ENHASADOPTEDTHISDIRECTIVE:Article1ForthepurposesofthisDirective,'vehicle'meansanymotorvehicleofcategoryN,asdefinedinAnnexItoDirective70/156/EEC,designedandconstructedforuseontheroad,withorwithoutbodywork,havingatleastfourwheelsandamaximumdesignspeedexceeding25km/h.Article2NoMemberStatemayrefuseEECtype-approvalornationaltype-approvalofavehicletype,orrefuseorprohibitthesale,registration,puttingintoserviceoruseofavehicleongroundsrelatingtotheirexternalprojectionsforwardofthecab'srearpanel,ifsuchvehiclessatisfytherequirementssetoutinAnnexI.Article3AnyamendmentsnecessarytoadapttherequirementsoftheAnnexestotechnicalprogressshallbeadoptedinaccordancewiththeprocedurelaiddowninArticle13ofDirective70/156/EEC.Article41.MemberStatesshallbringintoforcethelaws,regulationsandadministrativeprovisionsnecessarytocomplywiththisDirectivenotlaterthan1June1993.Theyshallapplytheseprovisionsfrom1October1993.WhenMemberStatesadopttheseprovisions,theyShallcontainareferencetothisDirectiveorbeaccompaniedbysuchreferenceontheoccasionoftheirofficialpublication.ThemethodsofmakingsuchareferenceshallbelaiddownbytheMemberStates.2.MemberStatesshallcommunicatetotheCommissionthetextofthemainprovisionsofnationallawthattheyadoptinthefieldgovernedbythisDirective.Article5ThisDirectiveisaddressedtotheMemberStates.DoneatBrussels,17December1992. 中文歐洲共同體委員已采用本指令：第1條本指令中，“車輛”指的是指令70/156/EEC中附錄I所定義的任一N類汽車，其設(shè)計和結(jié)構(gòu)用于道路行駛；有或者沒有車體，至少有四個車輪；最大設(shè)計車速超過25公里/小時。第2條如果該車輛滿足附錄I設(shè)定的要求，各成員國均不得以駕駛室背板前方的外部突出物為理由拒絕給車輛發(fā)放歐共體型式認(rèn)證或國內(nèi)型式認(rèn)證，或者拒絕或禁止其銷售、注冊、運(yùn)營或在路面使用。第3條委員會應(yīng)該按照指令70/156/EEC第13條中的流程來采用針對本指令技術(shù)進(jìn)展的附錄要求而做出的必要修正。第4條1.成員國應(yīng)該不遲于1993年6月1日開始實行遵守本指令所必需的法律、法規(guī)或行政法規(guī)。應(yīng)該從1993年10月1日其應(yīng)用本規(guī)定。當(dāng)成員國采用了這些規(guī)定時，該裝置應(yīng)包含本指令的參考，或在發(fā)表公報時隨附該參考。應(yīng)該由成員國給出指定本參考的方式。2.成員國應(yīng)該就采用的涵蓋本指令的本國法律的主要條例與委員會進(jìn)行溝通。第5條本指令通過寄送方式發(fā)給各成員國。DoneatBrussels,1992.年12月17日 委員會 主席 R.NEEDHAM

ENANNEXI1.SCOPEThisDirectiveappliestotheexternalprojectionsforwardofthecab'srearpanelofmotorvehiclesofcategoryN;it.islimitedtotheexternalsurfaceasdefinedbelowanddoesnotapplytotheexteriorrear-viewmirrors,includingtheirsupports,ortotheaccessoriessuchasaerialsandluggageracks.2.DEFINITIONSForthepurposesofthisDirective:2.1.'Externalsurface'meansthatpartofthevehicleforwardofthecab'srearpanelasdefinedin2.5,withtheexceptionoftherearpanelitself,andincludessuchitemsasthefrontwings,frontbumpersandfrontwheels;2.2.'Vehicletype-approval'meanstheapprovalofavehicletypewithregardtoitsexternalprojections;2.3.'Vehicletype'meansmotorvehicleswhichdonotdifferinsuchessentialrespectsasthe'externalsurface';2.4.'Cab'meansthatpartofthebodyworkwhichconstitutesthedriverandpassengercompartment,includingthedoors;2.5.'Cabrearpanel'meanstherearmostpartoftheexternalsurfaceofthedriverandpassengercompartment.Whereitisnotpossibletodeterminethepositionoftherearcabpanel,forthepurposesofthisDirectiveitwouldbedeemedtobetheverticaltransversalplanesituated50cmtotherearoftheRpointofthedriver'sseat,withtheSeat,ifadjustable,locatedatitsrearmostdrivingposition(seeAnnexIIItoDirective77/649/EEC)(1).Ifthecabisfittedwithmorethanonerowofseats,therearmostpassengerseatinitsrearmostpositionhastobetakenintoaccountforthedefinitionoftherearcabpanel.However,themanufacturermay,withtheagreementofthetechnicalservices,requestanalternativedistanceif50cmcanbeshownasbeinginappropriateforparticularvehicle;(1)OJNoL267,19.10.1977,p.1.DirectivelastamendedbyDirective90/630/EEC(OJNoL341,6.12.1990,p.20).共36頁第5頁

