Sub-SaharanAfrica.Whilethereisalotmoreindustry17yearsto

reachthe?rst800million

bedoneinthisspace,thisisahugelycustomers,ittookonly5yearsto

reachthenext

positiveadvancementwhenwomenhave800million,andofthat,400millionaccountswere

addedover

thecourseofthepandemic.Today

thereare

1.6billionregisteredmobilemoneyaccounts.Truly

remarkable.accessto

mobilephonesandmobilemoney,theycanincreasetheireconomicindependenceandstrengthentheirroleas?nancialdecision-makers.In2022,we

were

clearlyableto

seetheimportanceofmobilemoneyduringtheCovid-19

pandemic,whenitenabledmillionsofpeopleacrosslow-

andmiddle-incomecountriesto

accessdigital?nancialservices.Manyofthesewere

?rst-timeusers,whoarenow

usingtheseservicesfortheireverydayneeds.Itisclearthatmobilemoneyisdriving?nancialinclusionaroundtheworld.Asitcontinuesto

grow,

itoffersanincredibleopportunitytoreachthe1.4billionpeoplewhostilldonothaveaccessto

?nancialservices.Inanincreasinglycomplexgloballandscapewithunprecedentednatural,humanitarianand?nancialshocks,buildingresilienceismoreimportantthanever

before.Ourdatashows

thatthosewithmobilemoneyaccountsare

savingatthesamerate

asthosewithabankaccount,enablingthemto

withstandtheimpactofshocksastheyarise.Ourdatashows

thatthehabitofusingdigitalpayments,enforcedby

thegrowthofmobilemoneyinthepastfew

beenregulatorychangesinlargemarkets.InNigeria,forexample,new

licenseshave

seenmanynew

mobilemoneyplayersemerge,andwiththisa41%

growthinthenumberofregisteredagents.Notonlyhasthiscreatedemploymentformillionsofnew

agents,butmobilemoneyservicesare

now

accessibleto

morepeopleinAfrica’slargesteconomy.Ithasalsobeenencouragingto

seethatmobilemoneyiscontributingto

usingmobilemoneyaccountsmorefrequentlyacrossallusecases.DuringtheCOVID-19

pandemic,mobilemoneyenabledmillionsofpeopleinlow-

andmiddle-incomecountries(LMICs)to

accessdigital?nancialservices(DFS)fortheirdailyneeds.Astheimpactofthepandemiceased,mobilemoneyservicesgrew

fasterin2022thanduringpre-COVID

times.Thehabitofusingdigitalpayments,enforcedby

thepandemic,hasstuckformany.

Inmanycountries,growthinmobilemoneyactivityisnow

outpacingnew

registrations–asignthattheindustryismaturingbeyond

ahandfulofmarkets.Digital

transactions

are

increasing

as

the

use

ofcash

slows

downTransaction

values

grew

by

22%

between2021

and

2022,

from

$1

trillion

to

around$1.26

trillion.However,

theshareofcash-basedtransactionsintheoverall

transactionmixdeclined,withcash-inandcash-outtransactionsdroppingnearlytwo

percentagepoints.Thisisdueto

asigni?cantriseindigitaltransactions,particularlyinteroperablebanktransfersandbillpayments.Thepandemicitselfledto

asigni?cantglobalexpansionofmobilemoneyservicesandaccounts.DatafromtheannualGSMAGlobalAdoptionSurvey

suggeststhatregisteredaccountsand30-dayactiveaccountsgrewfasterthanforecastin2019.Thepandemicwaspartlyresponsibleforanadditional400millionregisteredaccountsbetween2019and2022.Thisisatleast30%higherthanforecastin2019.Pandemiclockdownsandrestrictionsonmovementdrove

uptheuseofdigitalpayments,includingmobilemoney,

globally.Global

daily

transaction

values

are

exceedingpredictionsIn

2020,

global

daily

transaction

valuesexceeded

$2

billion.TheStateoftheIndustryReportonMobileMoney2021(covering

datafrom2020)suggestedthiscouldreach$3billionaday

by

theendof2022.This?gurehasbeensurpassed,with$3.45billiontransacteddailyviamobilemoneyin2022.Growing

agent

networks

continue

to

driveindustry

expansionTheStateoftheIndustryReportonMobileMoney2023looksatthegrowthofmobilemoneyinapost-pandemicworld.Thereporthighlightswhatthishasmeantformobilemoneyproviders(MMPs),agentnetworksandthemillionsofnew

andexistingcustomersthatembracedmobilemoneyin2022.The

number

of

mobile

money

agents

grewfrom

12

million

in

2021

to

around

17

millionin

2022

a

staggering

41%

year-on-yearincrease.Muchofthisgrowthwas

inNigeriawherealiberalisedregulatoryregimehasledtoanincreaseinMMPs.Agentsare

animportantpartofanymobilenetworkserviceandwere

responsiblefortwo-thirdsofallcash-intransactionsin2022.Adoption

and

active

usage

continue

to

riseRegistered

mobile

money

accounts

grew

by13%

year

on

year,

from

1.4

billion

in

2021

to1.6

billion

in

2022.Thiscanbeattributed,inpart,to

regulatorychangesinSub-SaharanAfrica,particularlyinNigeriaandEthiopiawheremobilemoneyadoptionroserapidly.Accountsactiveona30-daybasisalsogrew

atthesamerate

year

onyear,

withSub-SaharanWomen

in

low-

and

middle-income

countriesare

28%

less

likely

than

men

to

own

a

mobilemoney

accountMore

women

have

a

mobile

money

accountthan

ever

before

and

are

using

it

at

a

similarrate

as

men

on

a

30-day

basis.

