CodeofEthicsforSocialWorkersKeypoints2.Socialworkersshallhavetheresponsibilitytosafeguardhumanrightsandpromotesocialequityandjustice.1.Professionalethicsofsocialworkisasetofbehaviornormstoguidetheprofessionalstafftocorrectlyperformtheirresponsibilitiesandobligationsandpreventmoralhazard.3.Intheprofessionalethicsofsocialwork,therearecorevaluesofsocialwork,whichcompriseservice,socialjustice,dignityandworthoftheperson,importanceofhumanrelationships,integrity,andcompetence.【Introduction】導(dǎo)言倫理是人們?cè)谌穗H關(guān)系方面所持有的價(jià)值信念和行為準(zhǔn)則,包括個(gè)人的自我行為控制和調(diào)節(jié)以及對(duì)他人的行為期望標(biāo)準(zhǔn)。在社會(huì)工作倫理的細(xì)則方面,各個(gè)國(guó)家和地區(qū)社會(huì)工作倫理守則之間有一些差異。這不僅因?yàn)楦鲊?guó)各地的社會(huì)工作專業(yè)化水平不同,還因?yàn)榉审w系和社會(huì)制度不同,而且還有文化差異。社會(huì)工作專業(yè)倫理可以概括為如下一些方面:

2.對(duì)同事:尊重,保密,合作,咨詢,服務(wù)的轉(zhuǎn)介等。具體來(lái)說(shuō),尊重,公平和禮貌。社會(huì)工作者應(yīng)該以尊重、禮貌、公平和充分信任的方式來(lái)對(duì)待同事;處理同事的案主。社會(huì)工作者有責(zé)任用全部的專業(yè)知識(shí)處理同事的案主。

3.對(duì)服務(wù)機(jī)構(gòu):社會(huì)工作者應(yīng)該遵守對(duì)服務(wù)機(jī)構(gòu)作出的承諾。

4.對(duì)專業(yè):維持專業(yè)的正直;社區(qū)服務(wù);發(fā)展專業(yè)知識(shí)。

5.對(duì)社會(huì):促進(jìn)普遍福利。社會(huì)工作者應(yīng)該促進(jìn)社會(huì)的普遍福利的增長(zhǎng)。

Socialworkvalues:Anenquiry.Routledge.]01020304Ethicalissueshavealwaysbeenseenasasignificantprobleminsocialworkarea.Throughouttheprofession’shistorysocialworkershavebeenconcernedwithmattersofrightandwrongandmattersofdutyandobligation.Professionalethicsofsocialworkisasetofbehaviornormstoguidetheprofessionalstafftocorrectlyperformtheirresponsibilitiesandobligationsandpreventmoralhazard.Itincludesthegeneralrulesandstandardsoftheactualworksteps,andstipulates[v.規(guī)定,明確要求]the"whatshouldbedone"and"whatshouldnotbedone"ofsocialworkers.TheCodeofEthicsisintendedtoserveasaguidetotheeverydayprofessionalconductofsocialworkers,whichservessixpurposes:Thesixpurposesofcodeofethics

Everypersonisdifferent,withdifferentculturalandsocialvalues.Socialworkersaremindfulofthosedifferences,treatingeachpersonwithdignityandrespectandpromotingtheirclients’capacityandopportunitytoaddresstheirownneedsandimprovetheirpersonalsituations.Socialworkersmustbecognizantoftheirdutiestobothindividualclientsandtosocietyasawhole,andseeksolutionsfortheirclientsthatalsosupportsociety’sbroaderinterests.II.SocialWorkCoreValuesandEthicalPrinciple4.Integrity

1.1ResponsibilitySocialworkersshouldtakeimprovingthewelfareoftheserviceobjectsastheirownresponsibility,upholdprofessionalvalues,usetheirownprofessionalknowledgeandskillstoprovideappropriateservicesfortheserviceobjects,andberesponsiblefortheserviceobjects.(a)Theinterestsoftheserviceobjectsshouldbeputinthefirstplaceonthepremiseofensuringthattheinterestsoftheserviceobjectsdonotinfringeupontheinterestsofothers,namelythepublicinterests.(b)Whensocialworkersfindthatduetotheirpersonalreasonsorconflictsofvalues,theyareunabletoprovideappropriateservicestotheserviceobjects,ormaycauseharmtotheserviceobjects,theyshouldtimelyapplyforwithdrawalfromtheorganizationtoavoidcontinuingtoproviderelevantservicestotheserviceobjects.

1.1Responsibility

(c)Socialworkersshall,withinthescopeoftheirownabilities,provideappropriateservicestotheserviceobjectsaccordingtotheirowneducationandtraining,professionalskillsandworkexperience.Ifthedifficultiesfacedbytheserviceobjectscannotbesolvedbythesocialworkers'personalabilityorinstitutionalresourcesandservicescope,thecasesshouldbetimelytransferredorreferredthroughprofessionalprocedures.III.EthicalStandards

1.1Responsibility(d)Inadditiontothespecialcircumstances,whensocialworkersshouldresignortransferred,inthechargeofthecasehasnotyetworktomakeproperarrangement,providestheserviceobjecttransfercase,referral,settlementandotherservices,andhelptheserviceobjecttodorelevantadaptationandtransition,wouldbelikelytocausetheadverseimpactoftheserviceobjecttoaminimum.

