percenttoday.Amongthird-generationHispanicandAsianAmericans,exogamy-

marriageoutsideone'sethnicgrouportribeisatleast50percent,heandothersestimate.

ExogamyremainsmuchlessprevalentamongAfricanAmericans,butithasincreased

enormously,fromabout1,5percentinthe1960sto8to10percenttoday.Sucha

profounddemographicshiftcouldtakeplacewhilenoonewaswatchingbecause,

officially,noonewaswatching.Federalagenciestraditionallycollectedracialdatausing

aformula—oneperson,oneracesimilartothetime-honoredvotingprinciple.Thus,

theCensusBureaucouldestimatethatoncensusformsnomorethantwopercentofthe

populationwouldclaimtobemultiracial.Intheabsenceofamorestraightforwardcount,

noonecouldknowforsurewhatthedemographicsare.That'sabouttochange.Afterthe

2000census,theU.S.Governmentshouldhaveabetteridea.In1997,theOfficeof

ManagementandBudget,whichoverseesfederalstatisticalpractices,approveda

directiveallowingpeopletocheckasmanyracialboxesastheybelieveapplytothem.
