Yettherearealsomanywaysoursocialstatisticsunderestimatethedegreeoflabor-market-relatedhardship.Theunemploymentcountsexcludemillionsoffullyemployedworkerswhosewagesarcsolowthattheirfamiliesremaininpoverty.Lowwagesandrepeatedorprolongedunemploymentfrequentlyinternettounderminethecapacityforself-support.Sincethenumberexperiencingjoblessnessatsometimeduringtheyearisseveraltimesthenumberunemployedinanymonth,thosewhosufferasaresultofforcedidlenesscanequalorexceedaverageannualunemployment,eventhoughonlyaminorityofthejoblessinanymonthreallysuffers.Foreverypersoncountedinthemonthlyunemploymenttallies,thereisanotherpart-timeworkingbecauseoftheinabilityIofindfulltimework,orelseoutsidethelaborforcebutwantingajob.Finally,incometransfersinourcountryhavealwaysfocusedontheelderly,disabled,anddependent,neglectingtheneedsoftheworkingpoor,sothatthedramaticexpansionofcashandinkindtransfersdoesnotnecessarilymeanthatthosefailingsinthelabormarketareadequatelyprotected.
Asaresultofsuchcontradictoryevidence,itisuncertainwhetherthosesufferingseriouslyasaresultoflabormarketproblemsnumberinthehundredsofthousandsorthetensofmillions,and,hence,whetherhighlevelsofjoblessnesscanbetoleratedormustbecounteredbyjobcreationandeconomicstimulus.Thereisonlyoneareaofagreementinthisdebate----thattheexistingpoverty,employment,andearningsstatisticsareinadequateforoneoftheirprimaryapplications,measuringtheconsequencesoflabormarketproblems.
