WoodrowWilsonservedasthepresidentoftheUnitedStatesfrom1913to1921.Whileheis

majorissues,agricultureandlaborlaws.Farmingwasthelivelihoodofagreatmajorityof
Americansinthe1910s,butfarmswerenotoriouslysusceptibletoinstability,sufferingbothgood
andbadyears.Mostfarmerswerecashpoorandunabletoimprovetheirfarmsorequipment.
Banksfrequentlyrefusedtolendmoneytofarmers,or,iftheydid,theloanswereshorttermand
hadinterestratesthatwereruinousinnature.TheFederalFarmLoanActof1916waspassedto
enablefarmerstoborrowmoneybyusingtheirlandascollateral.Underthisact,farmerscould
borrowupto$10,000atlowinterestratesandhaduptofortyyearstorepaythefunds.Themain
resultsweretherevitalizationofthesmallAmericanfarmerandtheprotectionofthesefarmers
fromabsorptionbybigagriculturalcompanies.
