垃圾管理計劃(新)

1、前 言INTRODUCTION1.本計劃根據(jù)國際海事組織制定的國際防止船舶污染公約73/78附則V第10條的要求編寫。This plan is written in accordance with the requirements Regulation 10 of Annex V of Pollution from Ships ,1973,as modified by the protocol of 1978 relating thereto(MARPOL73/78) by the International Maritime Organization. 2.本計劃包括了國際海事組織制定的“垃

2、圾管理計劃編制指南”所要求的全部資料和操作程序。This plan included all the requirements as stated in the Guidelines for the Development of Garbage Management plan by the International Maritime Organization.3.本計劃是為本船船員在船上使用，以船員使用的工作語言和英文編寫。This plan is used for the crew on board, and written in both Chinese and English.4.本船

3、船員應(yīng)嚴(yán)格按照本計劃的規(guī)定有效地管理垃圾，防止水域污染。Crew onboard should observe the requirements of the plan in order to prevent garbage pollution.第一章垃圾管理計劃實施人員職責(zé)Chapter I Duties of the persons of theimplementation of the plan1.總負(fù)責(zé)人職責(zé)Duties of the persons in full charge of carrying out the plan 本船垃圾管理計劃實施總負(fù)責(zé)人是本船船長，其主要職責(zé)是：T

4、he ships master is in full charge of implementation of the plan. His duties will include:（1）.負(fù)責(zé)垃圾管理計劃在船上的全面貫徹實施；Be in full charge of implementation of the plan;（2）.負(fù)責(zé)組織全體船員的培訓(xùn)、教育工作；Be in charge of the training and drilling for the crew;（3）.船舶發(fā)生垃圾污染事故時，組織船員進(jìn)行應(yīng)急處理并及時報告主管機關(guān)；Muster the crew to take emer

5、gency action when garbage pollution happens2.具體實施負(fù)責(zé)人職責(zé)The duties of the designated person本船垃圾管理計劃具體實施負(fù)責(zé)人是本船大副，其主要職責(zé)是：The chief officer is the designated person of the implementation of the plan, his duties will include:（1）.檢查“垃圾公告牌”是否符合要求；Ensuring placards are displayed in accordance with the Regula

6、tions specified in MARPOL 73/78;（2）.教育船員遵守船上垃圾管理計劃；Monitoring the crew to comply with the plan;（3）.根據(jù)設(shè)備功能進(jìn)行垃圾焚燒；Incineration of wastes in accordance with the equipment manufacturers instructions;（4）.聯(lián)系垃圾的岸上回收業(yè)務(wù)；Liaison the shore authorities for port reception facilities;（5）.按照規(guī)則的要求在記錄簿上填寫并簽字。Signing

7、 the garbage record book as required by the regulations.3.垃圾收集處理人員職責(zé)Duties of the persons in charge of collecting, handling garbage船上的大廚、水手長、機工負(fù)責(zé)垃圾的收集、處理工作。Ships chief cook, bosun and motor man is responsible for collecting and handling garbage.垃圾收集處理人員的職責(zé)包括：Their duties will include:（1）. 收集處理船上垃圾；C

8、ollecting, handling daily garbage;（2）.垃圾分類；Separating garbage;（3）.保持垃圾儲存點的衛(wèi)生。Cleaning the place of storing garbage.4.垃圾處理設(shè)備管理人員職責(zé)Duties of persons who operate the garbage handling equipment（1）.操作設(shè)備；Operating the equipment（2）.負(fù)責(zé)所管設(shè)備的維修保養(yǎng)，使其處于良好狀態(tài)。Maintenance the equipment and make them in good condit

9、ion.5.全體船員職責(zé)Duties of the crew on board.（1）.嚴(yán)格遵守垃圾管理計劃的要求；Observe the plan strictly;（2）.認(rèn)真參加垃圾管理計劃的培訓(xùn)和演習(xí)；Take part in the training and drilling;（3）.船舶發(fā)生垃圾污染事故時，按大副指令參加應(yīng)急處理工作。Take emergency actions when garbage pollution happens.第二章 法定要求Chapter II REGULATORY REQUIREMENTASMARPOL 73/78 附則V第10條Regulatio

