To adhere to and further improve the北票市農(nóng)產(chǎn)品質(zhì)量安全工作總結(jié)按照政協(xié)調(diào)研要求，現(xiàn)將北票市農(nóng)產(chǎn)品質(zhì)量安全作以簡要匯報。一、 農(nóng)產(chǎn)品質(zhì)量安全基本情況農(nóng)產(chǎn)品質(zhì)量安全，關(guān)系到廣大消費者的身體健康，關(guān)系到人民的生活質(zhì)量，關(guān)系到農(nóng)業(yè)的可持續(xù)發(fā)展和社會穩(wěn)定，一直是人們關(guān)注的焦點和熱點。北票市農(nóng)村經(jīng)濟局在市委、市政府的正確領(lǐng)導下，在上級主管部門的指導下，認真貫徹落實中華人民共和國

12、標準化法、中華人民共和國標準化法實施條例、中華人民共和國食品安全法及中華人民共和國農(nóng)產(chǎn)品質(zhì)量安全法，積極履行農(nóng)村經(jīng)濟局職能職責，整合全局力量，強化組織領(lǐng)導，深化宣傳教育，狠抓措施落實，加強農(nóng)業(yè)生產(chǎn)環(huán)境治理，加大農(nóng)業(yè)執(zhí)法力度，擴大基地標準化建設(shè)規(guī)模，加大農(nóng)產(chǎn)品抽樣監(jiān)測，推廣無公害設(shè)施農(nóng)業(yè)標準化生產(chǎn)技術(shù)，確保了農(nóng)產(chǎn)品的質(zhì)量安全。二、工作措施1、加強領(lǐng)導，明確職責，強化農(nóng)產(chǎn)品質(zhì)量安全的組織保障保障農(nóng)產(chǎn)品質(zhì)量安全，是關(guān)系人民群眾身心健康的頭等大事，我局高度重視農(nóng)產(chǎn)品質(zhì)量安全工作，把它擺在重要議事日程，作為一項長期重要的工作來抓。一是成立了由局長任組長、相關(guān)股站負責人為成員的農(nóng)產(chǎn)品質(zhì)量安全管理工作領(lǐng)導小

13、組，負責全局農(nóng)產(chǎn)品質(zhì)量安全工作的領(lǐng)導、組織、指揮、協(xié)調(diào)、督查等。二是明確職責，局屬各單位各司其職，各負其責，領(lǐng)導小組辦公室設(shè)在農(nóng)產(chǎn)品質(zhì)量安全檢驗監(jiān)測站，負責處理農(nóng)產(chǎn)品質(zhì)量安全的日常工作，植保站、種子管理站、土肥站負責檢查和打擊假冒農(nóng)資，專項行動組負責組織相關(guān)部門進行專項檢查。三是積極向省局爭取農(nóng)產(chǎn)品質(zhì)量檢驗檢測經(jīng)費3余萬元，切實解決農(nóng)產(chǎn)品質(zhì)量安全工作中硬件條件較差、檢測經(jīng)費嚴重不足的問題。2、強化宣傳，提高生產(chǎn)者和消費者的質(zhì)量安全意識為貫徹落實國務(wù)院關(guān)于加強食品等產(chǎn)品安全監(jiān)督管理的特別規(guī)定和縣創(chuàng)建農(nóng)業(yè)標準化生產(chǎn)示范縣精神，我局利用培訓會、宣傳資料、基地示范、專家指導等形式，加強宣傳培訓工作，以