Itistheresponsibilityofsocialworkerstorespectandhelptheclientsacquiretheabilitytomaketheirowndecisions,soastomaintaintherightsoftheclientsandgivethemthebestchancetomaketheirownlifestyledecisions.

(a)Socialworkersmustassisttheirclientsintheireffortstodefinetheobjectivesoftheiractionsandpromotethefullexerciseoftheirrighttoself-determination.However,socialworkerscanbreaktheprincipleof"self-determinationoftheserviceobjects"andpreventtheirbehaviorsifthecurrentorpotentialbehaviorsoftheserviceobjectsareseriouslyharmfulandmaycauseharmordangertothemselves,othersorthesociety.III.EthicalStandards

(b)Forminors,intellectualdisabilities,mentalpatientswithlimitedcapacityforcivilconduct,andindividualswhoareidentifiedbylawaswithoutabilityofconductingcivilactionforself-determination,limited-serviceobject,suchasinestablishingserviceobjectives,servicemodeandtheavailableservices,etc.,socialworkersshouldbeencouragedtoitsasfaraspossibletoparticipateinthedecision.III.EthicalStandards

Socialworkershavetheresponsibilitytolettheserviceobjectsknowtheirownrights,limitationsofrights,obligationsandpossibleconsequencesintheprocessofreceivingtheservice.

(a)Socialworkersshouldmakethemawareoftherights,obligations,opportunitiesandrisksofindividualsintheservicetotheextentpossibleinamannerappropriatetotheunderstandingabilityoftheserviceobjectsatthebeginningoftheservice.III.EthicalStandards

(b)Socialworkersshallnotintentionallyconcealorprovidefalseinformation,sothattheserviceobjectsmaymakeimportantdecisionsorloseduerightsandinterestswithoutclearunderstandingofthespecificsituation.

(c)Fortheserviceobjectswithouttheabilityofinformedconsent,socialworkersshouldseekappropriatethird-partyconsentandinformtheserviceobjectsinawaythattheserviceobjectscanunderstandtoprotecttheinterestsoftheserviceobjects.Inthiscase,thesocialworkershallconfirmthatthethirdpartyisinlinewiththeexpectationsandinterestsoftheserviceobject,andtrytoenhancetheabilityoftheserviceobjecttoexpressconsentafterbeinginformed.III.EthicalStandards

(d)Iftheserviceobjectsareusingtheserviceundercompulsoryconditions,thesocialworkersshouldclearlyinformthemoftheirrightsandrestrictions,andassisttheobjectstoobtainthemaximumautonomyasfaraspossible.

(e)Intheprocessofservice,socialworkersmustinformtheserviceobjectinadvanceandobtaintheconsentoftheserviceobjectifitinvolvesrecording,recordingorathirdpartylookingon.III.EthicalStandards

1.5TheDualRelationshipSocialworkersshouldavoiddoubleormultiplerelationshipswiththeserviceobjectstoavoidexploitationorotherrisksthatmayharmtheserviceobjects.

(a)Socialworkersshouldavoidprovidingservicestopeoplewhohavecloserelationshipswiththem,familymembers,friends,businessorpoliticalrelations.

(b)Socialworkersshallnotacceptanygiftfromtheserviceobjects.Socialworkersshouldtrytheirbesttorefusethegiftsfromtheserviceobjects.Ifitisimpossibletorefuse,theyshouldreporttotheorganizationsofthesocialworkersandnegotiatethecorrespondingtreatmentmethodstoavoidaffectingtheprofessionalrelationshipwiththeserviceobjects.III.EthicalStandards

1.5TheDualRelationship

(c)Socialworkersshouldavoidparticipatinginprivateactivitiesthatareunrelatedtoprofessionalservices.Ifitisimpossibletorefuse,thesocialworkershouldconsiderwhetherparticipatinginsuchactivitieswillaffecttheprofessionalrelationshipbetweenthepartiesandinformtheclientsofthepossiblelimitationsandriskssoastoavoidconflictsofinterestlater.III.EthicalStandards

1.5TheDualRelationship

(d)Socialworkersshouldmakeappropriatearrangementsandtransfercaseswhentheyfindtransferenceorcountertransferencethatmayinterferewiththeprofessionalrelationshiportheprovisionofservices.

(e)Undernocircumstances,whetherbymutualconsentorcoercion,shallasocialworkerengageinanysexualactivityorcontactwiththeobjectoftheservice,andshallrefrainfromhavingaromanticormaritalrelationshipwiththeobjectoftheservice.III.EthicalStandards

1.6ConflictsofInterest

Socialworkersshouldbevigilantandtrytoavoidconflictsofinterestthatmayaffectprofessionalconsiderationsandfairjudgment.