中文附件I1.范圍本指令適用于N類汽車駕駛室背板前方的外部突出物；限用于下方限定的外表面，不適用于外部后視鏡及其支架，或天線和行李架等輔助設(shè)備。2.定義對于該指令：2.1.“外表面”指的是2.5節(jié)中定義的駕駛室背板前方的車輛部分，但背板本身除外，并且包括前翼、前保險桿和前輪等部件；2.2.“車輛型式認(rèn)證”指的是對某種類型車輛關(guān)于其外部突出物所做的認(rèn)證。2.3.“車輛型式”指的是在“外表面”方面沒有本質(zhì)不同的汽車；2.4.“駕駛室”指的是包括司機(jī)和乘客空間的車體部分，包括車門在內(nèi)；2.5.“駕駛室背板”指的是司機(jī)和客艙空間外表面的最后端部分。對于不能確定駕駛室背板位置的車輛，按照本指令，可視為司機(jī)座椅R點(diǎn)后面50厘米處的垂直橫截面，如果座椅可調(diào)，則位于最后端駕駛位置R點(diǎn)后（參見指令77/649/EEC附件III）（1）。如果駕駛室安裝了一排以上的座椅，則在定義駕駛室背板時應(yīng)該將最后排乘客座椅的最后位置考慮在內(nèi)。但是，如果對于特種車輛來說，50厘米的距離不合適，那么廠商可以與技術(shù)服務(wù)部門協(xié)商采用其它距離。(1)OJNoL267,1977年10月19日，第1頁，,由指令90/630/EEC（OJNoL341,1990年12月6日，第20頁）最終修正。共36頁第6頁

EN2.6.'Referenceplane'meansahorizontalplanepassingthroughthecentreofthefrontwheelsorahorizontalplanesituatedattheheightof50cmabovetheground,whicheverislower.Thisplaneisdefinedfortheladenstateofthevehicle;2.7.'Floorline'meansalinedeterminedasfollows:Whenavertical-axisconeofundeterminedheighthavingitssideatanangleof15ototheverticalismovedabouttheexternalsurfaceoftheloadedvehiclesoastoremainincontactwiththeexternalsurfaceofthebodyatitslowestpoint,thefloorlineisthegeometricaltraceofthepointsofcontact.Indeterminingthefloorline,noaccountistakenoftheexhaustpipesorwheels,oroffunctionalmechanicalfeaturesattachedtotheunder-bodysuchasjackingpoints,suspensionmountingsorattachmentsforuseintowingorincaseofbreakdown.Inthespacesattheoutsideofwheelarchesanimaginarysurfaceextendingtheadjacentexternalsurfaceswithoutchangeofpositionisassumed.Thefrontbumpersaretakenintoaccountindeterminingthefloorline.Dependingonthetypeofvehicles,thetraceofthefloorlinemaybeateithertheouteredgeofthebumperprofileoratthebodypanelbelowthebumper.Wheretherearetwoormorepointsofcontactatthesametime,thelowestpointofcontactisusedtodeterminethefloorline;2.8.'Radiusofcurvature'meanstheradiusofthearcofacirclewhichcomesclosesttotheroundedformofthecomponentunderconsideration.2.9.'Ladenvehicle'meansthevehicleatitstechnicallypermissiblemaximumladenmassandthedistributionofthismassamongtheaxlesasstatedbythemanufacturer.3.GENERALREQUIREMENTS3.1.TheprovisionsofthisDirectivedonotapplytothesepartsofthe'externalsurface'ofthevehiclewhich,withthevehicleunladen,withdoors,windows,accesslids,etc.,intheclosedpositionareeither:3.1.1.outsideazonehavingasitsupperlimitahorizontalplanesituated2,00mabovethegroundandasitslowerlimiteitherthereferenceplanedefinedin2.6,orthefloorlinedefinedin2.7,asselectedbythemanufacturer;or3.1.2.locatedwithinthezoneasdescribedin3.1.1,butinstaticconditioncannotbecontractedbyasphereof100mmindiameter.3.1.3.Wherethereferenceplaneisthelowerlimitofthezone,accountisalsotakenofthepartsofthevehiclebelowthereferenceplanefallingbetweentwoverticalplanes,onetouchingtheextzernalsurfaceofthevehicleandtheotherparalleltoitandsetat80mmtowardstheinteriorofthevehiclefromthepointatwhichthereferenceplanetouchesthebodyworkofthevehicle.共36頁第7頁