14、達到提高生產(chǎn)者和消費者的質(zhì)量安全意識，增強開展農(nóng)產(chǎn)品質(zhì)量安全工作的積極性和主動性。宣傳培訓內(nèi)容主要有農(nóng)業(yè)標準化生產(chǎn)技術(shù)、農(nóng)業(yè)法律法規(guī)、無公害基地建設(shè)等相關(guān)知識。培訓方式主要采取分級培訓方式，縣級培訓到鄉(xiāng)鎮(zhèn)和重點示范區(qū)，鄉(xiāng)鎮(zhèn)培訓農(nóng)戶，培訓范圍覆蓋了大部分無公害生產(chǎn)基地和標準化示范基地。全縣舉辦培訓班10多次，印發(fā)各種資料二十多萬份。派出了近10多名農(nóng)業(yè)專家，長期聯(lián)系重點鄉(xiāng)鎮(zhèn)，分赴田間地頭現(xiàn)場指導。3、突出重點，認真開展產(chǎn)品質(zhì)量和食品安全專項整治行動在全市廣泛深入開展農(nóng)產(chǎn)品質(zhì)量安全和食品安全專項整治行動，我局作為牽頭部門之一，積極履行職責，組織了相關(guān)人員，開展農(nóng)業(yè)投入品專項整治檢查。檢查的重點主要

15、放在農(nóng)資經(jīng)營網(wǎng)點、場鎮(zhèn)，生產(chǎn)基地、生產(chǎn)企業(yè)等；檢查對象以涉及到人民生活的農(nóng)產(chǎn)品為重點，主要是鄉(xiāng)鎮(zhèn)生產(chǎn)的蔬菜，重點是標準化生產(chǎn)區(qū)域內(nèi)的設(shè)施農(nóng)業(yè)；督促企業(yè)、專業(yè)合作社、協(xié)會建立進貨索證、索票和臺帳登記制度，從源頭控制、杜絕不合格農(nóng)產(chǎn)品進入市場；從嚴審查企業(yè)生產(chǎn)條件，檢查日常監(jiān)督、檢查臺帳、查看票證及質(zhì)量檔案情況。4、整合力量，狠抓農(nóng)產(chǎn)品質(zhì)量安全措施落實搞好農(nóng)產(chǎn)品質(zhì)量安全，農(nóng)業(yè)生產(chǎn)環(huán)境的安全、農(nóng)業(yè)投入品安全、農(nóng)產(chǎn)品質(zhì)量保證是第一關(guān)，農(nóng)村經(jīng)濟局有義不容辭的責任和義務(wù)。為了把好這一關(guān)口，我局下大決心、花大氣，積極履行職能職責，整合全局力量，確保了農(nóng)產(chǎn)品質(zhì)量安全工作各項措施落實。（1）擴大和規(guī)范基地建設(shè)，

16、生產(chǎn)合格的農(nóng)產(chǎn)品。標準化生產(chǎn)基地建設(shè)是生產(chǎn)合格農(nóng)產(chǎn)品的基礎(chǔ)，是農(nóng)產(chǎn)品質(zhì)量安全的根本保證。在積極引導企業(yè)、協(xié)會、專業(yè)合作社申報農(nóng)產(chǎn)品認證的同時，認真抓好農(nóng)產(chǎn)品“三品”認證及證后監(jiān)管工作。對獲證產(chǎn)地產(chǎn)品跟蹤檢驗檢測，發(fā)現(xiàn)問題，立即責令進行整改，確保獲證產(chǎn)品符合無公害農(nóng)產(chǎn)品、綠色食品要求；加強標識標志使用監(jiān)督檢查，確保標識標志的正確規(guī)范使用，防止假冒標志的違法行為，保護獲證企業(yè)、協(xié)會、專業(yè)合作社、消費者的合法權(quán)益，維護無公害農(nóng)產(chǎn)品、綠色食品標志的權(quán)威性，進一步提升無公害農(nóng)產(chǎn)品、綠色食品的影響力。（2）加大農(nóng)業(yè)行政執(zhí)法力度，嚴格投入品的管理。植保站、種子管理站、土肥站等農(nóng)業(yè)綜合執(zhí)法人員，以農(nóng)業(yè)法律法規(guī)

