Quality質(zhì)量的主體是“產(chǎn)品”,如建成的辦公樓、宿舍等有形產(chǎn)品,或無形產(chǎn)品,如監(jiān)理規(guī)劃、活動工程等;也可以是某個組織或個人,以及以上各項的組合。Thesubjectofqualityisa"product",suchasatangibleproductsuchasacompletedofficebuildingordormitory,oranintangibleproductsuchasasupervisoryplanoraneventproject;itcanalsobeanorganisationoranindividual,andacombinationofalloftheabove.質(zhì)量Quality質(zhì)量的主體不僅包括活動、過程、組織體系或人,以及他們的組合。Thesubjectofqualityincludesnotonlyactivities,processes,organisationalsystemsorpeople,butalsocombinationsofthem.“質(zhì)量需求”通常被轉(zhuǎn)化為有規(guī)定準則的特性,如適用性、安全性、經(jīng)濟性、可靠性、美觀等等。在許多情況下,需要隨時間、環(huán)境的變化而改變。明確需求是指在合同、標準、規(guī)范、圖紙、技術(shù)文件中已經(jīng)作出明確確定的要求;隱含需要則應加以識別和確定。"Qualityrequirements"areoftentranslatedintocharacteristicswithdefinedcriteriasuchassuitability,safety,economy,reliability,aesthetics,etc.Inmanycases,theyneedtochangeovertimeandinresponsetochangingcircumstances.Explicitrequirementsarethosethathavebeenclearlyidentifiedincontracts,standards,specifications,drawingsandtechnicaldocuments;implicitrequirementsshouldbeidentifiedanddefined.1、質(zhì)量
Quality“滿足需求”不僅是對客戶的,還應考慮到社會的需要,符合國家有關(guān)的法律、法規(guī)的要求。如某些產(chǎn)品雖然能適應顧客的需要,但不符合行業(yè)規(guī)范及國家標準的要求,同樣認為不具有所要求的質(zhì)量,即不符合質(zhì)量要求。"Satisfyingdemand"isnotonlyforthecustomer,butshouldalsotakeintoaccounttheneedsofsocietyandmeettherequirementsofrelevantnationallawsandregulations.Ifcertainproductsdonotmeettherequirementsofindustrynormsandnationalstandards,althoughtheycanbeadaptedtotheneedsofcustomers,theyarealsoconsiderednottohavetherequiredquality,thatistheydonotmeetthequalityrequirements.2、工程質(zhì)量

Engineeringquality建設(shè)工程作為一種特殊的產(chǎn)品,除具有一般產(chǎn)品共有的質(zhì)量特性,還具有特定的內(nèi)涵,工程項目一般都是按照合同條件承包建設(shè)的,因此,工程項目質(zhì)量是在“合同條件”下形成的。合同條件中對工程項目的功能、使用價值及設(shè)計、施工質(zhì)量等的明確規(guī)定都是業(yè)主的“需要”,因而都是質(zhì)量的內(nèi)容。Constructionprojects,asaspecialproduct,havespecificconnotationsinadditiontothequalitycharacteristicscommontoproductsingeneral,andaregenerallycontractedforinaccordancewiththecontractconditions.Thecontractconditionsoftheproject'sfunction,usevalueanddesign,constructionqualityandotherclearprovisionsaretheowner's"needs",andthereforearethequalityofthecontent.從功能和使用價值來看,工程項目質(zhì)量又體現(xiàn)在適用性、可靠性、經(jīng)濟性、外觀質(zhì)量與環(huán)境協(xié)調(diào)等方面。由于工程項目是根據(jù)業(yè)主的要求而建設(shè)的,不同的業(yè)主有不同的功能要求,所以,工程項目的功能與使用價值的質(zhì)量是相對于業(yè)主而言的,某些特性并無一個固定和統(tǒng)一的標準。Fromtheperspectiveoffunctionandusevalue,thequalityofengineeringprojectsisreflectedintheaspectsofapplicability,reliability,economy,appearancequalityandenvironmentalharmony.Asengineeringprojectsarebuiltaccordingtotherequirementsoftheowners,differentownershavedifferentfunctionalrequirements,therefore,thequalityofthefunctionandusevalueofengineeringprojectsisrelativetotheowners,andthereisnofixedandunifiedstandardforcertaincharacteristics.