10、n 10 of Annex V of MARPOL 73/78 reads as follows:第10條 Regulation 10公告標(biāo)牌、垃圾管理計劃和垃圾記錄Placards,Garbage management plans and garbage record-keeping1. 1總長在12米及以上的船舶，以及固定或浮動平臺，均須張貼公告牌，根據(jù)具體情況告知船員和乘客本附則第3、4、5和6條的排放要求。Every ship of 12 m or more in length overall and fixed or floating platforms shall display

11、placards which notify the crew and passengers of the discharge requirements of regulations 3, 4, 5 and 6 of this Annex, as applicable.1. 2 公告牌須使用船員的工作語言，對于航行于本公約其他締約國管轄權(quán)限范圍內(nèi)的港口或離岸式碼頭的船舶，還須使用英語、法語或西班牙語。The placards shall be written in the working language of the ships crew and, for ships engaged in v

12、oyages to ports or offshore terminals under the jurisdiction of other Parties to the Convention, shall also be in English, French or Spanish.2.100總噸及以上的船舶，經(jīng)核準(zhǔn)載運15人或以上的船舶，以及固定或浮動平臺，須配備垃圾管理計劃，且船員均須執(zhí)行。該管理計劃須提供書面的有關(guān)垃圾減少、收集、存儲、加工和處理，包括船上設(shè)施使用的程序。該計劃還須指定一名或多名人員負(fù)責(zé)執(zhí)行垃圾管理計劃。該計劃須基于本組織制定的導(dǎo)則并使用船員的工作語言。Every ship

13、 of 100 gross tonnage and above, and every ship which is certified to carry 15 or more persons, and fixed or floating platforms shall carry a garbage management plan which the crew shall follow. This plan shall provide written procedures for minimizing, collecting, storing, processing and disposing

14、of garbage, including the use of the equipment on board. It shall also designate the person or persons in charge of carrying out the plan. Such a plan shall be based on the guidelines developed by the Organization2 and written in the working language of the crew.3.駛向本公約其他締約國管轄權(quán)范圍內(nèi)的港口或離岸式碼頭的400總噸及以上的

15、船舶和經(jīng)核準(zhǔn)載運15人或以上的船舶，以及固定或浮動平臺，均須配備垃圾記錄薄。垃圾記錄薄無論是否為官方日志的一部分或其他形式，均須使用本附則附錄中規(guī)定的格式。Every ship of 400 gross tonnage and above and every ship which is certified to carry 15 or more persons engaged in voyages to ports or offshore terminals under the jurisdiction of another Party to the Convention and every

The Garbage Record Book, whether as a part of the ships official logbook or otherwise, shall be in the form specified in the appendix to this Annex:3.1每次排放入海或排至某一接收設(shè)施，或者完成的焚燒作業(yè)，須及時記錄在垃圾記錄薄中并且由主管高級船員在排放或焚燒作業(yè)的當(dāng)日簽署。垃圾記錄薄每頁記錄完成時須由船

17、長簽字。垃圾記錄薄須至少使用英語、法語或西班牙語填寫。如垃圾記錄薄同時還以船舶的船旗國官方語言填寫的，在出現(xiàn)爭執(zhí)或不一致情況時，須以船旗國官方語言填寫的為準(zhǔn)。Each discharge into the sea or to a reception facility, or a completed incineration, shall be promptly recorded in the Garbage Record Book and signed for on the date of the discharge or incineration by the officer in char

18、ge. Each completed page of the Garbage Record Book shall be signed by the master of the ship. The entries in the Garbage Record Book shall be at least in English, French or Spanish. Where the entries are also made in an official language of the State whose flag the ship is entitled to fly, the entri

19、es in that language shall prevail in case of a dispute or discrepancy3.2每次排放或焚燒作業(yè)記錄須包括日期和時間、船位、垃圾的種類以及排放或焚燒垃圾的估計量。The entry for each discharge or incineration shall include date and time, position of the ship, category of the garbage and the estimated amount discharged or incinerated3.3垃圾記錄薄須留存在船舶、固

20、定或浮動平臺上的適當(dāng)處所，以備在所有合理時間內(nèi)隨時可查。該記錄簿在完成最后一次記錄后須至少保留2年。The Garbage Record Book shall be kept on board the ship or the fixed or floating platform, and in such a place as to be readily available for inspection at all reasonable times. This document shall be preserved for a period of at least two years from