17、為準繩，以農(nóng)業(yè)投入品安全為核心，以制度建設(shè)和規(guī)范管理為重點，以行政強制措施為手段，認真開展農(nóng)業(yè)綜合執(zhí)法。一是建立和完善農(nóng)業(yè)投入品管理的相關(guān)制度，將農(nóng)業(yè)投入品管理納入規(guī)范化、制度化。對農(nóng)資經(jīng)營嚴格實行了準入、資格驗證、進貨制度、公開承諾、內(nèi)部管理等制度，確保不符條件的經(jīng)營者不得從事農(nóng)資經(jīng)營；確保不符合質(zhì)量要求的農(nóng)資產(chǎn)品不得進入農(nóng)資市場和生產(chǎn)中；確保農(nóng)資經(jīng)營網(wǎng)點都建立農(nóng)資商品進貨臺帳和銷售臺帳，對農(nóng)資商品的進貨渠道、生產(chǎn)單位及銷售去向和數(shù)量都有記載。一旦生產(chǎn)者因農(nóng)業(yè)投入品出了問題，很快便可追溯到問題出在哪一農(nóng)資經(jīng)營戶手中，從制度上有效遏制了違法經(jīng)營現(xiàn)象。二是加大執(zhí)法查處力度。農(nóng)經(jīng)局執(zhí)法工作人員，堅

18、持不懈地在全市29個鄉(xiāng)鎮(zhèn)開展農(nóng)業(yè)執(zhí)法，對農(nóng)資經(jīng)營網(wǎng)點進行了拉網(wǎng)式檢查，杜絕五種違禁農(nóng)藥；依法對農(nóng)資產(chǎn)品的生產(chǎn)和銷售市場進行嚴格的監(jiān)督管理；查處假冒偽劣農(nóng)資產(chǎn)品，打擊坑農(nóng)害農(nóng)行為，杜絕不安全農(nóng)資入市；嚴厲打擊違法、違紀經(jīng)營活動；對不法經(jīng)營案件發(fā)現(xiàn)一起，嚴肅查處一起，有效凈化了農(nóng)資經(jīng)營市場的環(huán)境，從源頭上確保了農(nóng)產(chǎn)品的安全生產(chǎn)。今年，重點對種子、農(nóng)藥、肥料等農(nóng)業(yè)投入品進行了全程監(jiān)管，公布了禁用、限用及推薦使用農(nóng)藥名單；不定期對全市農(nóng)資經(jīng)營點（店）進行了巡回檢查，共出動車輛130臺次，檢查生產(chǎn)企業(yè)5個次，檢查農(nóng)資市場140個次，檢查農(nóng)資經(jīng)營點（店）490多家次；查處偽劣假冒違規(guī)經(jīng)營農(nóng)資案件14起，其

19、中，種子10起、農(nóng)藥3起、肥料1起，沒收種子110公斤，農(nóng)藥352瓶（袋）。目前，我市甲胺硫五種禁用農(nóng)藥禁用率達100%，無公害農(nóng)產(chǎn)品和綠色生產(chǎn)基地高效低毒殘留農(nóng)藥、生物農(nóng)藥、植物源農(nóng)藥、礦物源農(nóng)藥使用率達90%以上。（3）加大農(nóng)產(chǎn)品抽檢力度，強化市場監(jiān)管。對農(nóng)業(yè)投入品和農(nóng)產(chǎn)品進行抽樣檢測，是確保農(nóng)產(chǎn)品安全的一個重要手段。我局加大了農(nóng)產(chǎn)品抽檢力度，突出對農(nóng)產(chǎn)品生產(chǎn)基地、農(nóng)產(chǎn)品批發(fā)市場的抽檢、監(jiān)測。一是組建了檢測工作小組，加強了檢測技術(shù)人員的培訓和學習，切實提高檢測人員的專業(yè)素質(zhì)。二是加大了對農(nóng)業(yè)投入品的檢測。今年以來，我局先后組織對農(nóng)業(yè)投入品進行了市場抽檢和加大以農(nóng)業(yè)生產(chǎn)環(huán)境的監(jiān)測。對無公害農(nóng)

