eanintegralpartofdisasterresponse,fillingthevoidinareaswherecellphoneservicewaslostwhilemillionsofAmericanslookedtoresourcesincludingandtokeepinformed,locatelovedones,notifyandexpressResearchershavenowstartedpublishingdataontheuseofsocialmediaindisasters,andlawmakersandsecurityexpertshavebeguntoassesshowemergencymanagementcanbestadapt.Thenewybookwillnotdoawaywiththeemergencybroadcastsystemandotherernmentefforts.Rather,itwillincorporatenewdatafromresearchers,federalagenciesandnonprofitsthathavebeguntorevealtheexactpenetrationofsocialmediaindisasters.TheFederalEmergencyManagementAgency(FEMA)wroteinits2013NationalPreparednessreportthatduringandimmediayfollowingHurricaneSandy,“userssentmorethan20millionSandy-relatedposts,or‘tweets,’despitethelossofcellphoneserviceduringthepeakofthestorm.”FollowingtheBostonMarathonbombings,onequarterofAmericansreportedlylookedto,andothersocialnetworkingsitesforinformation.WhentheBostonDepartmentposteditsfinal“CAPTURED!!!”tweetofthemanhunt,morethan140,000peopleretweetedit.Eachdisastersparksitsowncomplexweboffast-pacedinformationexchange.That’sagoodthing,saysMarkKeim,associatedirectorforscienceintheOfficeofEnvironmentalHealthEmergenciesattheU.S.CentersforDiseaseControlandPrevention(CDC),itcanbothimprovedisasterresponseandallowaffectedpopulationstotakecontroloftheirsituationaswellasfeelempowered.Drawingupaneffectivesocialmediastrategyandtweakingittofitanemergency,however,isacrucialpartofpreparednessnning,saysdisastersociologistnnetteSutton,aseniorresearchscientistattheUniversityofColoradoatColoradoSpringswhostudiessocialmediaincrisesanddisaster.FortheBostonMarathon,shefoundnoconsistenthashtagon,whichcanmaketrackingrelevantinformationdifficult.Evensearchingfortheword“Boston”mayfallshort,shesays,becauseitcouldleadtounrelatedmatterlikeBostontourismorfailtocapturerelevanttweetsthatdidnotincludethewordBoston.Aspartofdisasterpreparedness,shesays,itwouldbeusefultoteachthepublichowtousesocialmediaeffectively,howtogetinformationfromtheWebandalsohowtoputoutusefulinformation.Allthefast-pacedinformationavailableviasocialmediadoesposeinherentriskswhennavigatingemergencysituations.Oneistherapidspreadofmisinformation—aswasthecaseaftertheBostonbombingswiththeidentificationofamissingmanasapossible.Althoughmistakesoftengetfixedviathe“Wikipediaeffect,”inwhichotheruserscorrecttheerrors,Suttonnotesthatfalseinformationcaneasilygoviral.Anotherkeyriskisscammersusingsocialmediatostealcash.TheFBIhaswarnedthatsocialmediacanalsobealucrativetformforscamsthatcropupinthewakeoftragedy.AftertheNewtown,Conn.,schoolshooting,forexample,theFBIarrestedawomanwhoallegedlyclaimedtobetherelativeofadeadvictimandsolicitedmoneyviaandothersources.TextIt’snosecretthatthejobofapoliticalpollsterisgettingharderandhardereveryelectioncycle.Peoplearecuttingthelandline,andregulationsmakeitincrediblyhardforpollsterstoreachvotersontheircellphones.MassonslaughtsofgetoutthevotephonecallsnearElectionDayswampphonelinesandmakevotersrecoilfromtheideaofactuallypickingupthephone.Findingvoterswhoarewillingtotalkabouttheirattitudesandbeliefsonpoliticsoverthephoneisanincreasinglydifficultchallenge.It’shardoutthereforapollsterthesedays.Advancesincomputingallowustoyzehugetiesofunstructureddata(think“myrandom140charactermusings”insteadof“myclearanswertoayesornoquestion”).Culturally,peoplearemoreandmorecomfortableputtingitalloutthereonline,fromtheirtastesinmusictotheirpoliticalpreferences.Nottomention,samplescanbeenormous,dwarfingthe“smalldata”samplesofapollsterwhointerviewsathousandregisteredvoters.Technologicalinnovationandaculturalshifttowardsharing(andoversharing)makeitpossibleforresearcherstoassesswhatpeoplethinkwithouthavingtogotothetroubleofactuallyaskingquestions.OrdotheyThisweek,thePewResearchCenterisoutwithastudythrowingcoldwaterontheideathatyzingdatafromsourceslikecanbeanaccuratesubstituteformoretraditionalresearchmethods.TheyfindthatTweetsareinconsistentinhowtheymatchupwithpollingdata.usersweremoreexcitedthanAmericanvotersasawholeaboutthereelectionofBarackObama.Meanwhile,PewfindsthatuserswerelessexcitedaboutObama’sinauguraladdressthantheirpollrespondents.Ifthechallengesfacingmoretraditional“smalldata”pollstersareactuallyprettybig,thechallengesfacing“bigdata”ystsarehugeinthisarea.Itseemsobviousthatthedemographicsoftheuniverseof“peopleTweetingabouttheinauguraladdress”mightbedifferentfromtheuniverseof“registeredvotersnationwide.”Whiletraditionalpollsterscangetasenseoftherace,age,andgenderoftheirsamplesandmakecorrectionsaccordingly,it’salothardertoknowallthedemographicdatabehindtheTweetsbeingyzed.Nottomention,it’smuchlessclearwhatcountsasa“positive”or“negative”Tweetinanygivencontext,andthatthisupordownvoteapproachtosentimentysismightbetoobluntaninstrumenttobeuseful.Astechnologymovesforward,sotoomustthewaypeoplegatherinformationaboutpublicopinion.Butdon’tcountthe“smalldata”pollsoutquiteyet.Whilesomehighprofilemissesbypoliticalpollstersraisedimportantquestionsabouthowaccurateelectionpollsreallyare,quiteafewpollstersmanagedtogetitveryclosetoright