21、 the date of the last entry made in it3.4若發(fā)生本附則第7條所指的任何排放或意外滅失，須在垃圾記錄薄中予以記錄，或者對于400總噸以下的船舶，須在船舶官方日志中予以記錄。記錄包括排放或滅失的位置、環(huán)境和原因，排放或滅失物的詳情，以及避免或盡可能減少該類排放或滅失的合理預(yù)防措施。In the event of any discharge or accidental loss referred to in regulation 7 of this Annex an entry shall be made in the Garbage Record Book,

22、 or in the case of any ship of less than 400 gross tonnage, an entry shall be made in the ships official logbook, of the location, circumstances of, and the reasons for the discharge or loss, details of the items discharged or lost, and the reasonable precautions taken to prevent or minimize such di

23、scharge or accidental loss. 4.主管機關(guān)可對以下情況免除垃圾記錄薄的要求：The Administration may waive the requirements for Garbage Record Books for:4.1經(jīng)核準(zhǔn)載運15人或以上的、持續(xù)航行時間為一小時或以下的任何船舶；或Any ship engaged on voyages of one (1) hour or less in duration which is certified to carry 15 or more persons or 4.2固定或浮動平臺。Fixed or floa

24、ting platforms5.本公約締約國的主管當(dāng)局可對?？勘緡劭诨螂x岸式碼頭的、本條對其適用的任何船舶上的垃圾記錄簿或航海日志進(jìn)行檢查，并可將記錄簿中任何記錄制作副本，也可要求船長證明該副本是有關(guān)記錄的真實副本。所有經(jīng)船長證明是船舶垃圾記錄薄或船舶航日志某項記錄的真實副本，須可在任何的訴訟程序中作為該項記錄中所記錄事實的證據(jù)。主管當(dāng)局根據(jù)本款針對垃圾記錄薄或船舶官方日志的檢查以及制作被證明的副本須盡可能迅速進(jìn)行，不使船舶發(fā)生不當(dāng)延誤。The competent authority of the Government of a Party to the Convention may ins

25、pect the Garbage Record Books or ships official logbook on board any ship to which this regulation applies while the ship is in its ports or offshore terminals and may make a copy of any entry in those books, and may require the master of the ship to certify that the copy is a true copy of such an e

26、ntry. Any copy so made, which has been certified by the master of the ship as a true copy of an entry in the ships Garbage Record Book or ships official logbook, shall be admissible in any judicial proceedings as evidence of the facts stated in the entry. The inspection of a Garbage Record Book or s

27、hips official log-book and the taking of a certified copy by the competent authority under this paragraph shall be performed as expeditiously as possible without causing the ship to be unduly delayed6.當(dāng)發(fā)生第7.1.3項和7.1.4項所規(guī)定的可能會對海洋環(huán)境或航行帶來嚴(yán)重威脅的漁具意外滅失或拋棄時，須向該船的船旗國報告，如滅失或拋棄行為發(fā)生在某個沿岸國管轄水域內(nèi)，還須向該沿岸國報告。The ac

28、cidental loss or discharge of fishing gear as provided for in regulations 7.1.3 and 7.1.4 which poses a significant threat to the marine environment or navigation shall be reported to the State whose flag the ship is entitled to fly, and, where the loss or discharge occurs within waters subject to t

29、he jurisdiction of a coastal State, also to that coastal State.第三章 船舶垃圾及防污染Chapter III PREVENTION OF POLLUTION FROM GARBAGE1.為了確保經(jīng)濟(jì)效應(yīng)和環(huán)境保護(hù)，船舶垃圾管理人員應(yīng)合理調(diào)節(jié)以下工作：To achieve cost-effective and environmentally sound results, many garbage management planners use a combination of three complementary techniqu

30、es to manage garbage;1.1盡量減少垃圾的產(chǎn)生數(shù)量Source reduction 1.2垃圾的再利用Recycling, and1.3垃圾的處理Disposal of 2.公司應(yīng)提出船舶被供應(yīng)伙食/備件時，盡量減少原始垃圾，并對此實行獎勵制度以鼓勵。When requisitioning stores and provisions, shipping companies should encourage their suppliers to apply the sub-stitutionary principle in order to reduce, to the gr

31、eatest possible extent and at an early stage, the generation of garbage on board ships.3.船上的垃圾種類，根據(jù)MARPOL73/78附則V的分類。但可根據(jù)地區(qū)、國家或地方另分類，如：生活、航行、貨物、食品，檢修方面所產(chǎn)生的垃圾。船舶的垃圾按MARPOL73/78附則V第10條分成9大類。The ships garbage is made up of distinct components, some of which are addressed in MARPOL73/78, whilst others m

