1、2013年教育系統(tǒng)基層單位領(lǐng)導(dǎo)班子和領(lǐng)導(dǎo)干部考核工作方案根據(jù)黨政領(lǐng)導(dǎo)干部考核工作暫行規(guī)定和中共xx區(qū)委組織部、xx區(qū)人力資源與社會(huì)保障局關(guān)于認(rèn)真做好2012年機(jī)關(guān)事業(yè)單位年度考核工作的通知要求,為切實(shí)做好2012年度全區(qū)教育系統(tǒng)基層單位領(lǐng)導(dǎo)班子和領(lǐng)導(dǎo)干部考核工作,特制定本方案。一、指導(dǎo)思想以黨的十八大精神為指導(dǎo),用科學(xué)發(fā)展觀統(tǒng)攬領(lǐng)導(dǎo)干部考核工作,實(shí)事求是地考核基層單位領(lǐng)導(dǎo)班子和領(lǐng)導(dǎo)干部,充分發(fā)揮考核評(píng)價(jià)的導(dǎo)向作用和監(jiān)督作用,全面評(píng)價(jià)領(lǐng)導(dǎo)干部工作績效,嚴(yán)格落實(shí)獎(jiǎng)懲措施,進(jìn)一步調(diào)動(dòng)基層單位領(lǐng)導(dǎo)干部干事創(chuàng)業(yè)的積極性和創(chuàng)造性,為促進(jìn)我區(qū)由教育資源大區(qū)向教育強(qiáng)區(qū)跨越提供有力的政治保證和組織保證。二、考核

2、對(duì)象考核對(duì)象主要是中層副職及以上領(lǐng)導(dǎo)干部(含校級(jí)協(xié)理員)、大隊(duì)輔導(dǎo)員。凡屬于病假累計(jì)超過半年、事假累計(jì)超過3個(gè)月和無故不上班超過1個(gè)月等三種情況之一的班子成員不參加考核。三、考核內(nèi)容(一)學(xué)校領(lǐng)導(dǎo)班子考核內(nèi)容包括政治思想工作、領(lǐng)導(dǎo)干部作風(fēng)建設(shè)、執(zhí)政能力建設(shè)和黨組織建設(shè),教育發(fā)展、師德師風(fēng)和精神文明建設(shè)等方面取得的成效,重點(diǎn)是班子執(zhí)行力、團(tuán)結(jié)協(xié)作、務(wù)實(shí)創(chuàng)新、廉潔勤政、工作績效等方面的內(nèi)容。(二)班子成員考核內(nèi)容包括“德、能、勤、績、廉”等方面的情況,主要是政治思想素質(zhì)、職業(yè)道德水平、組織領(lǐng)導(dǎo)能力、執(zhí)行能力、工作作風(fēng)、廉潔自律和履行崗位職責(zé)等方面的內(nèi)容。四、考核組組建9個(gè)考核組,組長分別由區(qū)教體局

3、副科級(jí)以上領(lǐng)導(dǎo)擔(dān)任,成員從機(jī)關(guān)干部中抽調(diào)。五、考核時(shí)間及方式(一)考核時(shí)間2013年1月22、23、24、25日四天。(二)考核方式1、個(gè)別訪談??己私M根據(jù)學(xué)校教職工人數(shù)分別抽取10-15名教職工進(jìn)行訪談。2、民主測(cè)評(píng)。組織召開全體教職工會(huì),由領(lǐng)導(dǎo)班子負(fù)責(zé)人代表班子進(jìn)行述職(其他中層副職及以上領(lǐng)導(dǎo)干部的書面述職交考核組帶回區(qū)教體局),然后進(jìn)行民主測(cè)評(píng)。3、查看資料。根據(jù)考核內(nèi)容,查看學(xué)校領(lǐng)導(dǎo)班子和領(lǐng)導(dǎo)干部個(gè)人資料(主要是班子成員的個(gè)人政治學(xué)習(xí)筆記,校長書記的讀書筆記、讀書體會(huì),支部生活會(huì)、領(lǐng)導(dǎo)班子會(huì)議記錄,支部會(huì)議記錄,師德教育活動(dòng)開展情況、師德考核情況,黨務(wù)政務(wù)公開工作開展情況等);抽查教師

4、個(gè)人政治學(xué)習(xí)筆記的書寫和批改情況。六、考核結(jié)果考核結(jié)果作為對(duì)領(lǐng)導(dǎo)班子評(píng)定、加強(qiáng)班子建設(shè)和干部使用、職務(wù)升降、獎(jiǎng)懲的重要依據(jù)。民主測(cè)評(píng)中,“一般”和“差”票率合計(jì)在45%以上或“差”票率在30%以上的領(lǐng)導(dǎo)班子,以及“基本稱職”和“不稱職”票率合計(jì)在45%以上或“不稱職”票率在30%以上的領(lǐng)導(dǎo)干部個(gè)人,局黨委將專門派出考察組對(duì)其進(jìn)行全面考察。屬于班子問題的,對(duì)班子主要領(lǐng)導(dǎo)進(jìn)行誡勉談話,督促問題整改,必要時(shí)采取組織措施予以調(diào)整;屬于個(gè)人原因的,根據(jù)有關(guān)規(guī)定,視情節(jié)輕重,作相應(yīng)處理。qcwa3ptgz7r4i30ka1dkaghn3xtkknbycudxqa7fhyi2chhi92tgkqcwa3pt
