化學(xué)品管理流程分析

1、1 目的此程序規(guī)范化學(xué)品管理，確保員工安全，財產(chǎn)安全，將化學(xué)品可能引起的環(huán)境風(fēng)險降到最低。2 范圍本文件適用于所有儲存/使用的化學(xué)品的管理。3 定義/相關(guān)文件3.1 MSDS化學(xué)品安全技術(shù)說明書3.2 COC合格證明3.3 危險化學(xué)品：本程序所指危險化學(xué)品是指按國家標(biāo)準GB13690分類的常用危險化學(xué)品：3.3.1 爆炸品3.3.2 壓縮氣體和液化氣體3.3.3 易燃液體3.3.4 易燃固體、自燃物品和遇濕易燃物品3.3.5 氧化劑和有機過氧化物3.3.6 有毒品3.3.7 放射性物品3.3.8 腐蝕品3.4 一般化學(xué)品：危險化學(xué)品之外的各類化學(xué)單質(zhì)、化合物或混合物。3.5 G9056-XX廢

2、棄物的處理程序3.6 G9005-XX 質(zhì)量和環(huán)境記錄的控制程序3.7 L0002-XX化學(xué)品清單3.8 FAC-01-XX安全事件報告4 程序4.1 EHS委員會中的化學(xué)品管理組負責(zé)化學(xué)品管理制度的制定，更新 L0002化學(xué)品清單，各相關(guān)部門負責(zé)按本文件要求實施。4.2 化學(xué)品采購4.2.1 化學(xué)品采購由使用部門根據(jù)化學(xué)品使用情況決定相應(yīng)的采購計劃，填寫采購申請單。如果是合同采購，由申請人確認數(shù)量后通知采購部將合同轉(zhuǎn)換成訂單。采購申請時，采購申請人需在E-PR中采購類型欄選擇“EHS”。已有危險化學(xué)品需注明現(xiàn)有庫存量。4.2.2 采購部根據(jù)采購申請單按G9024采購程序執(zhí)行采購，并負責(zé)將化學(xué)

3、品的相關(guān)要求(包括提供MSDS、化學(xué)品標(biāo)簽、產(chǎn)品合格證明、運輸要求等)傳遞給供應(yīng)商。危險化學(xué)品的采購，必需向具有危險化學(xué)品經(jīng)營資質(zhì)供應(yīng)商購買。4.3 化學(xué)品管理4.3.1 MSDS4.3.1.1 采購部在購買新化學(xué)品時，需及時從供應(yīng)商處獲取危險化學(xué)品的MSDS，負責(zé)將其傳遞給EHS委員會化學(xué)品小組，由其判定其性質(zhì)，并加入L0002化學(xué)品清單。之后，根據(jù)化學(xué)品的不同性質(zhì)按下列要求進行MSDS的發(fā)布。1) 危險化學(xué)品：所有作業(yè)現(xiàn)場使用的危險化學(xué)品，需具有中文版MSDS。如供應(yīng)商僅能提供英文版MSDS，需由使用該化學(xué)品相關(guān)責(zé)任人負責(zé)翻譯，車間內(nèi)生產(chǎn)工藝所使用的危險化學(xué)品由工藝工程師翻譯為中文，并提交

4、eDCR審核發(fā)布，車間內(nèi)因設(shè)備維護而使用的危險化學(xué)品，則由使用該化學(xué)品的設(shè)備工程師，翻譯并提交eDCR；其它部門使用的危險化學(xué)品由各部門相關(guān)工程師或技術(shù)員負責(zé)翻譯,再提交eDCR。特別情況時(如需緊急使用、試用化學(xué)品)，可先行發(fā)布英文版MSDS。但所有在生產(chǎn)現(xiàn)場使用的，需在兩周內(nèi)翻譯為中文并提交eDCR審核發(fā)布。2) 直接材料中的化學(xué)品及生產(chǎn)過程中批量使用的一般化學(xué)品：其MSDS發(fā)布/使用管理按以上危險化學(xué)品MSDS要求執(zhí)行。3) 其它一般化學(xué)品：除上述以外的一般化學(xué)品的MSDS可采用中文或英文版。車間內(nèi)因工藝使用的一般化學(xué)品，由使用該化學(xué)品的工藝工程師提交eDCR審核發(fā)布，設(shè)備維護時使用的一

