”創(chuàng)始人鮑爾丁曾經(jīng)說(shuō)過(guò),人類(lèi)賴(lài)以生存的地球,是在無(wú)限空間中的無(wú)限小的飛船。人口、經(jīng)濟(jì)的持續(xù)增長(zhǎng)將最終使船上有限的資源消耗,人類(lèi)的生產(chǎn)和消費(fèi),廢物排放最終使飛船艙內(nèi)完全污染。因此,在考慮經(jīng)濟(jì)發(fā)展過(guò)程中,人類(lèi)必須在這個(gè)有限、狹窄、擁擠的星球上建立一個(gè)“飛船”經(jīng)濟(jì),也就是說(shuō),我們不應(yīng)允許資源枯竭,應(yīng)以各種材料回收利用的經(jīng)濟(jì)取代過(guò)去那種只限于“索取”和“獨(dú)占”的單向的經(jīng)濟(jì)。2.循環(huán)經(jīng)濟(jì)和綠色物流的行為規(guī)范。主要體現(xiàn)循環(huán)經(jīng)濟(jì)的發(fā)展, “減量化,再利用,再循環(huán)”的社會(huì)經(jīng)濟(jì)活動(dòng)的行為準(zhǔn)則。需要使用較少的原料和能源投入來(lái)達(dá)到既定的生產(chǎn)目的或消費(fèi)目的,從源頭節(jié)約資源和減少污染的產(chǎn)品和包裝容器,可以以初次使用的要求重復(fù)形式的生產(chǎn)該項(xiàng)目完成其使用功能,并重新成為資源參與經(jīng)濟(jì)周期。循環(huán)經(jīng)濟(jì)和綠色物流的相互影響,循環(huán)經(jīng)濟(jì)“減量化”的指導(dǎo)方針為減少資源消耗和廢物排放,從而減少無(wú)效的物流業(yè)務(wù)量,綠色物流系統(tǒng),以降低運(yùn)營(yíng)成本。循環(huán)經(jīng)濟(jì)“再利用,再循環(huán)”的指導(dǎo)方針需要綠色和高效的物流系統(tǒng)支持,以確保循環(huán)經(jīng)濟(jì)的順利流通。顯然,循環(huán)經(jīng)濟(jì)和綠色物流的發(fā)展是實(shí)現(xiàn)可持續(xù)發(fā)展的重要途徑,也是保護(hù)環(huán)境和減少污染的根本手段。循環(huán)經(jīng)濟(jì)和綠色物流,反映了人與自然之間的和諧,這將有助于推動(dòng)建設(shè)和諧社會(huì)。二、綠色建設(shè)的目標(biāo)和物流的特點(diǎn)綠色物流以減少對(duì)環(huán)境的污染、減少資源消耗為目的,利用先進(jìn)的物流技術(shù),規(guī)劃和實(shí)施運(yùn)輸、倉(cāng)儲(chǔ)、配送、裝卸搬運(yùn)、流通加工、包裝等物流活動(dòng)。綠色物流活動(dòng)包括社會(huì)對(duì)綠色物流管理和控制活動(dòng)。綠色物流與傳統(tǒng)物流相比,有其自身的特點(diǎn)和發(fā)展目標(biāo)。1.綠色物流的特點(diǎn)。綠色物流是現(xiàn)代物流的發(fā)展趨勢(shì)。綠色物流的發(fā)展不僅是一個(gè)國(guó)家的理性選擇,是企業(yè)應(yīng)對(duì)未來(lái)全球化的挑戰(zhàn),在競(jìng)爭(zhēng)中一個(gè)重要的機(jī)會(huì)。根據(jù)循環(huán)經(jīng)濟(jì)的理論和要求,與傳統(tǒng)物流相比,綠色物流具有以下幾個(gè)特點(diǎn):首先,追求環(huán)境效益的綠色物流與經(jīng)濟(jì)利益的雙贏局面,強(qiáng)調(diào)大局和長(zhǎng)遠(yuǎn)長(zhǎng)遠(yuǎn)利益,強(qiáng)調(diào)對(duì)環(huán)境的全方位關(guān)注,這直接反映企業(yè)的綠色形象。第二,環(huán)保成為整個(gè)綠色物流系統(tǒng)的評(píng)價(jià)全過(guò)程的有效的,合理的一個(gè)重要指標(biāo)。第三,既綠色運(yùn)輸,綠色物流,綠色存儲(chǔ),綠色包裝,綠色處理每一個(gè)物流業(yè)務(wù)流,而且還為實(shí)現(xiàn)資源的再利用進(jìn)行了廢物回收物流。第四,注重綠色物流企業(yè),尋求企業(yè)發(fā)展戰(zhàn)略的經(jīng)濟(jì)和環(huán)境的共生類(lèi)型之間的合作。2.綠色物流的發(fā)展目標(biāo)。作為一個(gè)新興產(chǎn)業(yè),現(xiàn)代物流業(yè),按商品空間實(shí)現(xiàn)其活動(dòng),時(shí)間的轉(zhuǎn)變而產(chǎn)生的運(yùn)輸,倉(cāng)儲(chǔ),配送,裝卸搬運(yùn),包裝,流通加工和信息處理單元等組成,涉及的供應(yīng)生產(chǎn),銷(xiāo)售,消費(fèi)等各個(gè)領(lǐng)域,取決于社會(huì)的大規(guī)模生產(chǎn)的專(zhuān)業(yè)化,集中和分散的市場(chǎng),全球化的迅速發(fā)展。