteencountries–BurkinaFaso,Djibouti,Egypt,
Eritrea,Ethiopia,TheGambia,Guinea,Guinea-Bissau,Kenya,Mali,Mauritania,Nigeria,Senegal,Somalia,
SudanandUganda–havenationalactionplansthatincludetargets,budgets,andmonitoringandevaluationframeworksforendingFGM.InYemen,adraftpolicyandplanawaitfinalapproval.The
JointProgrammeprovidestechnicalexpertise
andresourcesinthedrafting,andmonitoringandevaluationofnationalactionplanstoensuretheymeettheneedsofgirlsandwomenatriskofandaffectedbyFGM.
TheJointProgramme
deliveredimpressive
resultsin17countries
Despitethepolycrisisanditsmyriadchallenges,
oftenunprecedentedinscale,theelimination
ofFGMremainswithinreach.In2022,three
countriesreportedadeclineinthepractice:Egypt,
KenyaandMauritania.InEgypt,FGMdropped
amonggirlsaged0to19years,from21percent
in2014(DemographicandHealthSurvey,DHS)
to14percentin2021(EgyptianFamilyHealth
Survey).InKenya,FGMprevalenceratesamong
girlsandwomenaged15to49decreasedfrom
21percentin2014(DHS)to15percentin2022
(DHS).InMauritania,amonggirlsaged15to19,
FGMprevalencedeclinedfrom63percentin
2015(MultipleIndicatorClusterSurvey,MICS)to
56percentin2021(2019-2021DHS).
InpresentingJointProgrammeachievements
in2022,thisannualreporthighlightstheroleof
adolescentgirlsandyoungwomeninspeaking
upandleadingtransformativechange,aswellas
grass-rootswomen-andyouth-ledorganizations,
coalitionsandsocialmovements.Theyare
shiftingpolicies,legislationandinstitutional
structuresaswellasharmfulsocialandgender
normsandsocietalnarrativesthatperpetuate
FGM.Innovationandtechnologyhavehelped
toovercomesetbackstoachievinggender
equalityandsustainedmomentumtowards
FGMelimination.

In2022,itwas“businessunusual”forglobaleffortstoendFGM.Countriescontinuedtoexperiencefalloutfromthepandemicinadditiontomultiple,intersectingcrisesthatdisproportionatelyaffectedgirlsandwomen,especiallythosefurthestbehind.RiskassessmentspointedtoincreasedrisksofFGMinBurkinaFaso,Ethiopia,Kenya,Somalia,SudanandYemen.

financialcost
ofhealthcareforgirlsandwomenlivingwithconditionscausedbyFGMisUS$1.4billionannually.Thisamountstoasignificant
financialburdenforsomeoftheworld’spoorestandmostvulnerablecountries.
Growinghumanitariancrises:WhileFGM
inemergenciesremainsunderresearched,
availableevidenceandtheJointProgramme’s
experiencesduringCOVID-19indicatethat
humanitarianprogrammesoftenneglectthe
needsandrightsofgirlsandwomenatrisk
oforaffectedbyFGM.TheJointProgramme
continuestoadvocatethemeaningful
participationofgirlsandwomeninplanning
processesandtheintegrationofFGMin
nationalandlocalhumanitarianresponseplans.
TheimpactofthepolycrisisonFGMinEthiopia
Atrendsanalysisofservice/administrative
dataconductedbyUNICEFinEthiopiafound
a27percentincreaseincasesofFGMinthe
SouthernNations,NationalitiesandPeoples’
Regionin2022comparedto2021.Thiswasduetogrowingeconomicinsecurityandinequalitiesstemmingfromconflict,climatechangeandtheCOVID-19pandemic.Priortothesehumanitariancrises,EthiopiawasmakingsignificantprogresstowardsFGMelimination,includingadecrease
inprevalenceamonggirlsaged15to19,from
62percentin2005(DHS)to47percentin2016(DHS).Many
reasons
forheightenedrisksofFGMduringtheCOVID-19pandemiccarriedintothe
humanitariancrisesin2022,includingschool
closures,disruptionsinessentialservices,alackofdirectaccesstocommunitieswheregirlsaremostatrisk,andnegativecopingstrategiesin
responsetohouseholdpoverty,suchasgirls
undergoingFGMinordertobemarried.Overall,themarkersofthepolycrisishavebeenmore
poverty,growinghumanitariancrises,deepeningclimateemergenciesandrisingfragility.
In2022,
humanitarianresponseplans
werein
placeinBurkinaFaso,Ethiopia,Mali,Nigeria,
Somalia,SudanandYemen.Plansinallseven
countriesmentionedtheneedforchildprotectionandGBVpreventionandresponse.Somalia’sandYemen’splansspecificallyreferencedtheneedto

Howeducationintersectswithfemalegenitalmutilation
Educationduringemergencies,conflictsordisastersisoftensignificantlydisrupted,forreasonssuchasrising
povertyandschoolclosures.ThiscanraiserisksofFGM,givenevidencethateducationcanbeaprotectivefactorandatooltoaccelerateelimination.AccordingtoaUNICEF
databrief
,girlsandwomenwithaprimaryeducation
are30percentmorelikelythanthosewithnoeducationtoopposeFGM.Thesharerisesto70percentamonggirlsandwomenwithasecondaryeducationorhigher.Girlswhosemothershaveaprimaryeducationare40percent
lesslikelytoundergoFGMcomparedtothosewhosemothershavenoeducation.Thefactthat
54percentof
girlsnotenrolledinformaleducation
worldwideresideincrisis-affectedcountriesmayraiserisksofFGM,withconsequencesforcurrentandfuturegenerations.

