Ⅰ.OverviewTheobligation

[responsibility,duty]ofthecarrieristodoeverythingnecessarytodeliverthecargototheconsigneeinasgoodconditionaswhenitwasentrusted[entrustsb.withsth.,entruststh.tosh./sth.]

tothecarrier.Thecarrierthereforemustensurethatallcargohandlingoperations

Beforeloadingcommences

[starts]ataport,allholdsofashipshouldbewellsweptout

[transport]ofcargo.(1)TheMostEfficientUseofSpaceThismeansthateverycubicfootofship’sspacemustbeutilizedtothebestadvantageandthebrokenstowage(虧倉)

[deadspace,brokenspace]reducedtotheminimum.(2)TheHighestPossiblePortSpeedThedistributionofcargointheholdsmustbesuchastoassist

(4)TheSafetyofShipandCrew(船員)Theoverriding

[mostimportant]considerationisforthesafetyofshipandcrew.Thisimplies

[means,denotes]thatthecargoisstowedwithdueregardtotheship’sstability,trimandstrengthintheloadedcondition.

Thetotalweightloadedmustnotexceedtheload-line(載重吃水線)markspermitted

[maximumloading].Furthermore,particularattentionmustbedrawntothepropermannerintheuseofequipmentandlaborprovidedbytheportandalsointheapplicationofship’sgear(設(shè)備)tocargohandlingprocedures(操作).Incargoloading,anefficientwayofcargoseparation

[cargosegregation]isquitenecessarywithmosttypesofcargoesandparticularlysowithdifferentconsignmentsofidentical[same,similar]-lookingunits.Thisisdoneinmanywayssuchasbyusingspecialpaint(油漆),

orotherwiseattheship’soption.Inthehandlingandstowingoftheheavyliftsorawkwardcargo,specialcaremustbeexercisedbytheship’sofficertoensuretheeffectivesecuringandlashing.Anynegligence(疏忽)couldcausegreatdamagetoshipandcargo,andevenconstitute

potential[latent]dangertotheshipandcrewwhenatsea

[onvoyage].

Besides,theinsuranceclaimontheship,arisingfromdamageduetoineffectivesecuringandlashing,canbehigh.Theterm“dangerousgoods”[hazardousgoods]incargocarriagereferstothehazardous(危險)articles,whichcandamageothergoods,materialsortheenvironmentduetotheirchemicalorphysicalproperties

(屬性)[natures].Examplesareexplosives,inflammables

[flammables],poisons,corrosives(易腐物品)[erosive]andradioactivesubstances.TheyaredividedintodifferentclassesaccordingtotheI.M.D.G.CodeworkedoutbyIMO.Ineverycasewheredangerousgoodsarecarried,theI.M.D.G.Codemustbeconsulted

[referredto]bythecarrierforproperinformation.Neithershipper,norship’sofficershouldrelyonmemoryorassumedknowledgeofanyconsignment.Itisthechiefofficer’sdutytoinspect(檢查)withutmostrigor