5、般化學(xué)品，由使用該化學(xué)品的設(shè)備工程師負責(zé)提交eDCR；其它部門由相關(guān)工程師或技術(shù)員負責(zé)提交。4.3.1.2 所有MSDS需發(fā)布至相關(guān)的存儲和使用區(qū)域。MSDS文件使用粉紅色紙張，以便于查找。4.3.1.3 儲存/使用危險化學(xué)品的人員需接受相關(guān)的MSDS的培訓(xùn)4.3.1.4 MSDS更新要求：1) 采購部如收到供應(yīng)商提供的對現(xiàn)有化學(xué)品更新的MSDS，需及時按3.1.1.1要求重新發(fā)布該MSDS。2) 化學(xué)品的MSDS每五年需評審一次EHS委員會化學(xué)品管理小組每季度評審L0002化學(xué)品清單，如發(fā)現(xiàn)有即將到期的MSDS (根據(jù)MSDS中的生效日期) ，通知采購部門相關(guān)負責(zé)人及提交該化學(xué)品MSDS的責(zé)

6、任工程師或技術(shù)員。采購部要求供應(yīng)商重新提交有效的MSDS，并將更新的MSDS傳遞給該化學(xué)品的責(zé)任工程師，然后由其提交eDCR審核發(fā)布。4.3.1.5 采購部在化學(xué)品實施采購前，必須檢查相關(guān)MSDS是否已經(jīng)正式發(fā)布或者是否有效；否則必須及時通知使用該化學(xué)品的責(zé)任工程師或技術(shù)員申請遞交或及時更新，以確保在化學(xué)品到貨前準備好相關(guān)的MSDS。4.3.2 化學(xué)品的接收4.3.2.1 倉儲部按G9031收貨流程程序接收化學(xué)品，并負責(zé)檢查以下內(nèi)容：符合要求的MSDS、危險化學(xué)品安全標(biāo)簽、危險化學(xué)品合格證明、危險化學(xué)品運輸人員資質(zhì)等。4.3.2.2 安全標(biāo)簽要求采購部需確保供應(yīng)商提供的危險化學(xué)品包裝上具有符合

7、要求的危險化學(xué)品安全標(biāo)簽，至少包括以下內(nèi)容：1) 危險化學(xué)品名稱2) 警示詞3) 危險性概述4) 安全措施5) 滅火6) 批號7) 生產(chǎn)單位及聯(lián)系電話4.3.2.3 危險化學(xué)品合格證明采購部確保供應(yīng)商每次供貨的危險化學(xué)品需具有合格證明，集團內(nèi)提供給我們的可以免除COC要求。危險化學(xué)品的合格證明由倉儲部保存，保存期限按G9005文件執(zhí)行。4.3.3 危險化學(xué)品運輸在國內(nèi)采購化學(xué)品由供應(yīng)商負責(zé)運輸，危險化學(xué)品的運輸供應(yīng)商應(yīng)通過資質(zhì)認證和按國家相關(guān)規(guī)定安全運輸。4.3.3.1 在國外采購的危險化學(xué)品，應(yīng)選用有運輸資質(zhì)的公司承運4.3.3.2 公司內(nèi)部的化學(xué)品搬運由部門指定培訓(xùn)合格的員工進行操作。4.