However,

thereisstillagendergapinaccountownershipthat5THE

2023hasrecentlywidenedincountriessuchasNigeriaandPakistan.Fast-growing

interoperable

transactions

aredriving

the

industry

tooMMPsare

increasinglyconnectedto

localbanks–18onaverage.

Bank-to-mobile

interoperabletransactions

were

among

the

fastest

growinguse

cases

in

2022,

increasing

36%

year

onyear,

while

mobile-to-bank

transactions

roseby

47%.Oneofthemainbarriersto

closingthegendergapismobilephoneownership:increasingmobilephoneownershipcanimprove

mobilemoneyadoptionrates

amongwomen.Otherstepsto

closethemobilemoneygendergapincludeincreasingwomen’sdigitalskillsandawarenessofthebene?tsofmobilemoney,

andMobile

money

remains

a

key

savings

channeltacklingsocialnormsandotherbarriersthatare

2022,

60%

of

MMPs

offered

users

apreventingwomenfromusingit.savings

account.Halfoftheseprovidersdidnotofferasavingsproductin2021.TheWorld

BankGlobalFindex2021foundthat15%ofadultsinSub-SaharanAfrica,or39%ofallmobilemoneyaccountownersintheregion,saved

usingamobilemoneyaccount.Bill

payments

grew

faster

than

all

other

usecasesIn

2022,

bill

payments

rose

by

36%

yearon

year,

becoming

the

third

most

commontransaction

after

person-to-person

(P2P)transfers

and

combined

cash-in/cash-out(CICO)

transactions.Around97%

ofMMPssurveyed

in2022offerbillpayments.Someofthisgrowthwas

drivenby

greaterintegrationbetweenMMPsandcompanies,particularlyenergysuppliers.Theongoingincreaseinenergypricesinmanycountrieshasledtoseveral

energycompaniesbecomingthelargestThe

industry

is

edging

back

towards

revenuediversi?cationMMPs

remain

reliant

on

customer

fees,

whichcontributed

79%

of

reported

revenue

as

ofJune

2022.Thisisanimprovementonthe87%sharereportedin2020,whichwas

in?uencedbymanytransactionsbeingzero

rated.MMPshaveroomforrevenue

growthfrombusinessandrecipientsofmobilemoney-basedbillpayments.

speed,safetyandcost-effectiveness.Thistrendcontinuedin2022,albeitataslower

rate.Regulationhasfocusedonensuringpaymentsystems

remainsafeandef?cientwhilealsoencouraginginnovation.However,

themobilemoneyindustryisfacingseveral

regulatorychallenges.Somecountrieshave

introducedtaxesonmobilemoneytransactionsandfeesthatdonotalignwiththeir?nancialinclusionobjectives.Fraudalsoremainsanindustry-wideissue,whichmanyregulatorsare

aimingto

overcome

throughimproved

consumerawarenessandcapacitybuilding.Mobilemoneyisleadingthepathway

toreachingtheUNSDG10c.targetof3%forremittancetransactioncosts.TheWorld

Bank’sRemittancesPriceWorldwidepublicationreportedthattheglobalaverage

costofsending$200viamobilemoneywas

pandemic,mobilemoneyplayed

animportantroleasmillionsofpeopleuseddigitalpayments–manyforthe?rsttime–fortheirdailyneeds.Astheimpactofthepandemicbeganto

wearoff,

mobilemoneyservicescontinuedto

growfasterthanpre-COVID

rates.Servicesinseveralcountrieshave

seenmobilemoneyactivitygrowthoutstripnew

registrations,indicatingagraduallymaturingindustry.RegisteredandactiveaccountscontinuesteadygrowthAs

theworldmovestowardsapost-COVIDera,mobilemoneyserviceshavecontinuedto

showresilientgrowth.In

2022,therewerenearly1.6

billionregisteredmobilemoneyaccountsworldwide,morethandoublethenumber

ofregisteredaccounts(772

million)in2017.

moneyTheGSMAMobileMoneyteamcompareditsforecastsfrom2019(pre-pandemic)and2022(whenmanycountrieshadstartedliftingoralreadyliftedCOVID-19

restrictions)to

understandtheimpactoftheCOVID-19pandemiconthemobilemoneyindustry.

Thetrendsfromthisanalysis(Figure3)suggestthatthepandemicsupportedanacceleratedexpansionofmobilemoneyaccounts.In2020,registeredaccountswere

4%higherthanforecastbeforethepandemic.Similarly,thenumberofactive30-dayaccountssurpassedforecastsby

8%in2020.Bothregisteredandactive30-dayaccountsgrew

fasterthan2019forecasts.Figure

onyearMobilemoneyservicesinLatinAmericaandtheCaribbeanhave

seenasigni?cantincreaseinac-tivitybetween2019and2022.Thistrendalignswiththefactthattheregionhastraditionallyhadthehighestactivityrates

globally.Whilethisislower

thanthe26.6%rate

in2020(Figure4),the30-dayactivityrate

hasin-creasedfrompre-pandemiclevels.Thistrendismirroredacrossallregions,except

inAsiawhereactivityrates

have
