1、篇一：市安委會關(guān)于開展安全生產(chǎn)大整治進(jìn)一步推進(jìn)“打非治違”專項行動的通知 （蘇安（2012） 7號）（1）蘇州市安全生產(chǎn)委員會蘇安（2012） 7號關(guān)于開展安全生產(chǎn)大整治進(jìn)一步推進(jìn)“打非治違”專項行動的通知各市（區(qū)）人民政府，蘇州工業(yè)囲區(qū)、蘇州髙新區(qū)、太倉港口管委會：市安委會各成員 單位，各有關(guān)部門根據(jù)市政府關(guān)于集中開展安全生產(chǎn)領(lǐng)域“打非治違”專項行動的通知（蘇府（2012） 109號）和市安委會關(guān)于印發(fā)全市十個重點領(lǐng)域集中開展安全生產(chǎn)“打非治違”專項行動 方案的通知（蘇安（2012） 6號）、關(guān)于印發(fā)“打非治違”專項行動辦公室工作方案扎實推 進(jìn)專項行動深入開展的通知（蘇安辦（2012） 5號

2、）精神，為進(jìn)一步推進(jìn)集中開展安全生產(chǎn) 領(lǐng)域“打非治違”專項行動工作，現(xiàn)就全市開展安全生產(chǎn)大整治活動通知如下一、整治目標(biāo)深入貫徹落實省委省政府、市委市政府領(lǐng)導(dǎo)指示批示精神，進(jìn)一步推進(jìn)安全生產(chǎn)領(lǐng)域“打 非治違”專項行動，有效整治影響安全生產(chǎn)的并類事故隱患、突出問題和薄弱環(huán)右，嚴(yán)格督 促企業(yè)單位落實安全生產(chǎn)主體責(zé)任，落實安全措施，強化安全基礎(chǔ)，切實控制和減少安全生產(chǎn)事故, 堅決杜絕重特大事故的發(fā)生。全市各地要以逍路交通、水上交通、消防安全、建筑施工、危險化學(xué)品、企業(yè)職業(yè)衛(wèi)生、 特種設(shè)備、冶金、旅游、接送學(xué)生車倆等十個重點行業(yè)領(lǐng)域為重點，對在檢查中發(fā)現(xiàn)的事故 隱患抓緊整治，當(dāng)?shù)卣拖嚓P(guān)部門要組織對重

3、大隱患進(jìn)行現(xiàn)場督辦，確保隱患得到及時有 效整改，著力解決和消除一批久拖不決的“老大難”問題。二、時間安排自2012年6月至7月，為期兩個月。三、整治重點（一）道路交通領(lǐng)域。重點整治疲勞駕駛、超速、超員、超載、超限行駛、高速公路違 停、不按規(guī)定線路行駛、無證駕駛、駕駛證與所駕車型不符、“醉駕”、“毒駕”等嚴(yán)重違法行 為，以及客貨運企業(yè)安全管理和駕駛?cè)藛T安全教育不到位等問題，打擊取締“黑車”、黑站”、 “黑班線”。（-）水上交通領(lǐng)域。重點整治非客運船載客、不具備營運資格船舶非法營運、未經(jīng)批 準(zhǔn)渡口非法渡船營運、?；反斑M(jìn)岀港及作業(yè)未申報、船舶未定期安全檢查、不按要求配 備船員或船員不適任、超限超

4、載不適航、大船小證，以及演業(yè)和農(nóng)業(yè)用船季節(jié)性從事旅游觀 光、非法載客航行等非法違法行為。（三）消防安全領(lǐng)域。重點整治新、改、擴建設(shè)工程未依法設(shè)計審核驗收投入使用，非法搭建建（構(gòu)）筑物，建設(shè)、設(shè)計、施工、監(jiān)理、消防設(shè)施 檢測等單位違反技術(shù)標(biāo)準(zhǔn)，生產(chǎn)經(jīng)營單位堵塞消防疏散通道，消防設(shè)施不完備，值班操作人 員無消防資格證書、不具備相應(yīng)技能，使用不合格或國家明令淘汰的消防產(chǎn)品等非法違法行 為。（四）建筑施工領(lǐng)域。重點整治非法從事建設(shè)，非法轉(zhuǎn)讓安全生產(chǎn)許可證，非法用工、 無證上崗，違章操作、違章指揮和違反勞動紀(jì)律，勞動防護(hù)用品配備不符合規(guī)定，重大基礎(chǔ) 設(shè)施建設(shè)制度不完善、管理措施不落實，未按程序辦理施工許

5、可，施工單位無資質(zhì)或超范國 承攬工程，違法分包、轉(zhuǎn)包等非法違法行為。（五）危險化學(xué)品領(lǐng)域。重點整治未經(jīng)正規(guī)設(shè)計、未通過安全條件審査進(jìn)行建設(shè)、投入 生產(chǎn)運行，無證無照、證照不全或過期、超范用生產(chǎn)經(jīng)營建設(shè)，未開展安全設(shè)施自動化改造, 危險作業(yè)無審批無監(jiān)控、變更程序不規(guī)范，現(xiàn)場安全警示標(biāo)志不淸、安全防護(hù)設(shè)施不全，未 開展重大危險源安全評估、報告?zhèn)浒?，未?jīng)培訓(xùn)無證上崗等非法違法行為。（六）企業(yè)職業(yè)衛(wèi)生領(lǐng)域。重點整治作業(yè)場所有毒有害因素未檢測，防護(hù)設(shè)施設(shè)程不符 合防護(hù)要求，職業(yè)病危害警示標(biāo)識、崗位操作規(guī)程未明示，未落實員工職業(yè)病危害告知，員 工未正確有效佩戴勞動防護(hù)用品，未按規(guī)左落實觸毒員工健康監(jiān)護(hù)并建

