FormanyyearsNASAandtheDepartmentofDefensewereskepticalaboutthedangersofspacedebris.Theproblemseemedabstract,residingmoreincomputermodelsthaninhardexperience.Anditchallengedthecan-domentalityofspaceenthusiasts.Earth’sorbitseemedtoolargeandemptytopollute.Toitscredit,NASAhaslongmaintainedadebris-researchprogram,staffedbytop-notchscientistswhohavepersistedinpointingoutthelong-termhazardsofspacejunkevenwhenthehigher-upsatNASAhaven’twantedtohearaboutit.ThencametheChallengeraccident,in1986.NASAofficialsrealizedthattheiremphasisonhumanspaceflightcouldbackfire.Ifpeoplediedinspace,publicsupportfortheshuttleprogramcouldunravel.
EngineerstookanewlookattheshuttleandtheInternationalSpaceStation.Designedinthe1970s,whendebriswasnotconsideredafactor,theshuttlewasdeterminedtobeclearlyvulnerable.Afteralmosteverymissionwidowsontheshuttlearesobadlypittedbymicroscopicdebristhattheyneedtobereplaced.SoonNASAwasflyingtheshuttleupsidedownandbackward,sothatitsrockets,ratherthanthemoresensitivecrewcompartments,wouldabsorbtheworstimpacts.Andengineerswereaddingshieldingtothespacestation’smostvulnerableareas.
Butaddingshieldingandrepairkitswon’tsolvetherealproblem.Therealproblemisthatwheneversomethingisputintoanorbit,theriskofcollisionforallobjectsinthatorbitgoesup.Therefore,theonlytrulyeffectivemeasureisaprocessknownasdeorbiting.ThelogicbehinddeorbitinghasbeeninescapablesincethebeginningoftheSpaceAge,yetithasjustbeguntopenetratetheconsciousnessofspacecraftdesignersandlaunchers.In1995NASAissuedaguidelinesayingthatsatellitesandtheupperstagesofrocketswithin1,250milesofEarthshouldremaininorbitfornolongerthantwenty-fiveyearsaftertheendoftheirfunctionallives.Buttheguidelineappliesonlytonewspacecraftandcanbewaivedifotherconsiderationsprevail.AsaresultNASAandtheDefenseDepartmentalsocontinuetoleavetheupperstagesofsomeoftheirlaunchvehiclesinorbit,partlybecauseexistingdesignsdonotlendthemselvestodeorbiting.