8、3.3.3 進行化學(xué)品的搬運轉(zhuǎn)移，必須使用防止二次污染的轉(zhuǎn)移箱。4.3.4 化學(xué)品儲存與使用4.3.4.1 危險化學(xué)品應(yīng)儲存在單獨的存儲區(qū)域或存儲柜，MSDS應(yīng)放在容易獲取的地方。4.3.4.2 化學(xué)品容器外需確保張貼有安全標(biāo)簽或分裝標(biāo)簽，以防誤用。標(biāo)簽需包含以下內(nèi)容。1) 表示危險性的象形圖2) 警示語3) 危險性說明4) 注意事項5) 產(chǎn)品名稱4.3.4.3 貯存容器必須完好，不能泄漏、生銹或損壞。4.3.4.4 易燃物或溶媒應(yīng)儲存在指定的防火柜/區(qū)中。4.3.4.5 堿性化學(xué)品應(yīng)儲存在指定的堿性存儲區(qū)/柜中。4.3.4.6 酸性化學(xué)品應(yīng)儲存在指定的酸性存儲區(qū)/柜中。4.3.4.7 化學(xué)品

9、的貯存量按L0002化學(xué)品清單執(zhí)行。4.3.4.8 化學(xué)品儲存條件應(yīng)根據(jù)MSDS中所述要求執(zhí)行。4.3.4.9 保證防護用品和其它安全裝置的完好性，確保應(yīng)急裝備處于完好、可使用狀態(tài)。4.3.4.10 操作使用化學(xué)品的人員應(yīng)經(jīng)培訓(xùn)考核合格，按照MSDS中的指導(dǎo)進行操作。4.4 化學(xué)品泄漏事故處理如發(fā)生化學(xué)品泄漏事故，泄露現(xiàn)場人員應(yīng)立即通知化學(xué)品泄漏處理員，由其根據(jù)MSDS中的指導(dǎo)進行處理。泄露現(xiàn)場責(zé)任人用隔離帶將受影響的區(qū)域隔離，并疏散現(xiàn)場無關(guān)人員，一旦發(fā)生人員中毒應(yīng)參照MSDS由急救員或?qū)I(yè)醫(yī)護人員進行急救處理。4.4.1 處理時，化學(xué)品泄露員應(yīng)根據(jù)需要確保穿戴好個人防護裝備(防毒面具，防護服

10、，手套和安全鞋)。進入化學(xué)品泄露現(xiàn)場，按照圍堤堵截、中和稀釋、覆蓋、吸收等步驟進行處理。4.4.2 泄漏事故處理中產(chǎn)生的廢棄物需按G9056廢棄物的處理程序的要求進行處理。4.4.3 事后需根據(jù)泄漏的程度，填寫“安全事件報告 FAC-01-XX”，如有人員受傷或中毒，應(yīng)填寫職業(yè)安全事故調(diào)查表FAC-54-XX 。由EHS委員會相關(guān)人員負責(zé)組織進行事故分析并采取糾正/預(yù)防措施。4.5 化學(xué)品泄漏演習(xí)4.5.1 每年必須進行化學(xué)品泄露演習(xí)一次。4.5.2 化學(xué)品泄露演習(xí)準備工作：4.5.2.1 演習(xí)計劃由EHS委員會化學(xué)品管理組負責(zé)制定，應(yīng)在演習(xí)前半個月完成，并準備好演習(xí)所需的工具和用品。4.5.

11、2.2 化學(xué)品泄漏演習(xí)參加人員在演習(xí)前前一周確定，并發(fā)布化學(xué)品泄漏演習(xí)通知。4.5.3 化學(xué)品泄露演習(xí)過程控制化學(xué)品演習(xí)按照工作區(qū)域?qū)嶋H存儲和使用的化學(xué)品泄漏為背景，按照本程序3.6 的流程執(zhí)行。4.5.4 化學(xué)品泄漏演習(xí)結(jié)束總結(jié)4.5.4.1 根據(jù)演習(xí)情況，制定消防演習(xí)報告，并報EHS委員會主席審核，并在宣傳欄公布。4.5.4.2 根據(jù)演習(xí)中出現(xiàn)的問題，改進演習(xí)計劃，如有必要，修改相關(guān)文件。4.5.4.3 化學(xué)品泄漏演習(xí)的相關(guān)記錄，保存于化學(xué)品管理組。4.6 化學(xué)品相關(guān)培訓(xùn)4.6.1 所有新進員工按T9006 新員工危險化學(xué)品培訓(xùn)接受相關(guān)的化學(xué)品培訓(xùn)。4.6.2 所有MSDS發(fā)布后，相關(guān)人員

