AGREEMENTOFINSPECTIONOFSHIPCOATING船舶Vessel:53000DWTBulkCarrier船號HullNo.:CX4231船旗國/注冊港:中國/上海Flag/Port::China/Shanghai船級社Class:CCS本協(xié)議當(dāng)事方為:Thepartiesheretoare:船東ShipOwner船廠Shipyard(builder)油漆商CoatingManufacture海水專用壓載艙的表面處理和涂裝過程的檢驗(yàn)已由船東、船廠和油漆商達(dá)成一致,并且符合IMO海安會決議MSC.215(82)的相關(guān)要求。更多的細(xì)節(jié),參見本協(xié)議的具體規(guī)定。TheinspectionofsurfacepreparationandcoatingprocessesfordedicatedseawaterballasttankshaveagreeduponbetweentheShipOwner,theShipyard(Builder)andtheCoatingManufactureandshallbeaccordancewithIMOResolutionMSC.215(82).Forfurtherdetails,pleaserefertothesubsequentpagesofthisdocument.本協(xié)議的副本將提交CCS船級社審查,本協(xié)議將包括在涂層技術(shù)文件(CTF)中。Acopyofthisagreement,signedbyallparties,shallbepresentedtotheCCSforreview,andtheinspectionagreementshallbeincludedtotheCoatingTechnicalFile(CTF).中船船舶修造有限公司(以下簡稱“船廠”)將為上海時代航運(yùn)有限公司(以下簡稱“船東”)建造53000DWT散貨船(船廠編號為CX4231),其專用海水壓載艙將采用龐貝捷涂料(昆山)有限公司(以下簡稱“油漆商”)的產(chǎn)品。為保證船舶建造滿足IMO海安會MSC.215(82)決議通過的“所有類型船舶專用海水壓載艙和散貨船雙舷側(cè)處所保護(hù)涂層性能標(biāo)準(zhǔn)(以下簡稱PSPC)”的要求,船東、船廠和油漆商通過友好協(xié)商,達(dá)成以下一致協(xié)議。ChengxiShipyardCo.Ltd.(hereinaftercalledBuilder)shallbebuiltthe53000DWTbulkcarrier(HullNo.isCX4231)forShanghaiTimeShippingsCo.Ltd.(hereinaftercalledShipOwner),andthededicatedseawaterballasttanksofthevesselshallusethepaintproductswhichprovidedbyPPGCoatings(Kunshan)CO.Ltd.(hereinaftercalledCoatingManufacturer).InordertocomplywiththerequirementsofIMOresolutionMSC.215(82)“PerformanceStandardforProtectiveCoatingsfordedicatedseawaterballasttanksinalltypesofshipsanddouble-sideskinspacesofbulkcarriers”(hereinafterreferredtoasPSPC),theShipOwner,theBuilderandtheCoatingManufacturerhasbeenagreedthefollowingagreementafterfriendlyconsulted.(譯注:PSPC的英文全稱是performancestandardofprotectivecoatings,系所有類型船舶專用海水壓載艙和散貨船雙舷側(cè)處所保護(hù)涂層性能標(biāo)準(zhǔn))總則GeneralPrinciples■本協(xié)議是在滿足PSPC技術(shù)要求的前提下,遵循國際造船涂裝的慣例,參照了下述標(biāo)準(zhǔn)和文件的有關(guān)規(guī)定來制定的。對于下述標(biāo)準(zhǔn)和文件之外新的規(guī)范和/或規(guī)則要求,船東和船廠將按照造船合同的相關(guān)章節(jié)進(jìn)行協(xié)商。TheagreementisconsideredforthepurposeofPSPCrequirement,accordingtoInternationalcoatingstandardsandrefertorequirementsofdocumentsasfollowing.Incaseofanyfurtherrequirementsarisedbynewruleand/orregulation,theShipOwnerandtheBuildershallfurtherdiscussedandsettlethismatterrefertothebuildingcontract.IACSPR34"關(guān)于在IACS散貨船和油船結(jié)構(gòu)共同規(guī)范中實(shí)施MSC.215(82)決議通過的IMO保護(hù)涂層性能標(biāo)準(zhǔn)(PSPC)的IACS程序要求”;IACSPR34:IACSProceduralRequirementonApplicationoftheIMOPerformanceStandardforProtectiveCoatings(PSPC),ResolutionMSC.215(82),underIACSCommonStructuralRulesforBulkCarriersandOilTankers;IACSUISC223"實(shí)施MSC.215(82)決議通過的保護(hù)涂層性能標(biāo)準(zhǔn)(PSPC)的統(tǒng)?解釋”;IACSUISC223:ForApplicationofSOLASRegulationII-1/3-2PerformanceStandardforProtectiveCoatings(PSPC)forDedicatedSeawaterBallastTanksinAllTypesofShipsandDouble-sideSkinSpacesofBulkCarriers,adoptedbyResolutionMSC.215(82);2、相關(guān)的ISO標(biāo)準(zhǔn);RelationalStandardsofISO;簽署本協(xié)議的目的是保證船舶涂層的質(zhì)量滿足PSPC的要求,避免在標(biāo)準(zhǔn)執(zhí)行過程中產(chǎn)生不必要的爭議。TheobjectiveoftheagreementistoensurethatthepurposeofPSPCrequirementisadequatelyapplied,avoidinganydiscrepancyunnecessaryproducedintheimplementprocessofPSPC.