18、this the power to purchase the output of our cities.itcanbehelpedby preventingrealisticallythetragedyofthegrowinglossesthroughfore closuresofour small homes and our farms. it can be helped by insistence that the federal, the state, and the localgovernmentactforthwithon thedemands thattheircosts be d