20、產(chǎn)品產(chǎn)地進行土壤、水質(zhì)和空氣等指標的抽樣監(jiān)測，抽樣送檢40個，檢測指標400個。三是加大了農(nóng)產(chǎn)品的質(zhì)量抽檢。把農(nóng)產(chǎn)品生產(chǎn)基地、農(nóng)產(chǎn)品批發(fā)市場的農(nóng)產(chǎn)品及認證產(chǎn)品作為重點跟蹤監(jiān)測重點，發(fā)現(xiàn)問題及時進行處理，確保消費者安全。對送檢的無公害農(nóng)產(chǎn)品蔬菜進行了農(nóng)藥殘留檢測，檢測結(jié)果未發(fā)現(xiàn)農(nóng)殘留超標樣品，合格率達100%，超額完成了省安檢局和市安管辦下達的農(nóng)業(yè)產(chǎn)品抽樣檢測任務(wù)。（4）加強農(nóng)業(yè)生產(chǎn)環(huán)境治理，改善農(nóng)產(chǎn)品生產(chǎn)條件。農(nóng)產(chǎn)品產(chǎn)地環(huán)境質(zhì)量，是農(nóng)產(chǎn)品安全生產(chǎn)的根本保障。確保農(nóng)產(chǎn)品質(zhì)量安全，必須加強農(nóng)業(yè)生產(chǎn)環(huán)境治理，改善農(nóng)產(chǎn)品生產(chǎn)條件，使農(nóng)產(chǎn)品的產(chǎn)地都達到質(zhì)量安全的要求。一是確定農(nóng)產(chǎn)品生產(chǎn)安全區(qū)域。在認真開

21、展農(nóng)業(yè)污染源調(diào)查的基礎(chǔ)上，根據(jù)農(nóng)產(chǎn)品品種特性和生產(chǎn)區(qū)域大氣、土壤、水體中有毒物質(zhì)狀況等因素，劃定安全生產(chǎn)區(qū)域，確定農(nóng)產(chǎn)品禁止生產(chǎn)區(qū)域，全市除個別企業(yè)周邊為禁止區(qū)域外，絕大部分為綠色食品生產(chǎn)區(qū)。二是加強農(nóng)產(chǎn)品生產(chǎn)環(huán)境的整治力度。整合農(nóng)業(yè)項目，利用農(nóng)業(yè)綜合項目、商品糧基地項目等，加大改田改土力度，其中，重點實施無公害基地、標準化生產(chǎn)基地建設(shè)，極大地改善了生產(chǎn)條件。三是加大農(nóng)產(chǎn)品生產(chǎn)環(huán)境的保護力度。禁止向農(nóng)產(chǎn)品產(chǎn)地排放或者傾倒廢水、廢氣、固體廢物或其它有害物；無公害農(nóng)產(chǎn)品的種植生產(chǎn)基地、標準化生產(chǎn)基地，統(tǒng)一劃定界址，樹立保護區(qū)標示牌；加強農(nóng)產(chǎn)品生產(chǎn)環(huán)境的檢查，及時處理危及農(nóng)產(chǎn)品安全的有關(guān)問題，會同有

22、關(guān)部門，采取多種措施，嚴厲制止一切危害農(nóng)產(chǎn)品產(chǎn)地質(zhì)量安全的行為。（5）加大“三品”認證工作力度，完成“無公害農(nóng)產(chǎn)品、綠色食品、有機食品”認證14個。80.67萬畝。其中：臺吉營糧油協(xié)會無公害農(nóng)產(chǎn)品認證8個，認證品種為玉米、高粱、大豆、黍子、谷子、紅小豆、綠豆、向日葵，認證面積11700畝，認證產(chǎn)量4870.5噸。臺吉營蔬菜協(xié)會無公害農(nóng)產(chǎn)品認證2個，認證品種是川州紅和北鷹椒，認證面積5250畝，認證產(chǎn)量噸1147.5噸。北四家鄉(xiāng)北四家村丞媛食用菌合作社無公害農(nóng)產(chǎn)品認證1個，認證品種是金針菇，認證面積300畝，認證產(chǎn)量1500噸；北票市永椿農(nóng)業(yè)技術(shù)開發(fā)有限公司無公害農(nóng)產(chǎn)品認證2個，一個是紅干椒，認

