The bidding scope includes main plant area geological exploration

9、for the second stage project, engineering design, equipment supply, staff training, project construction, equipment installation, test-run, trial production, start up of production, acceptance test and hand over.雇主采納EPC方式招標(biāo)，其內(nèi)容包括：主廠區(qū)二期的地質(zhì)勘探；工程設(shè)計(jì)；設(shè)備供貨；人員培訓(xùn)；施工；設(shè)備安裝；試車；試生產(chǎn)；投產(chǎn)；驗(yàn)收交付。ADOPTED STANDARDS AND

10、 CODES項(xiàng)目規(guī)范和標(biāo)準(zhǔn)According to the requirements of the bidding documents, Vietnam or China standards and codes shall be adopted. 按照招標(biāo)文件的要求，采納TISCO提供的越南標(biāo)準(zhǔn)和規(guī)范，假如TISCO不能提供相關(guān)的越南標(biāo)準(zhǔn)和規(guī)范，在工程設(shè)計(jì)、設(shè)備制造中將采納中國相應(yīng)的標(biāo)準(zhǔn)和規(guī)范。PROJECT CONSTRUCTION SHCEDULE項(xiàng)目實(shí)施進(jìn)度表The EPCs contractor shall complete their work within 30 months.Th

17、 trial production for main production lines, start up of the production, acceptance test and hand over. 承包商依照各分標(biāo)段的項(xiàng)目實(shí)施進(jìn)度表，分不提供場地的地質(zhì)勘探；工程的差不多設(shè)計(jì)、設(shè)備采購、供貨；廠房、設(shè)備基礎(chǔ)、管網(wǎng)的施工；設(shè)備的安裝、調(diào)試；人員培訓(xùn)；各主生產(chǎn)線的試車、試生產(chǎn)；投產(chǎn)；驗(yàn)收交付。The Contractor will employ Vietnam Sub-contractor to undertake the works of detailed geological surv

18、ey and carry out the foundation treatment (Unit price and norm according to Vietnam construction standard). If the total Sub-contract price plus the contractors management fee do not exceed the amount of 3,265,200 USD which is specified and assigned to such works under Contract, the Contractor will

19、bear the responsibility; otherwise, the additional cost shall be borne by the Employer. WORKING SCOPE OF CONTRACTOR承包商工作范圍According to the contents of 01# EPC package, the work scope of contractor is as the follows:按照01# EPC合同內(nèi)容，承包商工作范圍如下：2.1NEWLY CONSTRUCTED RAW FMATERIAL YARD 新建原料場

26、2.1.1Raw material yard is composed of a raw material piling yard and a material evenly blending yard, utility and auxiliary facilities, which undertakes the complex jobs such as materials receiving & unloading, storing, evenly blending for concentrated fine ore, coal, lump ore, flux, fuels etc. and

27、directly deliver qualified material, fuel used for sintering, coke making and iron making. All above mentioned incoming materials should have qualified particle size and there will be no sizing facilities in the plant.原料車間設(shè)有原料堆場及混勻料場。其承擔(dān)著燒結(jié)、焦化、高爐所用的精礦粉、煤、塊礦、熔劑、燃料等的受卸、儲存、混勻及將燒結(jié)、焦化、煉鐵所需合格原、燃料直接輸出等綜合作業(yè)

28、及其配套的公輔設(shè)施，無需磨準(zhǔn)器。SINTERING ENGINEERING燒結(jié)工程In order to meet the requirements for producing 500,000t/a casting billets for the TISCO second stage revamping and expansion project, one set of 550m3 blast furnace and the matched one set of 100m2 sintering machine as well as corresponding utilities shall b

29、e built up. 為滿足TISCO二期擴(kuò)建項(xiàng)目500,000t/a連鑄坯規(guī)模要求，新建1臺500m3高爐，為此配套建設(shè)1臺100m2燒結(jié)機(jī)及其配套的公輔設(shè)施。The grade of the sintering ore shall be 55% Fe content, and the capacity of sintering ore shall be 981,000t/a to meet the requirements for sintering ore by the blast furnace. 燒結(jié)礦含鐵品位為56%，燒結(jié)礦生產(chǎn)能力為981,000t/a,滿足高爐所需燒結(jié)礦的要求

30、。COKE MAKING ENGINEERING煉焦工程 One set of 45-battery coke oven with the capacity of 300,000 t/a metallurgical coke and by-products recovery system as well as matched utilities will be newly built.新建一臺年生產(chǎn)干焦炭300,000t/a的45battery焦?fàn)t及其副產(chǎn)品回收系統(tǒng)、配套的公輔系統(tǒng)。 2.4IRON MAKING ENGINEERING煉鐵工程One set of 550m3 blast fu