2.6.“參考面”指的是經(jīng)過前輪中心的水平面，或者在上面上方50厘米處的水平面，以較低的為準(zhǔn)。該平面限用于車輛的加載狀態(tài)；2.7.“底板線條”指的是由下面所確定的線條：當(dāng)與垂直面成15度角的高度未確定的垂直軸圓錐輪在加載車輛的外表面上移動，在最低點(diǎn)與車身外表面接觸時，底板線條就是這些接觸點(diǎn)的幾何軌跡。在確定底板線條時，不考慮排氣管或車輪，或連接在車身下方的千斤頂支承點(diǎn)、懸架裝置等功能性機(jī)械裝置，或用于牽引或故障的連接裝置。在輪罩拱外部間距中，需假定虛曲面延伸到相鄰的外表面而不改變位置。確定底板線條時需考慮到前保險桿。根據(jù)車輛的型式，底板線條的跡線可以在保險杠輪廓的外緣或在保險杠下方的車身面板上。如果同時有兩個或更多接觸點(diǎn)時，由最低的接觸點(diǎn)來確定底板線條；2.8.“曲率半徑”指的是靠近上述內(nèi)組件的圓形結(jié)構(gòu)的圓圈的弧度半徑。2.9.“加載車輛”指的是在最大技術(shù)許可加載質(zhì)量下的車輛以及由廠商說明的這些質(zhì)量在車橋間的分布。3.通用要求3.1.本指令的規(guī)定不適用于車輛空載時，車門、車窗、檢修口等處于關(guān)閉位置下的車輛的“外表面”部分，或者：3.1.1.在此區(qū)域外，其上限為位于地面上方2,00米處的水平面，其下限為廠商所選擇的2.6中限定的基準(zhǔn)面，或者2.7中限定的底板線條；或者3.1.2.位于3.1.1接說明的區(qū)域內(nèi)，但是在靜態(tài)條件下不能由100毫米直徑的球所接觸。3.1.3.當(dāng)基準(zhǔn)面為該區(qū)域下限時，應(yīng)考慮落在兩個垂直平面之間基準(zhǔn)面下方的車輛部分，這兩個垂直平面一個于車輛的外表面接觸，另一個與之平行，并與基準(zhǔn)面和車輛車體的接觸點(diǎn)距離80lmm，朝向車輛內(nèi)部。共36頁第8頁

EN3.2.The'externalsurface'ofthevehiclemustnotexhibit,directedoutwards,anypartlikelytocatchonpedestrians,cyclistsormotorcyclists.3.3.The'externalsurface'ofthevehiclemustnotexhibit,directedoutwards,anypointedorsharppartsoranyprojectionsofsuchshape,dimensions,directionorhardnessastobelikelytoincreasetheriskorseriousnessofbodilyinjurytoapersonhitbytheexternalsurfaceorbrushingagainstitintheeventofacollision.3.4.Projectingpartsoftheoutersurfacehavingahardnessofnotmorethan60ShoreAmayhavearadiusofcurvaturelowerthanthevaluesprescribedinsection4below.4.SPECIFICREQUIREMENTS4.1.Ornaments,commercialsymbols,lettersandnumbersofcommercialmarkings4.1.1.Ornaments,commercialsymbols,lettersandnumbersofcommercialmarkingsmustnothaveanyradiusofcurvatureoflessthan2,5mm.Thisrequirementdoesnotapplytothesepartsiftheydonotprotrudemorethan5mmfromthesurroundingsurface;however,inthiscasetheiredgesdirectedoutwardsmustbeblunted.4.1.2.Ornaments,commercialsymbols,lettersandnumbersofcommercialmarkings,whichprojectmorethan10mmfromthesurroundingsurfacemustretract,becomedetachedorbendoverunderaforceof10daNexertedattheirmostsalientpointinanydirectioninaplaneapproximatelyparalleltothesurfaceonwhichtheyaremounted.Toapply10daNforceaflat-endedramofnotmorethan50mmdiameterisused.Wherethisisnotpossible,anequivalentmethodmustbeused.Aftertheornamentsareretracted,detachedorbentover,theremainingportionmustnotprojectmorethan10mmandhavenopointed,sharporcuttingedges.4.2.Headlampvisorsandrims4.2.1.Projectingvisorsandrimsarepermittedonheadlampsprovidedthattheirprojectionasmeasuredinrelationtotheexternaltransparentsurfaceoftheheadlampdoesnotexceed30mmandtheirradiusofcurvatureisatleast2,5mmthroughout.4.2.2.Retractingheadlampsmustmeettherequirementsof4.2.1inbothoperativeandretractedpositions.4.2.3.Theprovisionsof4.2.1donotapplytoheadlampsrecessedinthebody,orwheretheheadlampisoverhungbythebody,providedthebodyworkconformstotherequirementsof3.2.共36頁第9頁

