3BasicRequirement
3.1ManagementResponsibility
3.1.1Theprojectownerandtheprojectparticipantsshallberesponsibleforthecollectionand
arrangementoftheaudiovisualdocumentwithintheirscopeofwork,andberesponsibleforthe
integrity,accuracy,systematicnessandsafetyofthefiledaudiovisualdocument.
3.1.2Theprojectownershallperformthefollowingresponsibility:
1Inchargeofcollectingtheaudiovisualdocumentbeforetheestablishmentoftheproject
owner.
2Contentsrelatedtothecollection,arrangementandfilingofaudiovisualdocumentshallbe
stipulatedinthebiddingdocumentsandthecorrespondingclausesofthecontract.
3Incorporateaudiovisualdocumentintotheprojectfileclassificationscheme,andformulate
correspondingsystemsforthecollection,arrangementandfilingofaudiovisualdocument.;supervise
andguidethecollectionandarrangementofaudiovisualdocumentofprojectparticipants.
4Checkandaccepttheaudiovisualdocumentfiledbytheprojectparticipants.
3.1.3Thesupervisionunitshallinspectandguidetheprocessofcollectionandarrangementthe
audiovisualdocumentsoftheprojectundersupervision,andshallberesponsibleforreviewingthe
audiovisualdocumentsfiledbytheprojectowner.
3.1.4TheEPCcontractorshallperformthefollowingresponsibility:
1Formulatethedetailedimplementationrulesforthecollection,arrangementandfilingof
audiovisualdocumentoftheproject,andbeinchargeofthecollectionandarrangementofaudiovisual
documentforthecontractedprojects.
2Contentsrelatedtothecollection,arrangementandfilingofaudiovisualdocumentshallbe
stipulatedinthebiddingdocumentsandthecorrespondingclausesofthesubcontract.
3Superviseandguidethecollectionandarrangementofaudiovisualdocumentofall
subcontractors.
4Review,receiveandsummarizetheaudiovisualdocumentofallsubcontractors,andfilethem
totheprojectownerafterbeingreviewedbythesupervisionunit.
3.2Basicrequirement
3.2.1Thecollectionofaudiovisualdocumentshallbecarriedoutsimultaneouslywiththe
constructionoftheproject,anditshallbesystematicandtraceable;itshalltrulyreflecttheactual
situationonthesite;itshallincludeacleartheme,clearimage,clearvoice,andcompletepicture.
3.2.2Audiovisualdocumentshallbecollated,reviewedandacceptedbeforetheycanbefiled.

Arrangementshouldfollowtherulesofdocumentformation,maintaintheorganicconnectionbetween
documents,andfacilitatestorageandutilization.
3.2.3Thestorageperiodshallbedeterminedforthearrangementofaudiovisualdocument.The
retentionperiodisdividedintopermanentperiodandfixedperiod,ofwhichthefixedperiodisdivided
into30yearsand10years.
3.2.4Thecollectionscopeofaudiovisualdocumentandretentionperiodoffilingshouldmeetthe
requirementsoftheprovisionsofAppendixAofthiscode.Theformatofphotographicdescription
shouldmeettherequirementsoftheprovisionsofAppendixBofthiscode.Theformatofpicturesand
tablesoftheaudiovisualdocumentshouldcomplywiththeprovisionsofAppendixCofthiscode.
3.2.5Theelectronicdocumentnameoftheaudiovisualdocumentshouldbeconsistentwithitsfile
number.

4CollectionofAudiovisualDocument
4.1CollectionScope
Thecollectionscopeofaudiovisualdocumentshallmainlyincludethefollowing:
1Majoractivitiesduringprojectconstruction,includingleadershipinspection,bidding,start
working,damariver,waterstorage,generateelectricity,projectcompletion,etc.
2Importantmeetingsduringprojectconstruction,includingoverallworkmeetings,
decision-makingmeetingsthathaveasignificantimpactontheprojectplan,andcommendation
meetings.
3Originaltopographyandlandformsofproject.
4Naturaldisastersencounteredbytheengineering,includingearthquakes,debrisflow,
landslidesandtyphoons,etc.
5Varioustypesofaccidentsduringengineeringconstruction,includingtheaccidentsrelatedto
quality,safety,environmentalprotection,soilandwaterconservationandequipment,etc.
6Thesituationbeforeandaftertreatmentofengineeringgeologicaldefects,qualitydefects,
stateofequipmentdefects,etc.
7Importantsampling,testingandinspection,etc.
8Constructionandacceptanceofkeypartsandimportanthiddenprojects,etc.
9Themainenvironmentalprotectionsensitiveobjectsintheaffectedareaduringthe
engineeringconstruction,including:rareandprotectedanimalsandplants,ancientandfamoustrees,
culturalrelicsandhistoricalsites,theappearanceofrelevantprotectedareasandtheirboundarypiles,

4.2CollectionRequirement
4.2.1ThephotographicformatshouldbeJPG,TIFF,etc,andtheshootingpixelshouldnotbeless

