3、e comment relates a/sk-hc/161意見詳情 (如有需要，請另頁說明)details of the comment (use separate sheet if necessary)i am strongly opposed to the application . the following issues are of concern:(i) this site is zoned as agricultural land, and is currently largely planted as gardens. the erection of a hall is con

4、trary to this zoning and necessarily create a precedent for the building of further structures in the valley. it should not be allowed unless the plan is to destroy the ho chung valley by changing it to a residential area.(ii) according to governments “study on south east new territories development

5、 strategy review” the ho chung valley should be preserved. a two storey buddhist hall would begin to change the character of the area. this application is only the beginning of . please see below the text from the governments study:the wooded hill slopes in the ho chung valley (some lie outside the

6、country park) have high documented ecological importance and are considered appropriate to be protected by an extension of the ma on shan country park. provisions like nature trail could be incorporated as country park facilities for recreation and education.while agricultural activity on good arabl

7、e land in the area is recognized, the natural and secluded setting and tranquil environment of the valley floor, which is mostly occupied by abandoned farmland, are suitable for land-extensive park with natural theme or garden-type development, e.g. botanical garden, education farm and arboretum.htt

9、aven with developers rushing to build other “buddhist structures” that will eventually be transformed into residential use.(iv) the ho chung valley was one of the earliest sites of habitation and cultivation in what is now sai kung district. has there been any consideration of the impact of further

10、development on the valley? if not, such consideration, in the form of a properly funded and conducted survey of the area, and of local residents views, should be conducted before any consideration is given to applications for construction in the area.there are a number of questions that should be an

11、swered before an application such as this is considered:(i) is the applicant a religious organization that has been working in the area for a long time and really requires the land for its members? (as a frequent user of the path adjoining the application land i can assure you that most of the users

12、 of that area are families with small children playing in the gardens)(ii) are there any other locations more appropriate, perhaps with better access? (perhaps government could consider a land swap).(iii) is the buddhist hall intended as a place of worship? if yes, what is the projected visitation i

13、n terms of numbers? how are visitors going to access the area, and are any additional public transport services to be provided? what are the termini for these services, and who are the providers?(iv) if visitors are going to arrive by private vehicle, what arrangements have been made for additional

14、legal parking spaces?(v) what additional provisions are to be made for refuse collection and the disposal of human waste?(vi) is there to be any commercial activity associated with the proposed buddhist hall, in the form of a fee for admission, the acceptance of offerings, or the sale of goods? (vii

15、) is there to be any chanting or recitation at or from the property, whether directly human or electronically recorded in origin?(viii) are rites for the dead to be performed at the proposed buddhist hall, and has any study been conducted of the fung shui implications of such rites on the area and p

16、ersons resident in the area? a number of local residents have expressed their concerns in this regard to the undersigned.(ix) the landowner has created a pleasant, open landscaped area, and has already erected numerous statues and low partition walls, and these developments are generally in keeping