3.2.車輛的“外表面”朝向外部時不可有任何可能刮住行人、騎車人或電動車騎車人的部件。3.3.車輛的“外表面”朝向外部時不可有任何帶尖或鋒利部件，或形狀、尺寸、方向或硬度可能增加人員在撞到外表面或碰撞刮擦?xí)r所受到危險及受傷危險的突出物。3.4.硬度不得超過60ShoreA的外表面突出部件的曲率半徑可以低于第4節(jié)規(guī)定的數(shù)值。4.特殊要求4.1.裝飾、商業(yè)符號、字母及若干商業(yè)標(biāo)記4.1.1.裝飾、商業(yè)符號、字母和若干商業(yè)標(biāo)記的曲率半徑不可小于2,5毫米。如果這些部件未伸出周圍表面5毫米以上，則不適用該要求；但是，其朝向外部的邊緣必須鈍化。4.1.2.超過周圍表面10毫米以上的裝飾、商業(yè)符號、字母和若干商業(yè)標(biāo)記必須縮進(jìn)、分離或伏在表面上，可在大致平行于其安裝表面的一個面上任一方向的最凸起點(diǎn)處施加10dan的作用力。要施加10dan的作用力，應(yīng)該采用直徑不超過50毫米的扁平端壓頭。如果沒有，必須采用等效方式。裝飾縮進(jìn)、分離或俯伏之后，其剩余部分不可突出10毫米以上，并且不得有帶尖、鋒利或切割邊緣。4.2.大燈擋板和燈緣4.2.1.如果所測得的大燈的突出擋板與燈緣相對于達(dá)到外部透明表面的突出未超過30毫米，并且其曲率半徑至少為2,5毫米時，允許其在大燈上使用。4.2.2.縮進(jìn)大燈必須滿足4.2.1節(jié)中和縮進(jìn)位置的要求。4.2.3.如果車體滿足3.2節(jié)的要求，則4.2.1節(jié)中的規(guī)定不適用于凹到車身里的大燈，或由車身懸伸的大燈。共36頁第10頁

EN4.3.GrillesPartsofgrillesmustexhibitaradiusofcurvatureof'—notlessthan2,5mmifthedistancebetweenadjacentpartsismorethan40mm,—notlessthan1mmifthedistanceisbetween25and40mm,—notlessthan0,5mmifthedistanceislessthan25mm.4.4.Windscreenandheadlampcleaningdevices4.4.1.Theabovementioneddevicesmustbesuchthatthewipershaftshavbeaprotectivecoveringwitharadiusofcurvatureofnotlessthan2,5mmandasurfaceareaofnotlessthan150mm2measuredintheprojectionofasectionnotfurtherthan6,5mmfromthemostprotrudingpoint.4.4.2.Nozzlesforwindscreenwasherandheadlampcleaningdevicesmusthavearadiusofcurvatureofnotlessthan2,5mm.Thoseprotrudinglessthan5mmmusthavebluntedoutwardfacingedges.4.5.Protectivedevices(bumpers)4.5.1.Theendsoffrontprotectivedevicesmustbeturnedintowardstheexternalsurfaceofthebody.4.5.2.Thecomponentsofthefrontprotectivedevicesmustbesodesignedthatallrigidsurfacesfacingoutwardshavearadiusofcurvatureofnotlessthan5mm.4.5.3.4.5.4.Therequirementsof4.5.2donotapplytopartsofthebumperorpartsmountedonorinsetinthebumperwhichprojectlessthan5mm.Theedgesofdevicesprojectinglessthan5mmmustbeblunted.WithrespecttodevicesmountedonthebumpersandreferredtoinothersectionsofthisDirective,theparticularrequirementscontainedinthisDirectiveremainapplicable.4.6.Handles,hinges,pushbuttonsofdoors,luggagecompartments,bonnets,vents,accessflapsandgrabhandles4.6.1.Theabovepartsmustnotprotrudemorethan:30mminthecaseofpushbuttons,70mminthecaseofgrabhandlesandbonnet-fasteners,and50mminallothercases.Theymusthaveradiiofcurvatureofnotlessthan2,5mm.4.6.2.Iflateraldoorhandlesrotatetooperate,theymustmeetoneorotherofthefollowingrequirements:4.6.2.1.inthecaseofhandleswhichrotateparalleltotheplaneofthedoortheopenendofhandlesmustbedirectedtowardstherear.Theendofsuchhandlesmustbeturnedbacktowardstheplaneofthedoorandfittedintoaprotectivesurroundorberecessed;共36頁第11頁
