Whattodoaboutthepoorandneedyisaconcernofeverygovernment.TheU.S.isnot

exemptfromthisconcern,butcareforitspoorhaschangedovertime.UntiltheGreat

Depressionofthe1930s,stateandlocalgovernmentsinAmericaboresomeresponsibility

forprovidingassistancetothepoor.However,suchassistancewasminimalatbest.

TheNewDealpoliciesofPresidentFranklinD.Rooseveltincludednewfederal

initiativestohelpthoseinpoverty.Withmillionsofpeopleunemployedduringthe1930s

economicdepression,welfareassistancewasbeyondthefinancialresourcesofthestates.

Therefore,thefederalgovernmentprovidedfundsformaintainingaminimumstandardof