31、rnace will be built up newly to supply hot metal required for steel making by converter, in order to reach the target of producing 500,000t/a casting billets annually.新建一座500M3高爐，為煉鋼轉(zhuǎn)爐年產(chǎn)500,000T/A連鑄坯提供所需鐵水。Iron making engineering includes one set of 550m3 blast furnace, pig cast machine, coal inject

32、ion system, oxygen enrichment blowing system, mud mill, repairing facilities of hot metal ladles, and matched utilities. Annual output of hot metal will be 543,200tons. 煉鐵工程包括：一座500m3高爐、鑄鐵機(jī)、噴煤系統(tǒng)、富氧噴吹系統(tǒng)、碾泥機(jī)、鐵水罐維修等輔助設(shè)施及其配套的公輔設(shè)施。年產(chǎn)鐵水580,000t/a。STEEL MAKING & CONTINUOUS CASTING ENGINEERING煉鋼連鑄工程Main pro

33、cess equipment for the newly built steel making converter and continuous casting engineering are as follows: one set of 600t mixer, one set of 50t LD converter, and one set of 55t LF refining furnace, one set of R8m four-strand-caster, as well as matched utilities and auxiliary facilities. Annual pr

34、oduction capacity of continuous caster is 500,000tons billets.新建煉鋼轉(zhuǎn)爐連鑄工程，要緊工藝設(shè)備為：一座600t混鐵爐、一一座50tLD轉(zhuǎn)爐、一臺55tLF鋼包精煉爐、一臺R8m 4機(jī)4流方坯連鑄機(jī)及其配套的公輔設(shè)施。年生產(chǎn)能力為500,000t/a連鑄坯。OXYGEN GENERATING PROJECT制氧車間 One set of 6500m3/h oxygen generator will be newly built, plus the existing 3200m3/h oxygen generator oxygen g

35、enerator, the available oxygen amount can meet the requirements for oxygen, nitrogen and some part of argon of TISCO second stage revamping and expansion project , with extra 1600m3/h oxygen.新建一臺6500m3/h的制氧機(jī)，再加上原有3200m3/h還富余1600m3/h氧氣，能滿足二期擴(kuò)建項(xiàng)目的氧氣、氮?dú)夂筒糠謿鍤獾囊?。Newly built oxygen generating workshop co

36、nsists of one set of 6500m3/h oxygen generator, matched utilities and auxiliary facilities, piping network in the plant, as well as bottle filling equipment system with capacity of 2000 bottles/day and night (Oxygen bottles excluded).新建制氧車間包括一臺6500m3/h的 制氧機(jī)和配套工輔設(shè)施，廠區(qū)管網(wǎng)和日裝瓶2000的 罐裝設(shè)備系統(tǒng)。GENERAL LAYOUT

TISCO possesses coke making pla

44、nt, sinter plant, iron making plant, steel making plant, rolling mill plant as well as corresponding utilities and auxiliary facilities etc. Its annual output of iron and steel is about 200,000t and common carbon steel casting billet is about 250,000t.TISCO始建于1958年，是越南國有重點(diǎn)企業(yè)。TISCO現(xiàn)有焦化、燒結(jié)、煉鐵、煉鋼、軋鋼生產(chǎn)廠

45、和相應(yīng)的公輔設(shè)施等。年生產(chǎn)鋼、鐵約20萬噸，普碳鋼連鑄坯約25萬噸。In the plant there are railways and station yard of railway, and total railway length in the whole plant is about 60 km (including railway of mines). The railway transportation is the main transport means in the plant, complementary with roads, so the transportation

46、 in the plant is very convenience. 廠內(nèi)設(shè)有鐵路及鐵路站場，全廠共有鐵路約60公里（包括礦山鐵路），廠內(nèi)運(yùn)輸要緊以鐵路運(yùn)輸為主，并設(shè)有廠內(nèi)道路，交通運(yùn)輸極為便利。4.2DESIGN CONTENTS設(shè)計(jì)內(nèi)容Raw material yard, coke making plant, sinter plant, iron making plant, steel making and continuous casting plant form an complete system by themselves to produce 500,000t steel bil

47、lets annually. 原料場、焦化、燒結(jié)、煉鐵、煉鋼及連鑄，自成體系。GENERAL LAYOUT總圖The newly built raw material yard is located at the northwest of existing underground receiving bins of iron ore and ore powder, it occupies the place of original coal piling yard for coke making plant. The raw material yard consists of a materi

48、al evenly blending yard, piling yard of ores and coal, unloading facilities for train etc. Details refer to attached drawings.新建原料場布置在原有鐵礦石、礦粉地下受料倉的西北面，占用了原有焦化煤堆場的位置。原料場內(nèi)設(shè)有混勻料場，礦、煤堆場，火車等地下受料倉，詳見附圖。Newly constructed coke oven and its utilities are located at the northeast of original coke oven, detai

Turbid water pump station, deposition basin, cooling tower, mud milling room, switchgear station, coal powder injection facilities and wagon weigher are located at the southeast of the blast furnace.