12、需接受相應(yīng)的文件培訓(xùn)。4.6.3 泄漏處理員須經(jīng)過公司培訓(xùn)合格的人員擔(dān)任，每年必須參加化學(xué)品泄露演習(xí)，掌握化學(xué)品泄漏的處理要求。4.6.4 危險化學(xué)品相關(guān)從業(yè)人員，應(yīng)參加安監(jiān)部門統(tǒng)一組織的培訓(xùn)，取得危險化學(xué)品從業(yè)資格證。4.7 化學(xué)廢料處理使用部門將化學(xué)廢料收集在專門的化學(xué)廢料收集容器中，按照G9056廢棄物的處理程序交由有相應(yīng)危險廢棄物處理資質(zhì)的單位處理。1 PurposeThe procedure describes chemical control, to ensure the employees safety, the property security and reduce the

17、nt.4.2 Purchasing of chemicals4.2.1 Chemicals use department decide relevant purchase plans based on chemical service and raise purchase requisition. For contract purchasing, after confirming quantity, the requestor will inform Procurement to convert the contract to PO.4.2.2 The department of purcha

18、se requisition should indicate the existing storage when submit the E-PR. If the contract purchase, the applicant will contact the procurement department after they check the number of the chemical. When they apply to buy the chemical, they must choose the EHS in EPR, if the chemical is dangerous, t

19、hey must mark the storage. 4.2.3 The procurement department purchase chemical will accord to the document <G9024 Purchasing procedure>, and responsible for apprizing to the supplier require about the MSDS, chemical label. Chemical COC and the chemical transport. The dangerous chemicals bought

20、must be from the supplier have the qualification.4.3 MSDS, labels and COC4.3.1 MSDS4.3.1.1 The procurement department must acquire the MSDS before procure the new chemicals. Then send the MSDS to the chemical management team to check the chemicals character and fill in the <L0002 chemical list>

21、; .Then new chemical MSDS release basis with different chemicals. 1) Dangerous ChemicalsThe Dangerous Chemicals used in working department, its MSDS written have to be in Chinese. If the supplier to provide the MSDS in English only; then the related people responsible translates the MSDS in Chinese,

22、 then send the Chinese MSDS in e4.3.1.2 DCR. In the clean room,the process engineer responsible for the dangerous chemical used in process, the Maintenance Engineer responsible for the dangerous chemical used in Maintenance. Other departments using dangerous chemicals, translate the English MSDS in

23、Chinese by the related engineers or TS and sent it in eDCR。2) The Chemical relate to the production process and the direct material:the require about MSDS refer to the MSDS of Dangerous chemical.3) The other Generic Chemical:The MSDS of the other Generic Chemical can release by in Chinese and Englis

24、h. In the lean rooms the process engineer responsible for sent the MSDS used in process to eDCR; the Maintenance Engineer responsible for sent the MSDS used in Maintenance to eDCR. In the other department, the related engineers or TS using the chemical, send the MSDS in eDCR. 4.3.1.3 All the MSDS mu

25、st release to the relative areas used and store the chemicals. The MSDS printed on the pink papers.4.3.1.4 The operator store or use the dangerous have to be trained about the MSDS.4.3.1.5 The MSDS update1) The procurement department acquire the new MSDS of the chemicals in existence. The MSDS must

26、be released in time according to 3.1.1.1.2) The MSDS will be checked every five years.The chemical management team check the <L0002 chemical list >, every quarter, if the MSDS will be mature, then inform the procurement department and the related responsible engineer and TS used the chemical.

