國際工程項(xiàng)目采購招標(biāo)文件閱讀YiHongDepartmentofEnglishforEngineeringPurposesSchoolofForeignLanguagesTELontentstobecoveredinthislecture:-AbriefintroductiontothedevelopmentofChina’soverseascontractingbusinessinrecentyears(中國海外工程承包業(yè)的發(fā)展現(xiàn)狀);-IntroductiontotheconceptandproceduresofInternationalCompetitiveBidding(國際競(jìng)標(biāo)的基本概念和程序);-ContentsoftheBiddingDocumentsforProcurementofWorks(國際工程項(xiàng)目采購招標(biāo)文件的內(nèi)容);-SelectedReadingoftheInstructiontoBiddersLecture1隨著全球經(jīng)濟(jì)一體化的深入和中國企業(yè)“走出去”的戰(zhàn)略，我國對(duì)外工程的承包業(yè)務(wù)發(fā)展迅猛。根據(jù)中國對(duì)外承包工程商會(huì)（ChinaInternationalContractors’Association）發(fā)布的數(shù)據(jù)，中國承包企業(yè)2009年的海外工程營(yíng)業(yè)總額位居全球首位，完成營(yíng)業(yè)額777億美元，同比增長(zhǎng)37.3%；新簽合同額1262億美元，同比增長(zhǎng)20.7%。2010年中國對(duì)外承包工程完成營(yíng)業(yè)額922億美元，新簽合同額1344億美元。一、中國對(duì)外工程承包業(yè)的發(fā)展現(xiàn)狀2011年，中國對(duì)外承包工程完成營(yíng)業(yè)額1034億美元；新簽合同額為1423.3億美元。2012年，我國對(duì)外承包工程業(yè)務(wù)完成的營(yíng)業(yè)額為1166億美元，同比增長(zhǎng)12.7%；進(jìn)入“國際承包商225強(qiáng)”的中國內(nèi)地企業(yè)共52家?！爸袊ㄔ臁痹趪H工程市場(chǎng)上的影響力與日俱增。2013年，我國對(duì)外承包工程業(yè)務(wù)完成營(yíng)業(yè)額1371.4億美元，同比增長(zhǎng)17.6%；新簽合同額1716.3億美元。新簽合同額在5000萬美元以上的項(xiàng)目685個(gè)，其中上億美元的項(xiàng)目392個(gè)。截至2013年底，我國對(duì)外承包工程業(yè)累計(jì)簽訂合同額11698億美元，完成營(yíng)業(yè)額7927億美元。根據(jù)十二五規(guī)劃，中國企業(yè)對(duì)外承包工程新簽訂合同額年平均將達(dá)到1800億美元，年平均完成營(yíng)業(yè)額將達(dá)到1500億美元。按當(dāng)前的發(fā)展速度來看，應(yīng)該在2015年實(shí)現(xiàn)這一發(fā)展目標(biāo)。長(zhǎng)期以來，在我國對(duì)外承包工程中，懂技術(shù)、善管理、精商務(wù)、通外語的復(fù)合型項(xiàng)目人才嚴(yán)重缺乏，普遍困擾著企業(yè)海外發(fā)展戰(zhàn)略的實(shí)施，成為制約我國企業(yè)與國際大型承包商角逐、實(shí)現(xiàn)國際化經(jīng)營(yíng)的一大瓶頸。人才需求旺：需要大量懂技術(shù)、善管理、通商務(wù)的復(fù)合型項(xiàng)目人才素質(zhì)要求高：熟悉國際工程慣例，了解國際工程的相關(guān)技術(shù)規(guī)范和項(xiàng)目管理流程，外語基本功扎實(shí)，跨文化交際能力強(qiáng)二、對(duì)外工程承包業(yè)發(fā)展對(duì)人才的需求中鐵第一勘察設(shè)計(jì)院集團(tuán)有限公司董事長(zhǎng)王爭(zhēng)鳴：