(a)Whentheremaybeconflictsofinterestrelatedtothesubject,socialworkersshouldinformtheserviceobject,giveprioritytotheinterestsoftheobject,orprotecttheinterestsoftheobjecttothemaximumextentpossible,takeappropriatestepstoresolvetheconflict,andchoosetotransferthecaseservicewhennecessary.

(b)Socialworkersshallnotabusetheirrelationshipwiththeobjectofserviceandseekpersonalbenefitsbydoingso.III.EthicalStandards

1.6ConflictsofInterest

(c)Socialworkersshouldtrytheirbesttoavoidconflictsofinterestbetweenrelevantinstitutions,relevantpersonnelandotherthirdpartiesandserviceobjects.Ifconflictsofinterestcannotbeavoided,socialworkersshould,asfaraspossible,takeastandandinformtheclientsoftheconflictssothattheclientscanmakeitclearthattheyhavetherighttorefer,referandterminatetheservice.

(d)Iftheserviceobjectisforcedtoaccepttheservice,thesocialworkershouldtrytoreducemulti-partyconflictsandmaximizebenefitsfortheserviceobject.III.EthicalStandards

1.7PrivacyandConfidentiality

Socialworkersshouldrespecttherightsoftheserviceobjectsinprotectingprivacyandkeepingpersonaldataconfidential,andshouldfullyinformtheserviceobjectsoftherestrictionsonconfidentialityinspecificcircumstancesatthebeginningofserviceprovision.

(a)Unlessforprofessionalreasons,socialworkersmustkeepconfidentialallinformation,materials,photosandrecordingsoftheserviceobjectsobtainedintheprocessofprofessionalservices.Whenthepersonalinformationoftheserviceobjectmustbedisclosedtoathirdpartyduetospecialcircumstances,theconsentoftheserviceobjectortheauthorizedagentoftheserviceobjectmustbeobtainedinadvance.III.EthicalStandards

(b)Theconfidentialityprincipleshallnotbeappliedwhenthesocialworkerdiscoversthattheserviceobjectoridentifiablethirdpartywillsufferserious,foreseeableandimminentinjuries,orwhenthedisclosureofinformationisrequiredbylaworrelevantregulations.Butsocialworkerscanonlydisclosetheleastamountofconfidentialinformationthatismostrelevanttothegoaltheyneedtoachieve.

(c)Inprovidingservicessuchasfamily,husbandandwife,orgroup,socialworkersshallmakeeachserviceobjectagreetoitsownrightandobligationofconfidentialityandthatofotherserviceobjects,includingtheobligationofconfidentialitytoshareinformationwithothers.Thesocialworkershouldremindeachserviceobjectthatthesocialworkerdoesnotassumetheconfidentialityresponsibilityoftheserviceobject.III.EthicalStandards

(d)Socialworkersshallnotdiscussconfidentialinformationonanyoccasions,unlessitcanbedeterminedthattheprivacyoftheserviceobjectscanbeguaranteed.

(e)Whenlearningrelevantinformationfrompeoplewhoarenotcloselyrelatedtotheserviceobjects(suchasneighbors,colleagues,teachers,etc.),socialworkersshouldreasonablydeletethecontentsrelatedtotheprivacyoftheserviceobjects.

(f)Inthecaseofsharingserviceexperiencewithsupervisorsandcolleagues,orconductingcasediscussionsandsubjectstudies,socialworkersshallberesponsiblefordeletinganyinformationandmaterialsthatmaydisclosetheidentityoftheserviceobjects.III.EthicalStandards

1.7PrivacyandConfidentiality(g)Theserviceobjecthastherighttoknowthepersonalrecordsinitscasefile.Socialworkersshouldprovideappropriateexplanationsorprovidecounselingiftheserviceobjectsbelievethattherecordsrelatedtothemmaycauseseriousmisunderstandingorharm.Socialworkersmayrestrictaccesstoallorpartoftherecordsoftheclientsonlyifthereisclearevidencethattheclientsmaycauseseriousinjuryorseriousdamagetotheprofessionalrelationship.(h)Socialworkersmusttakeactiontoprotecttheprivacyofothersmentionedordiscussedintherecordswhentheserviceproviderhasaccesstotheirrecords.III.EthicalStandards

(i)Socialworkersshallprotectthewritten,electronicorothersensitiverecordsoftheserviceobjects,takefeasiblemeasurestoensurethatrelevantinformationoftheserviceobjectsisstoredinasafeplace,andprotecttheaccessofotherunauthorizedpersonstosuchrecords.

(j)Afterthedeathoftheserviceobject,thesocialworkershallalsoprotecttheprivacyoftheserviceobjectwiththeabovestandards.III.EthicalStandards
