1、hnd人力與組織管理(mpo)報告不附目錄(本人已過)1.0 introductionthis report is written about david and neils barbour brown engineering ltd and johns colbert civil engineering contractors. david and neil is the top manager of barbour brown engineering ltd . there has a new joint partnership in this company, and initially

2、 the firm concentrated solely on civil engineering projects such as road and sewer.in 1990 the new firm of barbour brown engineering ltd opened.and over the next 14 years the firm grew steadily, mainly concentrating on the core civil engineering business. neil and david believed in the principles of

3、 inward investment, so they had always supported other local businesses.neil brown and john colbert are schoolmate and had remained close friends.depend on the service of johns firm had been a major benefit in gaining contracts. company can ensure to make high quality service. there are some problem

4、s that barbour brown engineering ltd have to faced now.first, david as the center manager,he praise stuff if they have finish the work perfectly on time, but he never listen to staff s advice. second, david use the timesheet in wrong way also make the staff fell dissatisfied. third, there are some c

5、onflicts between neils customer first principle and the rule made by david to require staff must get delegation before they do field visit.the two firms have collaborated together in the past.as the matter of fact, it had become an unwritten policy that they recommend the firm, john colbert civil en

6、gineering contractors, whenever possible, to undertake the development work.so david and neil had a meeting and the main area for discussion was the businesss need to re-structure a nd want to have a merge with johns company.this is the best time to re-structure. 2.0 mainbody 2.1 the current situati

7、on about the barbour brown engineering ltdorganization means a group of people working together in a systematic way to controlled form and solve problems.barbour brown engineering ltd have many goals,customer goal is focusing on customers needs and provide a high quality of service.product goal is p

8、roviding the best designs through well trained staff. operational goal is using local contractors for development.the companys secondary goal is to know what work is being carried out and whereabouts of staff at any given time. the mechanistic system is more rigid in structure and was considered mor

9、e appropriate to stable conditions.the organic system is more fluid structrueconsidered to be more appropriate to changing conditions. a flat organization structure is designed to minimize bureaucracy and make employees more productive by empowering them to make decisions. communication occurs more

10、easily between upper managers and baseline employees, allowing for more rapid change and problem resolution. flat structure presently operated could loosely be described as hybrid with a centralised line structure operated by david and with neil operating a de-centralised team approach. line organiz

11、ation structure means business or industry structure with self-contained departments. authority travels downwards from top and accountability upwards from bottom along the chain of command, and each department manager has control over his or her departments affairs and employees.barbour brown engine

12、ering ltd has two top manager, david and neil.according to the naylors duties of department theory. neil is concentrating on promoting the firm by sourcing business contracts, preferred not to get involved in work politics.david is concentrating on managing company and work polities.jack and james a

13、s the middle manager has different job.james was often delegated the task of giving out new projects to staff and he was allowed to authorise site visits when david was out of the office.and jack tended to work with one technician on structural designs for their main housing development client.then

14、this company have many staffs such as other two engineer and the small team which lead by jack.so barbour brown engineering ltd is a mechanistic flat organization structure. an organisation that has formally appointed managers who then have subordinates reporting to them has a line structure.all ind

15、ividuals in such an organisation have a manager to whom they report to and form whom they receive instructions. neils management methods is flexible. he gave jack the autonomy and flexibility to decide how the projects should be carried out. once a project was underway, neil also expected jack to at

16、tend management meetings with clients to discuss the project planning and development.work is divided by products and serviceis is mainly adopted by large organisations, but can work effectively in smaller one.this will increase specialisation of staff and equipment, managers are given a wider respo

17、nsibility and coordination will become more faster.in barbour brown engineering ltd, david and neil has their own duty to work. david is concentrating on internal administration such as he set up regulations and company policy and set the staff specific tasks.neil is concentrating on external custom

18、er management, such as he set up the contract and take change of communication for customer and supplier.as the matter of fact, david can not always get support from neil on the organization management.although the company had developed steadily in these fourteen years.the company still doesnt have

19、a clear organization structure.so they should make a re-structure in time.2.2 the solution about barbour brown engineering ltdit has many benefits if have a merge between barbour brown engineering ltd and johns colbert civi l engineering contractors.after merger. barbour brown engineering ltd and jo

20、hns colbert civil engineering contractors will become one company, and the staff in barbour brown engineering ltd still work for designing and the staff in johns colbert civil en gineering contractors will work for construction in new company.there will have a clear organization structure and will i

21、ncrease the work efficiency.this report will introduce three kinds of suitable organization structures. 2.21 the shamrock organizationone is shamrock organization.shamrock organization is an organizational structure where a core of essential executives and workers are supported by outside contractor