綠色物流是從環(huán)境角度改善物流流程,形成一個(gè)共生環(huán)境為基礎(chǔ)的物流管理系統(tǒng)。在對(duì)地球環(huán)境的維護(hù)和保持可持續(xù)發(fā)展,根據(jù)原有的生產(chǎn)和物流,消費(fèi)和單向關(guān)系中物流的作用的變化抑制了物流事業(yè)的危害,對(duì)這種制度的建立環(huán)境的同時(shí),形成一個(gè)健康的經(jīng)濟(jì)發(fā)展可以促進(jìn)物流系統(tǒng)。因此,綠色物流建設(shè)目標(biāo)通過(guò)提高物流效率來(lái)提高服務(wù)水平,減少污染,減少資源消耗,降低成本,促進(jìn)循環(huán)經(jīng)濟(jì)和實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展,建設(shè)綠色物流。三、綠色物流基礎(chǔ)設(shè)施戰(zhàn)略根據(jù)循環(huán)經(jīng)濟(jì)的標(biāo)準(zhǔn),以實(shí)現(xiàn)經(jīng)濟(jì)的可持續(xù)發(fā)展,采取先進(jìn)的物流技術(shù)的優(yōu)勢(shì),前瞻性物流的物流規(guī)劃和科學(xué)管理,克服了時(shí)間和空間的障礙,綠色供應(yīng)、綠色生產(chǎn)、綠色消費(fèi)和其他活動(dòng)緊密結(jié)合起來(lái),以提供快速,高效的運(yùn)輸、倉(cāng)儲(chǔ)、配送、裝卸搬運(yùn)、包裝、流通加工和廢物回收利用,綠色物流活動(dòng),同時(shí)確保高水平的物流服務(wù),消除物流活動(dòng)的基礎(chǔ)各種非綠色因素對(duì)環(huán)境的污染。建設(shè)綠色物流行業(yè)的社會(huì)之間的關(guān)系,需要社會(huì)作為一個(gè)整體,特別是政府和企業(yè)的參與。1.政府層面的戰(zhàn)略。綠色物流建設(shè)中,政府作為公共部門(mén),采取的策略是宏觀經(jīng)濟(jì)的性質(zhì),旨在引導(dǎo)和規(guī)范物流市場(chǎng)。(1)通過(guò)輿論,建立綠色物流的概念。想法是開(kāi)展活動(dòng)的指南。由于私人成本和社會(huì)成本之間的矛盾,企業(yè)往往忽視推出掠奪性資源的非理性管理的社會(huì)利益,犧牲個(gè)人利益的短期利益。政府應(yīng)加強(qiáng)對(duì)經(jīng)濟(jì)周期的研究,提高公眾保護(hù)環(huán)境的重要性和緊迫性的認(rèn)識(shí),喚醒企業(yè),社會(huì)團(tuán)體和公眾的危機(jī)意識(shí),建立建設(shè)綠色物流的概念,創(chuàng)造一個(gè)良好的氛圍和社會(huì)環(huán)境。一方面引導(dǎo)消費(fèi)者的青睞自覺(jué)選擇節(jié)約資源,保護(hù)環(huán)境,生活方式和消費(fèi)模式,能源,水,廢物分類(lèi)及回收,減少一次性產(chǎn)品的使用和發(fā)展循環(huán)經(jīng)濟(jì),逐步成為密切相關(guān)活動(dòng)的所有公民的自覺(jué)行動(dòng);另一方面,鼓勵(lì)企業(yè)實(shí)施物流外包,共享專(zhuān)業(yè)化的結(jié)果和選擇第三方物流服務(wù),以避免在資金量的增加,用來(lái)使自己的物流和運(yùn)輸效率低下,流通環(huán)節(jié)復(fù)雜,企業(yè)的負(fù)擔(dān),增加了城市的污染問(wèn)題,以改善物流資源的高效利用。(2)通過(guò)政策引導(dǎo),發(fā)展綠色物流的技術(shù)標(biāo)準(zhǔn)。現(xiàn)代物流的特點(diǎn)是基于先進(jìn)的物流技術(shù),有沒(méi)有先進(jìn)的綠色物流技術(shù)支持,有沒(méi)有綠色物流的發(fā)展前景。建設(shè)不僅依賴(lài)于建立綠色理念,物流,政策的制定和遵守,但也離不開(kāi)綠色技術(shù)的掌握和應(yīng)用。政府應(yīng)該出臺(tái)政策,鼓勵(lì)綠色物流技術(shù)的開(kāi)發(fā)和應(yīng)用程序的強(qiáng)制性限制和淘汰非綠色物流技術(shù)標(biāo)準(zhǔn)。標(biāo)準(zhǔn)化是物流資源整合的基礎(chǔ)。目前,中國(guó)的非標(biāo)準(zhǔn)設(shè)施,設(shè)備和行為物流行業(yè)相當(dāng)普遍:第一,是指各類(lèi)設(shè)備標(biāo)準(zhǔn)不統(tǒng)一,設(shè)備之間的運(yùn)輸手段有限,開(kāi)展多式聯(lián)運(yùn)有限;
