It is als a threat t ur natinal security, t glbal security, t pverty eradicatin and t ecnmic prsperity.And we must agree a glbal deal in Paris net year. We simply cannt put

2、this ff any lnger.And I pay tribute t Secretary General Ban fr bringing everyne tgether here tday and frputting real fcus n this issue.Nw my cuntry, the United Kingdm, is playing its part.In fact, it was Margaret Thatcher wh was ne f the first wrld leaders t demand actin nclimate change, right here

3、at the United Natins 25 years ag.Nw since then, the UK has cut greenhuse gas emissins by ne quarter. We have createdthe wrlds first Climate Change Act. And as Prime Minister, I pledged that the gvernment Ilead wuld be the greenest gvernment ever. And I believe weve kept that re than dubled ur capaci

4、ty in renewable electricity in the last 4 years alne. Wenw have enugh slar t pwer almst a millin UK hmes. We have the wrlds leadingfinancial centre in carbn trading. And we have established the wrlds first green investmentbank. Weve invested 1 billin in Carbn Capture and Strage. And weve said n t an

5、y newcal withut Carbn Capture and Strage. We are investing in all frms f lwer carbn energyincluding shale gas and nuclear, with the first new ning n stream fr ageneratin.Nw, as a result f all that we are ding, we are n track t cut emissins by 80 per cent by2050. And we are playing ur rle internatina

6、lly as well, prviding nearly 4 billin f climatefinance ver 5 years as part f ur cmmitment t spend 0.7 per cent f ur Grse n aid. And we are ne f the nly cuntries in the advanced wrld t d that and tmeet ur prmises.We nw need the whle wrld thugh t step up t deliver a new, ambitius, glbal dealwhich keep

7、s the 2 degree gal within reach. Ill be pushing Eurpean Unin leaders t cme tParis with an ffer t cut emissins by at least 40 per cent by 2030.We knw frm Cpenhagen that we are nt just ging t turn up in Paris and reach a deal. Weneed t wrk hard nw t raise the level f ambitin and t wrk thrugh the diffi

8、cult issues.T achieve a deal we need all cuntries, all cuntries t make cmmitments t reduceemissins. ur agreement has t be legally binding, with prper rules and targets t hld eachther t accunt.We must prvide supprt t thse wh need it, particularly the prest and mst vulnerable.It is cmpletely unrealist

9、ic t epect develping cuntries t frg the high carbn rute tgrwth that s many Western cuntries enjyed, unless we supprt them t achieve greengrwth. Nw, if we get this right there need nt be a trade-ff between ecnmic grwth andreducing carbn emissins.We need t give business the certainty it needs t invest

10、 in lw carbn. That means fightingagainst the ecnmically and envirnmentally perverse fssil fuel subsidies which distrt freemarkets and rip ff tapayers. It means champining green free trade, slashing tariffs n thingslike slar panels. And it means giving business the fleibility t pick the right technlg

11、ies frtheir needs.In shrt we need a framewrk built n green grwth nt green tape.As plitical leaders we have a duty t think lng-term. When ffered clear scientific advice, weshuld listen t it. When faced with risks, we shuld insure against them. And when presentedwith an pprtunity t safeguard the lng-term future f ur planet and ur peple, weshuld seize it.S I wuld implre everyne t seize this pprtunity ver the cming year.
