becausetheydisliketheideaofhavingtospendmuchtimebeingtrainedfor
anewjob.Inaddition,althoughanewjobmayofferhigherpayormore
promotionopportunities,itmaybelocatedfarfromhomeandbeinconvenient.
Ithinkitisagoodthingfortheworkforcetobeflexible,sothatnewdemands
forpersonnelcanemetquickly.However,ifapersonchangesjobstoooften
heorshewillcauselosstotheemployingunits.Moreover,frequent
jobhoppingpreventsapersongainingvaluablejobexperienceanddeveloping
goodworkhabits.

isboundtobeaffected.Theotherproblemistherestlessnoise.Some
constructionsitesoperateafter8pmwhenmostpeopleneedalittlerest.The
noiseisnotnecessarilythunderousbutneverthelessdisturbing.Forpeople
whogotosleepearlythenoiseisdefinitelyanuisance.Ifthissituationgoes
onthecitizens'rightscannotbeguaranteed.Ithinktwomeasurescouldbe
takentosolvetheproblems.Firstconstructionworkisinevitablydustyand
noisybutlocalauthoritiescansetuphigherpollutioncontrolstandardand
restricttheworkinghours.Secondifsomesitesviolatetheregulationsmore
severepunishmentshouldbeimposedonthepeopleresponsible.Itismy