4.2.2TheaudioformatshouldbeWAV,MP3,etc.
4.2.3ThevideoformatshouldbeinMPG,MP4andAVI,etc,theoutputpixelresolutionshouldnot
belessthan1920×1080,thePALformatshouldbeselected,andtheframerateshouldnotbeless
than25fps.
4.2.4ProfessionalphotographershalluseDigitalSingleLensReflexwithapixelofnolessthan20
milliontotakephotographics.
Professionalvideographersshalluseprofessional-gradevideoequipmentwitharesolutionofnotless
than1920×1080totakevideos.
4.2.5Thecollectedaudiovisualdocumentshallbetypicalandrepresentative,andthecontentshall
beclearandtrue,andthecorrespondingtextdescriptionisnecessary,includingtheoriginofmatter,
time,place,person,backgroundofthematter,andcollector.
4.2.6Theoriginalpropertiesofthephotographicshallbecomplete,andtheyshallnotbemodified
orcropped.Thecontentandcorrespondinginformationofaudioandvideofilesshallnotbemodified
ormanipulated.
4.2.7Thephotographicsofprojectqualityandprojectacceptanceshouldbeclearlymarkedwiththe
projectpartswhentheyaretaken.

5ArrangementofAudiovisualDocument
5.1Arrangementofphotographic
5.1.1Theclassificationoffiledphotographicsshouldbeconsistentwiththeclassificationofthe
correspondingprojectpaperfiles.
5.1.2ThephotographicarchivesalbumshouldbeinA4size,and2photographicsshouldbeplaced
oneachpage.Thephotographicsinthealbumshouldbearrangedaccordingtotheoriginofmatterand
theshootingtime.
5.1.3Thephotographicdescriptionshallmeetthefollowingrequirements:
1Thecontentofasinglephotographicdescriptionshallmainlyincludethetitle,filenumber,
referencenumber,shootingtime,photographer,andtextdescription.
2Thefillingoftitle,referencenumber,shootingtime,photographer,textdescription,etc.
shouldbeinaccordancewiththecurrentnationalstandards"SpecificationofPhotographicArchives
Management"GB/T11821and"SpecificationforDigitalPhotosFilingandManagement"DA/T50.
3Thedescriptionofthephotographicgroupshouldbecompiledinaccordancewiththecurrent
nationalstandards"SpecificationofPhotographicArchivesManagement"GB/T11821and
"SpecificationforDigitalPhotosFilingandManagement"DA/T50.
5.1.4Photographiccatalogingshouldmeetthefollowingrequirements:
1Thephotographicdocumentfilenumber(Figure5.1.4)shouldbecompiledinfoursections,
consistingofprojectcode,classificationnumber,albumnumberandgroupnumber(sheetnumber)
and“-”shouldbeusedbetweenthem.

5.2.1Audiodocumentshallbecompliedtoformaudiofilesinunitsofevents.
5.2.2Thecatalogingofaudiodocumentshouldmeetthefollowingrequirements:

consistingofprojectcode,classificationnumberandgroupnumberand“-”shouldbeusedbetween
them.

archivemarkstoastoragemediumwithgooddurability,andthestoragemediumshouldbesettoa
statewherewritingisprohibited.Theselectionofstoragemediumshouldbewrite-onceopticaldisc,
magnetictape,harddiskandsoon.
5.4.2Labelsshouldbeattachedtothestoragemediumorequipment,andthelabelsshouldindicate
themediumserialnumber,categorynumber,startandendnumberofducuments,securitylevel,
storageperiod,storagedate,etc.Whenthestoragemediumisanopticaldisc,thecatalogingshould
meetthefollowingrequirements:
1TheCDfilenumber(Fig.5.4.2)shouldbewritteninthreesections,consistingofproject
code,filetypeandCDsequencenumber.

6FilingofAudiovisualDocument
6.0.1Theprojectparticipantsshallfileaudiovisualdocumenttotheprojectowneraccordingtothe
scopeofduties,theagreementofcontract,andafterreviewandacceptance.
6.0.2Threesetsofaudiovisualelectronicfilesshouldbefiled,andthesetnumbersshouldbe
representedbycapitallettersA,B,andCrespectively.Aindicatessealedstorage,Bindicate
available,andCindicatestorageindifferentsite.Digitalphotographicswithpermanentpreservation
valueshallbeconvertedintoasetofpaperphotographicsandarchivedatthesametime.Ifthereis
otheragreementinthecontract,itshallbeexecutedaccordingtothecontract.
6.0.3Thearchivingtimeofaudiovisualdocumentsshouldbecarriedoutaccordingtotheagreement
incontract.Ifthereisnoagreementincontract,itshallbearchivedsynchronouslywiththepaperfiles.
6.0.4Whenarchivingaudiovisualdocuments,the"VisaforArchivingAudio-visualDocuments"
shouldbefilledout,andthe"VisaforArchivingAudio-visualDocuments"shouldmeetthe
