ThefaceofAmericaischangingliterally.AsformerPresidentClintonhassaid,"within30or40years,whentherewillbenosingleraceinthemajorityintheUnitedStates,wehadbestbereadyforit."Forhispart,Clintonispreparingforthattimebytalkingaboutracialtoleranceandthevirtuesofmulticulturalism.Othersaredebatingimmigrationpolicy.AlmostalldiscussionfocusesonthepotentialdivisivenessinherentinanationthatisnolongerapredominantlywhitecountrywithamostlyEuropeanancestry.
Butafootbehindthescenesisanothertrendthat,ifhandledcarefully,couldbringthecountryclosertogetherratherthandriveitapart.Thisquietdemographiccounter-revolutionisadramaticupsurgeinintermarriage.
Edmonston'sstudyprojectedthatby2050,21percentoftheU.S.populationwillbeofmixedracialorethnicancestry,upfromanestimateofsevenpercenttoday.Amongthird-generationHispanicandAsianAmericans,exogamy-marriageoutsideone'sethnicgrouportribeisatleast50percent,heandothersestimate.ExogamyremainsmuchlessprevalentamongAfricanAmericans,butithasincreasedenormously,fromabout1,5percentinthe1960sto8to10percenttoday.
Suchaprofounddemographicshiftcouldtakeplacewhilenoonewaswatchingbecause,officially,noonewaswatching.Federalagenciestraditionallycollectedracialdatausingaformula—oneperson,oneracesimilartothetime-honoredvotingprinciple.Thus,theCensusBureaucouldestimatethatoncensusformsnomorethantwopercentofthepopulationwouldclaimtobemultiracial.Intheabsenceofamorestraightforwardcount,noonecouldknowforsurewhatthedemographicsare.
That'sabouttochange.Afterthe2000census,theU.S.Governmentshouldhaveabetteridea.In1997,theOfficeofManagementandBudget,whichoverseesfederalstatisticalpractices,approvedadirectiveallowingpeopletocheckasmanyracialboxesastheybelieveapplytothem.Theshiftwasacompromisebetweenthedemandsofsomeinterestgroupsthatwantedtheadditionofa"multiracial"box,andthosethatobjectedtoanychange,fearingdilutionoftheirnumbers.
Meanwhile,intheabsenceofOfficialnumbers,withtheheightenedtensionsurroundingracialissues,andwiththemutualsuspicionthatexistsamongcompetingracialandethnicinterestgroups,there'slittleagreementonwhatintermarriagewillmeanforU.S.societyinthefuture.
