Preferentialpolicies(B) preferentialpoliciesonlandacquisitionThenewprojectsintheabove-mentionedfourcategoriesinourcounty,basedonlandcostsafterthefront-endawardsprinciple,enjoythefollowingpreferentialpolicies:1, Landacquisitioncost

8、sretainedatthecountylevel(includinglandtransferpayments,arablelandoccupationtax,deedtax)areaftertheimplementationofaone-timefront-endawards.Landrequisitioncompensationfees(excludingthegroundfixtures,Youngcompensation),areafterthefront-endfeesforlandrequisitionaward,whichareputintooperationbythecount

31、tapproachzerointerferenceaccountability.TheprojectsitetownshipPartyCommitteeandGovernmentshouldtakeresponsibilitytoimprovetheenvironmentfirst,basedonthedevelopmentoftheoverallsituationofthewholecounty,takegreatereffortstopromptlyresolvecontradictionsanddoagoodjobinpreparatorywork.Relevantgovernmentd

32、epartments,accordingtothecorrespondingduties,fullycooperatewiththeprojectconstruction.(C) Inthecaseofkeyconstructionprojects,thecountygovernmentandrelateddepartments,townships,townshavetosignupforresponsibility,clearlinesofresponsibilityandlayerintoindividuals.Intheprocessoftheprojectexaminationanda

33、pproval,ifanyoneentersasignificantlybadimpactontheprimaryresponsibilityfortheunitsandthetownship,itisnecessarytoimplementone-votevetotoabolishtheannualexcellence-assessingqualifications,andtheleadersinchargearetoblameandresign.TheCountyleadinggroupofficeofopening-upprojectstracking,coordinating,supe

34、rvising,ensuresthesmoothentryofconstructionprojects.(D) Protectinvestorslegitimaterightsandinterestsaccordingtolawandmaintainthedominantpositionoftheenterprises.Crackdownoninterference,saboteursandthoroughlyinvestigateanddealwithenterprisesallcomplaintcases,maintaintheorderofbusiness.Theprojectswill

35、beruninaclosedway,andprotected.Nounitisallowedtoinspecttheenterprisesinadisorderlyway,collectarbitraryfeesandlevies,fines,andaskforarbitraryassistance,addingtotheburdenonenterprises.IV, Incentivestoattractforeigninvestment(A) ThescopeofincentivesTheunitsandindividualswhointroducetheprojectsforfundin

36、gandfinancialsupportforourcountyfromhigher-levelarerewarded;Theunitsandindividualswhogainahigherleveltargetoflandforourenterprisesarerewarded.(B) Awardcriteria1, Fortheintroductionofthefundsinvestedinbusinessesofmorethan50millionyuan(threemillionU.S.dollars)fromoutsidethecounty,accordingtotheactualc

37、apitalinplace(forfixedassetsinvestment),3%oisusedtodeterminetheamountofincentives;fortheintroductionof100millionyuan(fivemillionU.S.dollars)ormorefundsinvestedinbusinesses,accordingtotheactualcapitalinplace(forfixedassetsinvestment)2%oisusedtodeterminetheamountofincentives;fortheintroductionof150mil

38、lionyuan(10millionU.S.dollars)ormorefundsinvestedinbusinesses,accordingtotheactualcapitalinplace(forfixed-assetinvestment),1.5isusedtodeterminetheamountofincentives.2, Governmentdepartments,socialorganizations,andtownshipsthatactivelyintroduceahigherleveloffunds,incentiveswillbebasedonthepreviousyea
