Whattodoaboutthepoorandneedyisaconcernofeverygovernment.TheU.S.isnot

exemptfromthisconcern,butcareforitspoorhaschangedovertime.UntiltheGreat

Depressionofthe1930s,stateandlocalgovernmentsinAmericaboresomeresponsibility

forprovidingassistancetothepoor.However,suchassistancewasminimalatbest.

TheNewDealpoliciesofPresidentFranklinD.Rooseveltincludednewfederal

initiativestohelpthoseinpoverty.Withmillionsofpeopleunemployedduringthe1930s

economicdepression,welfareassistancewasbeyondthefinancialresourcesofthestates.

Therefore,thefederalgovernmentprovidedfundsformaintainingaminimumstandardof

living,eitherdirectlytorecipientsortothestates.

Between1935and1996,federalprogramswereestablishedthatprovidedadditional

welfarebenefits,includingmedicalcare,publichousing,andfoodstamps.Bythe1960s,

however,criticismbegantogrowthattheseprogramsdiscouragedpeoplefromfinding