Deepeningclimateemergencies:Accordingto
UNICEF,
children’sclimaterisks
areextremely
highin11countriesandhighin6countrieswheretheJointProgrammeoperates.In2022,climate
emergenciescreatedadditionalchallengesin
termsofendingFGM.AJointProgrammestudy
exploredtheintersectionbetweenclimatechangeandFGMinDjibouti,SomaliaandYemen.Itfoundthatclimate-relatedeconomicpressureresulted
infamilieshavinggirlsundergothepracticeata
youngeragetoincreasetheirmarriageabilityand
mitigatehouseholdpoverty.EvidencealsosuggeststhatdisruptionsinservicesandschoolclosuresasaresultofclimateemergenciesincreaseFGMriskssincetheseinstitutionsplayrolesinmonitoringandreportingcases.
Risingfragility:Fragilityisthecombination
ofexposuretoriskandtheinsufficientcoping
capacitiesofStates,systemsand/orcommunitiestomanage,absorbormitigaterisks.Thesemay
havepolitical,environmental,economic,human,
securityandsocietaldimensions.In2022,close
to90percentofcountrieswhereFGMiscommonwereconsidered
fragilecontexts

Theclimatecrisis,justlikenearlyeveryotherhumanitariananddevelopmentchallenge,
hasagreaterimpactongirlsandwomen,
endangeringtheirhealthandrights.Butthisconcernhasnotyetbeengivensufficient
attention.UNICEFreviewednationalclimateactionplans,knownasnationallydeterminedcontributions,aswellasnationalclimate
adaptationplansinthe17countriesthat
implementtheJointProgramme.Thereviewfoundthat80percentofthenationally
determinedcontributionsand66percentofnationaladaptationplansdonotincludereferencestoGBV,FGMorchildprotection.

ofanadditional2millioncasesofFGMby2030thatwouldhavebeenavertedwithoutthepandemic).
UNFPAhasalsocalculated
thatreachinghigh-coveragetargetsfor31countrieswhereFGMisprevalentby2030requiresaninvestmentof$3.3billion.Thisscenariowouldavertmorethan24millioncasesofFGMby2030.
In2022,theJointProgrammecommissionedafinancialresourcesmappingexercisethatlookedatdonorsupportforFGMeliminationwithinandoutsidetheprogramme.Thisidentified99governmentandcivilsocietyprogrammesaddressingFGMacross12countriesthatreceiveapproximately$150millioninfundingsupport.Fundingfor
FGMeliminationprogrammesimplementedbygovernmentsandcivilsociety,theJointProgramme,andUNFPAandUNICEFoutsidetheJointProgrammetotalsapproximately$238million.Thisissignificantlylowerthanthe$3.3billionrequired.
Themappingexercisealsonotedthatmostfundingisofficialdevelopmentassistance.Thereisaglaringabsenceoffundingfromprivatesectorandphilanthropicorganizations.AchievingSDGtarget5.3requiresbothincreasinganddiversifyingfundingsources.

ThefiftiethsessionoftheHumanRightsCounciladopted

ontheeliminationofFGM.ItcalledonMemberStatestoensureamoreholisticandcoordinatedapproachtothehumanitarian-
development-peacenexus,andtointegrateFGM
preventionandresponseeffortsinhumanitarian
preparednessandresponseplans.TheJoint
Programmesupportedthedraftingoftheresolution,whichfocusedoneliminatingcross-borderand
transnationalFGM.
Duringtheseventy-seventhsessionoftheUnitedNationsGeneralAssembly,therepresentativeof
BurkinaFasointroduceddraft
resolution77/L.18/

onbehalfoftheGroupofAfricanStates.It
callsforeliminatingFGM.TheJointProgramme
providedtechnicalinputsindraftingtheresolution,drawingonevidence-basedpracticesandlessons
learned.Thedraftresolutionexpressesconcernovertheimpactofglobalcrisesandconflicts,includingCOVID-19,oneffortstoendFGM.

InDecember2022,UNICEF,astheSecretariatoftheDonorWorkingGrouponFGM,joinedLuxembourg’sMinistryofForeignandEuropeanAffairstoco-hostthegroup’sannualmeeting.Actionpointsincluded:exploringpublic-privatepartnershipsbeyond
officialdevelopmentassistance,anddevelopinganadvocacystrategythatcomprisesformulatingspecificFGMindicatorsthatcouldbeintegratedinhumanitarianareasofresponsibility.

andimprovingreportingthroughexistinginstrumentsandplatforms,includingthe
AfricanCommitteeofExpertsontheRightsandWelfareoftheChildandtheAfrican