工程質(zhì)量包括工序質(zhì)量、檢驗批質(zhì)量、分項工程質(zhì)量、分部工程質(zhì)量和單位工程質(zhì)量。工程項目質(zhì)量也包含工作質(zhì)量,工作質(zhì)量是指參與工程建設(shè)者,為了保證工程項目質(zhì)量所從事工作的水平和完善程度。工程項目質(zhì)量的好壞是決策、計劃、勘察、設(shè)計、施工等單位各方面、各環(huán)節(jié)工作質(zhì)量的綜合反映,而不是單純靠質(zhì)量檢驗檢查出來的。要保證工程項目質(zhì)量,就要求有關(guān)部門和人員精心工作,對決定和影響工程質(zhì)量的所有因素嚴加控制,即通過提高工作質(zhì)量來保證和提高工程項目的質(zhì)量。Projectqualityincludesprocessquality,inspectionbatchquality,sub-projectquality,divisionalprojectqualityandunitprojectquality.Projectqualityalsoincludesworkquality.Workqualityreferstothelevelandperfectionoftheworkdonebythoseinvolvedintheconstructionoftheprojectinordertoensurethequalityoftheproject.Thequalityoftheprojectisacomprehensivereflectionofthequalityofallaspectsandaspectsoftheworkofunitssuchasdecisionmaking,planning,investigation,designandconstruction,andnotjustbyqualityinspection.Toensurethequalityofengineeringprojects,itisrequiredthattherelevantdepartmentsandpersonnelworkcarefullyandcontrolstrictlyallthefactorsthatdetermineandaffectthequalityoftheproject,thatistoensureandimprovethequalityoftheprojectbyimprovingthequalityofwork.質(zhì)量管理是指導和控制與質(zhì)量有關(guān)的活動,通常包括質(zhì)量方針和質(zhì)量目標的建立、質(zhì)量策劃、質(zhì)量控制、質(zhì)量保證和質(zhì)量改進。顯然,質(zhì)量策劃屬于“指導”與質(zhì)量有關(guān)的活動,也就是“指導”質(zhì)量控制、質(zhì)量保證和質(zhì)量改進的活動。在質(zhì)量管理中,質(zhì)量策劃是設(shè)定質(zhì)量目標的前提,高于質(zhì)量控制、質(zhì)量保證和質(zhì)量改進。Qualitymanagementisthedirectionandcontrolofquality-relatedactivitiesandusuallyincludestheestablishmentofqualitypolicyandqualityobjectives,qualityplanning,qualitycontrol,qualityassuranceandqualityimprovement.Clearly,qualityplanningistheactivitythat"directs"quality-relatedactivities,thatis"directs"qualitycontrol,qualityassuranceandqualityimprovement.Inqualitymanagement,qualityplanningisaprerequisiteforsettingqualityobjectivesandtakesprecedenceoverqualitycontrol,qualityassuranceandqualityimprovement.3、質(zhì)量管理的概念
Theconceptofqualitymanagement質(zhì)量控制、質(zhì)量保證和質(zhì)量改進只有經(jīng)過質(zhì)量策劃,才可能有明確的對象和目標,才可能有切實的措施和方法。因此,質(zhì)量策劃是質(zhì)量管理諸多活動中不可或缺的中間環(huán)節(jié),是連接質(zhì)量方針和具體的質(zhì)量管理活動之間的橋梁和紐帶。在質(zhì)量管理活動中要考慮到經(jīng)濟性的因素,有效的質(zhì)量管理活動可以為企業(yè)帶來降低成本、提高市場占有率、增加利潤等經(jīng)濟效益。Onlythroughqualityplanningcanqualitycontrol,qualityassuranceandqualityimprovementhavecleartargetsandgoals,andpracticalmeasuresandmethods.Qualityplanningisthereforeanindispensableintermediatelinkinthemanyactivitiesofqualitymanagementandisthebridgeandlinkbetweenthequalitypolicyandthespecificqualitymanagementactivities.Inqualitymanagementactivities,theeconomicaspecthastobetakenintoaccount.Effectivequalitymanagementactivitiescanbringeconomicbenefitssuchasreducedcosts,increasedmarketshareandincreasedprofitstothecompany.3、質(zhì)量管理的概念