23、證面積21萬畝，認證產(chǎn)量4.2萬噸。另一個是番茄，認證面積9萬畝，認證產(chǎn)量54萬噸；遼寧聯(lián)達糧食貿(mào)易有限責任公司無公害農(nóng)產(chǎn)品認證1個，品種是玉米，認證面積40萬畝，認證產(chǎn)量32萬噸。截止到2011年，共認證無公害農(nóng)產(chǎn)品147個，綠色食品11個，累計認證“三品”158個品種，認證面積94.6萬畝，認證產(chǎn)量108.8萬噸。（6）、高度重視標準化示范工作在標準化示范工作上，春季建立標準化示范小區(qū)6個。其中：五間房鄉(xiāng)標準化示范小區(qū)1個；臺吉鎮(zhèn)標準化示范小區(qū)1個；蒙古營鄉(xiāng)標準化示范小區(qū)1個；三寶鄉(xiāng)標準化示范小區(qū)1個；大三家鄉(xiāng)標準化示范小區(qū)1個；西官鎮(zhèn)標準化示范小區(qū)1個。秋季建立標準化示范小區(qū)18個。其中

24、：五間房鄉(xiāng)標準化示范小區(qū)2個；臺吉鎮(zhèn)標準化示范小區(qū)2個；蒙古營鄉(xiāng)標準化示范小區(qū)2個；三寶鄉(xiāng)標準化示范小區(qū)2個；大三家鄉(xiāng)標準化示范小區(qū)2個；西官鎮(zhèn)標準化示范小區(qū)2個；東官鄉(xiāng)鄉(xiāng)標準化示范小區(qū)1個；婁家店鄉(xiāng)標準化示范小區(qū)1個；北四家鄉(xiāng)鄉(xiāng)標準化示范小區(qū)1個；寶國老鎮(zhèn)鄉(xiāng)標準化示范小區(qū)2個。龍?zhí)多l(xiāng)標準化示范小區(qū)1個。全年共建標準化示范小區(qū)24個。三、存在問題 1、管理農(nóng)藥的單位不能收費，收農(nóng)藥管理費的單位由不管理農(nóng)藥，造成農(nóng)藥市場管理混亂局面。2、沒有檢測經(jīng)費。北票市農(nóng)產(chǎn)品質(zhì)量安全檢驗監(jiān)測站自2008年成立以來，市財政從未撥過經(jīng)費。3、人員嚴重不足。北票市農(nóng)產(chǎn)品質(zhì)量安全檢驗監(jiān)測站編制為9人，實際工作只有4

25、人，其中1人還在休產(chǎn)假。4、沒有培訓經(jīng)費。國家每年都要舉辦有機食品、綠色食品、無公害農(nóng)產(chǎn)品、蔬菜農(nóng)藥殘留檢測等相關(guān)業(yè)務(wù)知識培訓，由于沒有培訓經(jīng)費，業(yè)務(wù)人員不能出去學習。四、下部建議農(nóng)藥管理和收費應(yīng)是一家。增加人員，劃撥經(jīng)費。外腳手架搭設(shè)，懸掛安全網(wǎng)，鋪設(shè)跳板，進行層間封閉，外腳手架上垃圾及雜物的清理,外腳手架的日常圍護，配合外裝單位做好外腳手架的修改，及時清理外腳手架上垃圾及雜物feelings survey, by looking up public sentiments to find problems.
