andbadyears.Mostfarmerswerecashpoorandunabletoimprovetheirfarmsorequipment.

Banksfrequentlyrefusedtolendmoneytofarmers,or,iftheydid,theloanswereshorttermand

hadinterestratesthatwereruinousinnature.TheFederalFarmLoanActof1916waspassedto

enablefarmerstoborrowmoneybyusingtheirlandascollateral.Underthisact,farmerscould

borrowupto$10,000atlowinterestratesandhaduptofortyyearstorepaythefunds.Themain

resultsweretherevitalizationofthesmallAmericanfarmerandtheprotectionofthesefarmers