22、s and part-time help. the shamrock leaf shape is a symbolic representation of an organization with three types of workforce, having a main body and connected lobes that together form a whole. the term was invented by irish academic and management author/philosopher charles handy.productiondepartment

23、marketingdepartmentadministrationmanagement in this organization structure, the first leaf is the administration management.this leaf include the expert,technological staff and manager.the duty of these people is to find the best way to develop and manage the organization,because these people are pr

24、ofessional and have experienced good professional training. the administration management department will make the objective and goals .the production department will make the goods or service under the control from the administration management department.and the administration management departmen

25、t receive a feedback of their goods after the marketing department finish the market survey, then depend on the feedback,the administration management department will change the organization goals and objectives. the second leaf is marketing department, this part is constituted by the people which m

26、ake contract with the company and some other expert supply service for the company now.in order to finish the working batter or performance of contract.these people have high autonomy on make decision. their duty is to survey the marketing needs.then send the result to the administration management

27、department to help them change the organization goals or increase the performance.and the result of the marketing survey will influence the production department how many should they to product. the last leaf is production department.this part stand for the labour force.such as temporary workers and

28、 the work they did will influence the performance of the company directly.because they belong to the company.so they under the control of administration management department,and their performance will also influence the result of marketing survey that marketing department recollected.so company sho

29、uld encourage them, in order to let them work in high efficiency.and these people dont have much delegation to make decisions .2.22 the hybridanother organization structure is hybrid.a hybrid structure will include elements of both matrix and functional organizations.the advantage of the approach is

30、 that it may be adaptable to changing business circumstances.disadvantages are that it may lead to staff being confused about what their responsibilities are. 2.23 the matrixmatrix structure originated from the aerospace industry where this type of structure was used for specific projects.a more fle

31、xible and adaptable system was needed to achieve a project-orientated multi-disciplinary team.the project manager must integrate the work of functional departments and the project team. this structure has many advantages.depend on this structure, it should be divide into many different department in

32、 new organization.such as financial department should support other department to work.2.3 the influence of designing in new structurecontingency theory takes the view that there is no one best way to structure,manage or control a business.the particular situation factors will determine the systems

33、and structures employed criticism. the same performance may be achievable with different systems and structures for a given set of situation factors. task- after the merger, the business expanded, and not just civil engineering, ithas added on-site construction business, now is the train service.tec

34、hnology- a moving company and now use the network with customers. thenew company uses e-mail and telephone to contact engineerssize- after the merger, the companys large scale, and employee managementcosts reducedleader- the companys main leaders into neil, john and david.2.4 relationships in new st

35、ructurein an organization, there are four main relations, four relationships is essential.in relationship diagram, line relationship has three partner .each partner having relationship for a given area and also support area .first, neil is accountable for structural work .the main business is market

36、ing. john is accountable for site development. and the leader of john two teams .they are digger driver team and qualif ied builders team .david is accountable for civil work .david has three team, they are human resource development, financial development and administration development.staff relati

37、onship would exist between the marketing development staff and supervisor .a functional relationship would exist between the human resource staff and finance staff. a lateral relationship would develop between the marketing staff and digger driver team leaders 2.5 responsibility, authority and deleg

38、ation effectivelytypes of relationships include:authority ,restorability and delegation. authority is the right to direct or guide the actions of others and extract from them responses that are appropriate to achieving the goals of the organization.responbility is the obligation placed on a person w

39、ho has a certain position in an organization to perform a task, assignment or function.delegation is the act of passing the responsibility to complete a task to another person. first, a new organizational structure should have clarified responsibilities, so that clarity can do their own work, but in

40、 the current organizational structure of responsibility is not clear. in barbour brown engineering, david and neil in the companys management that there are serious problems, david focus only on the internal management, while ignoring the outside management company, and neil is too much focus on the

41、 company signed the contract, while ignoring the internal management, as the companys key leaders, both inside and outside should be, instead of doing the work of middle managers.in a new company in terms of the design is very important for the work. each team having the authority to organize and di

42、vide work, as appropriate to the project design needs. according to linkers theory, in the barbour brown engineering, david is benevolent authoritative, and neil is participative. david liked to run a tight ship result in employee satisfaction is low. on the contrary, neil to employee empowerment, h

43、e would discuss the project design and development with the team. flexible management approach has led to high employee satisfaction. team leaders exercising the authority to delegate specific duties within their team. 3.0 conclusion barbour brown engineering and john colbert civil engineering contr

44、actors merged. there are three departments in this organization: civil office, structure office and site development department. it can improve the core competitiveness of the company each leader has responsibility to manage the new company more effectively, and it can also get more technical support to enhance staff capacity to increase the effectiveness of the company. after the merger, the new co