27、The procurement department will ask the supplier to supply the effective MSDS. Then send the MSDS to the related responsible engineer or TS to put in eDCR.4.3.1.6 The procurement department must check the relative MSDS is released or effective before they procure the chemical. if not so, they will i

28、nform the related responsible engineer or r to put in eDCR or update the MSDS, make sure the MSDS apoise before the chemical receipt.4.3.2 Chemical receipt4.3.2.1 The warehouse receipt the chemical according to the document<G9031 Goods receiving flow procedure >, and must check the MSDS, the d

29、angerous chemical label and the COC, the qualification of the people transport the dangerous chemical.4.3.2.2 The security label The procurement department should ensure all the delivered dangerous chemical from the supplier stuck with security label which should contains,1) Name of the dangerous ch

30、emical2) Caution3) Hazard 4) Safety 5) Fire-fighting measure6) Batch number7) Chemical production company and the telephone number.4.3.2.3 COC of dangerous chemicalThe procurement department is responsible to contact with supplier, ensure the supplier to provide effective COC of dangerous chemical.

31、The chemicals received from EPCOS are exempted for COC. The COC of dangerous chemical stored in warehouse, the retention periods will be carried out according to <G9005 Control of quality and environmental records > 4.3.3 Chemical delivery4.3.3.1 Dangerous Chemical purchased domestically shoul

32、d be delivered by the supplier which have competent authentication and should deliver according to national correlation stipulation.4.3.3.2 When purchased from oversea, the chemical should be undertaken by the transportation company which has relevant competency.4.3.3.3 As for interior chemical tran

33、sporting in the company, the staff assigned to carry on the chemical operation should have enough training.4.3.3.4 In order to prevent secondary pollution, transmit boxes should be used when move the chemicals.4.3.4 Chemicals storage and usage4.3.4.1 The chemicals should be storage in the independen

34、t area or safe cabinet, the MSDS should be easy to gain.4.3.4.2 The store vessel should be complete, it cannot divulge, rust or be damaged.4.3.4.3 The store vessel should be pasted the safety label, include the content:1) Name of the chemical2) Caution3) Hazard 4) Safety 5) notice proceedings 4.3.4.

35、4 Flammable chemical should be storage at the fire protection cabinet or other assigned area.4.3.4.5 The alkaline chemical should be storage at assigned alkaline block or cabinet.4.3.4.6 The acidic chemical should be storage at assigned acidic block or cabinet.4.3.4.7 The quantity of chemical in war

36、ehouses should not be too many, as long as it meets the normal operation needs is enough.4.3.4.8 Chemicals storage condition should be acted according to the requirement in MSDS.4.3.4.9 The protective equipment and other safety devices should be kept integrity. The jury rig should be complete and in

37、 good condition.4.3.4.10 The special user should have had professional training, qualified, and carry on the operation according to the instruction in MSDS.4.4 Process for chemicals divulgeIf the chemicals divulge, the people in the scene must call the handler of chemicals divulge, the people to dea

38、l with the chemical must accord with MSDS. The principal in the scene will separate scene by adhesive tape and evacuate the outlying people .If some people are poisoning, they will be first aid by the specialist accord with MSDS.4.4.1 put on individual protection equipment (gas mask, protects clothi

39、ng, the residue glove and security shoes).the handler of chemicals divulge in the scene ,to deal with the chemical accord with the approach, obstruct, counteract and dilute, bestrow, absorb.4.4.2 Put above absorption pad into the appointed waste bag which according to the harmful waste disposal deal

40、ing procedure in the document of G9056.4.4.3 Fills in "Security event report FAC-01-XX" based on the extent of the leakage. If some people are poisoning or injured, the manager or section head will fill in the ”Profession accident investigate form FAC-54-XX”.Then the correlation people in

41、EHS committee will organizes the research the accident.4.5 The Chemical divulge drill 4.5.1 The chemical divulge drill must be held every year.4.5.2 The plan work for the chemicals divulges drill.4.5.2.1 The chemical management team make the drill plan half month ahead, get ready the tools and things for the drill.4.5.2.2 The people participate in the drill will be noticed by one week ago.4.5.3 The procedu