32、ay be addressed locally, nationally or regionally, e.g., domestic, operational, cargo-associated, food and maintenance wastes. In according to regulation 10 of MARPOL73/78 annex V, the garbage is divided into 9 categories.4.垃圾記錄簿及記錄Garbage record book and garbage record-keeping4.1按照附則V，船舶的垃圾記錄簿應(yīng)該是船舶

42、 the discharge or loss and general remarks.4.2.垃圾數(shù)量 Amount of garbage 船上的垃圾量應(yīng)以立方米估算，如可能，按照種類分別估算。垃圾記錄簿中多次提及垃圾的估算量。垃圾估算量的精準(zhǔn)度尚有待解釋，這是公認(rèn)的。估算量在垃圾處理前后會有不同。一些處理程序可能無法進(jìn)行數(shù)量估算，比如，食品廢棄物的連續(xù)處理。在記錄和解釋既有記錄時應(yīng)對這些因素予以考慮。The amount of garbage on board should be estimated in cubic metres, if possible separately accord

43、ing to category. The Garbage Record Book contains many references to estimated amount of garbage. It is recognized that the accuracy of estimating amounts of garbage is left to interpretation. Volume estimates will differ before and after processing. Some processing procedures may not allow for a us

44、able estimate of volume, e.g., the continuous processing of food waste. Such factors should be taken into consideration when making and interpreting entries made in a record.5.船舶垃圾管理原則及減少垃圾的措施The principal of garbage management and the measures taken to reduce garbage (1).本船垃圾采取分類收集和儲存，按不同要求加工和處理；Ga

46、sea; （4）.進(jìn)行垃圾處理作業(yè)時，按要求如實填寫垃圾記錄簿；Garbage record book should be record as its fact;（5）.全體船員盡量少帶容易產(chǎn)生垃圾的物品上船；Products which is liable to create garbage should be brought to ship as little as possible;（6）.盡可能選用可降解的包裝袋和可重復(fù)使用的容器包裝或儲存物品，以減少垃圾的產(chǎn)生量；Reusable bags and containers should be used so as to reduce g

50、nd separation為了收集和分類，船上在餐廳、廚房、衛(wèi)生間、盥洗間、船員生活區(qū)走廊、機艙、和甲板等處所設(shè)置了適當(dāng)?shù)挠忻黠@標(biāo)志的收集容器。Suitable marked receptacles shall be provided at proper place，such as dinning room，kitchen，toilet，wash room，accommodation passages，engine room and main deck.（1）“紅色”標(biāo)記的容器用于收集塑料和混有塑料品的垃圾；Receptacles marked with RED is used to coll

51、ect plastic garbage and garbage mixed with plastic；（2）“綠色”標(biāo)記的容器用于收集食品廢棄物；Receptacles marked with GREEN is used to collect food waste；（3）“藍(lán)色”標(biāo)記的容器用于收集能在海上處理的垃圾。Receptacles marked with BLUE is used to collect garbage which can be handle at sea。2.垃圾的來源與收集Source of garbage and collecting（1） 塑料制品（含塑料袋）：餐

52、廳、廚房、休息室、臥室及船舶備件的包裝材料為來源，各部門管理人員分類收集：Plastic wastes，including vinyl bags，are generated from galley，dining room，saloon and spare parts and are collected and separated by each responsible person；（2） 罐和瓶：餐廳、廚房、休息室、船員房間為來源，船員個人分類收集；Can and bottle wastes are generated in the galley，dining room，saloon and

53、 private rooms and collected and separated by each responsible person；（3） 食品：餐廳和廚房的水果、蔬菜、禽肉類、肉類為來源，由大廚分類收集；Food wastes are generated in the galley and dining room ，i.e.，any spoiled or unspoiled victual substances such as fruits，vegetables，dairy products，poultry，meat products，food scraps，food particl

54、es，and all other materials contaminated by such wastes and collected and separated by chief cook。（4） 有關(guān)貨物的垃圾：裝貨時的墊艙物料、木料、托盤、包裝材料等由甲板部人員負(fù)責(zé)分類收集；Cargo associated wastes are all materials which have become wastes as a result of use on board a ship for cargo stowage and handling。The cargo associated wast