6、立員工健康監(jiān)護(hù)檔案, 使用有機溶劑MSDS內(nèi)容不規(guī)范或故意隱瞞、應(yīng)急防范措施不到位等非法違法行為。（七）特種設(shè)備領(lǐng)域。重點整治特種設(shè)備制造企業(yè)、評審機構(gòu)和檢驗機構(gòu)超范用生產(chǎn)、 無證生產(chǎn)、無證操作，氣瓶充裝、檢驗單位無證充裝、過期不檢、充裝超期報廢氣瓶和無條 碼氣瓶，特種設(shè)備使用、維保單位負(fù)責(zé)人和操作人員安全教育不到位，違章使用、違章操作、 違章指揮，以及電梯使用單位和維保單位組織安全技術(shù)評價檢測不規(guī)范等非法違法行為。（八）冶金行業(yè)。重點整治非法建設(shè)，無證無照、證照不全或過期從事生產(chǎn)經(jīng)營，特種 設(shè)備安全設(shè)施未經(jīng)過檢驗，法人代表、安全管理人員、特種作業(yè)人員未經(jīng)培訓(xùn)持證上崗，作 業(yè)現(xiàn)場管理混亂、崗位

7、安全操作規(guī)程缺失、安全防護(hù)措施不落實，使用國家明令淘汰的落后 生產(chǎn)工藝設(shè)備等非法違法行為。（九）旅游行業(yè)。重點整治旅游景區(qū)、旅游飯店、旅行社、旅行社租用旅游客車輛安全 管理不到位，游樂設(shè)施、特種設(shè)施設(shè)備安全隱患排査整改不及時，以及旅游單位安全生產(chǎn)責(zé) 任制不落實，安全基礎(chǔ)工作、安全教育培訓(xùn)薄弱，安全管理臺帳不健全、應(yīng)急預(yù)案不完備等 突出問題。（十）接送學(xué)生車輛。重點整治學(xué)校、校車服務(wù)提供單位在接送學(xué)生車輛管理上的組織 機構(gòu)和責(zé)任不落實，未獲得校車使用許可并取得校車標(biāo)牌車輛從事接送學(xué)生服務(wù)、接送學(xué)生 車輛未泄期進(jìn)行安全技術(shù)檢驗、駕駛?cè)瞬环蠗l件，以及使用拼裝或者達(dá)到報廢標(biāo)準(zhǔn)的機動 車接送學(xué)生等非法

8、違法行為。四、工作要求（-）加強組織領(lǐng)導(dǎo)。開展安全生產(chǎn)大整治活動，是進(jìn)一步推進(jìn)全市集中開展安全生產(chǎn) 領(lǐng)域打非治違”專項行動的的重要舉措。各市（區(qū)）政府、各相關(guān)部門、以及鄉(xiāng)鎮(zhèn)（街道） 一左要高度重視，領(lǐng)導(dǎo)班子成員都要繼續(xù)親自帶隊檢査，親自協(xié)調(diào)督辦，切實加強領(lǐng)導(dǎo)，把 組織好、落實好、開展好此次大整治作為當(dāng)前的一項重要工作任務(wù)來抓。（-）抓好督查指導(dǎo)。各市（區(qū)）和相關(guān)牽頭部門要組織對基層專項行動開展情況進(jìn)行 全而檢査，對重點地區(qū)、重點環(huán)節(jié)和突出問題要開展專項督查。要通過座談會、現(xiàn)場會、協(xié) 調(diào)會等方式，加強督促指導(dǎo)、促進(jìn)經(jīng)驗交流，及時發(fā)現(xiàn)并協(xié)調(diào)解決整治過程中的突岀問題。 要采取抽查、暗訪等手段，督促相

9、關(guān)單位有效整改隱患、消除違法行為。（三）嚴(yán)格整改措施。所有檢查督査活動都要有執(zhí)法文書、檢查記錄或會議紀(jì)要，記錄 中要包括隱患的基本情況、檢查的基本情況、執(zhí)法文書的出具情況、隱患的整改措施情況等， 并督促企業(yè)落實整改“五到位”措施。對整治中發(fā)現(xiàn)的類違法違規(guī)安全生產(chǎn)行為，要依法 依規(guī)及時打擊：對不能保證安全的，要采取責(zé)令停產(chǎn)停業(yè)整頓等措施，確保整治期間的安全。（四）及時匯總情況。務(wù)地、各相關(guān)部門要按照要求，及時對大整治活動和“打非治違” 情況進(jìn)行總結(jié)匯總，泄期通報工作進(jìn)展，切實落實“打非治違”工作責(zé)任。各市（區(qū)）對專 項行動進(jìn)展情況要做到一周一統(tǒng)計、一月一小結(jié)”：市相關(guān)牽頭部門也要按規(guī)定篇二：寧波