本協(xié)議經(jīng)船東、船廠和油漆商三方的主管人員簽字確認(rèn)后,將由船廠提交CCS船級社審查備案。AftersignedbyShipOwner,BuilderandCoatingManufacturer,theagreementshallbesubmittedbytheBuildertoCCSforreview.涂層檢查員CoatingInspector為確保符合PSPC要求,涂裝檢查工作將由船廠派出的檢查團(tuán)隊(duì)負(fù)責(zé):ToensurecompliancewithPSPCstandard,thecoatinginspectionsshallbecarriedoutbytheBuilder’scoatinginspectionteamconsistingof:資質(zhì)檢查員:_先生,具有表面處理質(zhì)檢員檢查員III級證書,證書編號為_;他將擔(dān)任涂裝檢查主管并將負(fù)責(zé)簽署檢查結(jié)果;他已經(jīng)通過培訓(xùn)掌握了PSPC的相關(guān)內(nèi)容。QualifiedInspector:Mr._,certifiedtoFROSIOInspectorLevelIII(CertificateNo._),whichshallbeinchargeofthecoatinginspectionsandshallbetheonetoconfirmtheresultsfrominspections.HehasbeentrainedtohaveknowledgeofthePSPC.(譯注:FROSIO”是挪威文的縮寫,意思:挪威表面處理質(zhì)檢員培訓(xùn)發(fā)證專業(yè)委員會。是為挪威工業(yè)標(biāo)準(zhǔn)NS-476—《表面處理質(zhì)檢員認(rèn)可準(zhǔn)則》而設(shè)置的。)助理檢查員:將在資質(zhì)檢查員的監(jiān)督和指導(dǎo)下完成涂層檢查工作,并獲得資質(zhì)檢查員的滿意;他們已經(jīng)通過培訓(xùn)掌握了PSPC的相關(guān)內(nèi)容。AssistantInspector:TheAssistantInspectorsshallbecarriedouttheinspectionundertheQualifiedInspector’ssupervisionandguidance,andshallbegainedtheQualifiedInspector’ssatisfaction.TheyhavealsobeentrainedtohaveknowledgeofthePSPC.資質(zhì)檢查員和助理檢查員的選擇應(yīng)由船廠決定最終決定。ThechoiceoftheQualifiedInspectorandAssistantInspectorshallbefinallydecidedbytheBuilder.如果檢查員要求增加本協(xié)議要求以外的試驗(yàn)、測定和檢驗(yàn),檢查員要有明確的理由方可進(jìn)行。Thecoatinginspectorsmaynotrequireanyadditionaltest,measurementandinspectionbeyondtherequirementofthissectionunlesstheyhavereasonablereasons.3、質(zhì)量檢查QualityInspection任何在檢查協(xié)議中的一方都有權(quán)要求更換在船舶建造進(jìn)程中被認(rèn)為不適合或不理想的檢查員,如果協(xié)議中的兩方認(rèn)為這樣的要求是合理的,涉及的不適合檢查員應(yīng)在兩周內(nèi)更換。AnyofthepartiesinvolvedintheinspectionagreementhavetherighttorequestforreplacementoftheInspectorwhoisdeemedunsuitableorunsatisfactory.Ifanytwoofthethreepartiestothisagreementconsiderthatsucharequestisjustified,thementionedunsuitableInspectorshallbereplacedwithintwoweeks.油漆商的現(xiàn)場服務(wù)代表將協(xié)助船廠檢查員進(jìn)行工作,并進(jìn)行提供技術(shù)支撐;船東代表對檢查員的工作有監(jiān)督的權(quán)力,可隨時對檢查結(jié)果進(jìn)行抽查核實(shí)。ThesitetechnicalservicerepresentativeofCoatingManufactureshallbeassistedtheInspectorstocarryouttheinspectionandsupplytechnicalsupport.TheShipowner’srepresentativeshallbesupervisedtheinspectionworkingofInspectors,andmayspotchecktheinspectionresultsatanymoment.4、爭議處理Arbitration在涂裝檢查過程中,當(dāng)船東、船廠和油漆商三方檢驗(yàn)結(jié)果不一致時,三方將進(jìn)行友好協(xié)商:如果其中兩方達(dá)成一致,則視兩方結(jié)果為最終檢驗(yàn)結(jié)果,如果三方無法達(dá)到一致意見,將由船廠資質(zhì)檢查員作為最終裁決方來決定檢查結(jié)果。整個過程和最后結(jié)果記錄在涂層技術(shù)文件(CTF)中。DuringCoatingInspection,iftheShipOwner,BuilderandCoatingManufacturercan’tgetanagreementontheinspectionresults,thenthethreepartiesshallbenegotiatetogether:iftheresultsanytwopartiesgotincommonshallbethefinalandbindinguponthepartieshereto,ifstillcan’tgetanagreementthenthefinalarbitrationcomesfromtheQualifiedInspector.TheresultshallberecordedintheCoatingTechnicalFile(CTF).在處理現(xiàn)場爭議問題時,船東、船廠和油漆商三方代表必須具有滿足NACE檢驗(yàn)員2級、FROSIO檢驗(yàn)員III級或CCMCIC(中國船舶涂層檢查員資格認(rèn)證委員會)檢查員II級資質(zhì)。AlltherepresentativeswhoresolvesdisputedissuesduringCoatingapplicationinpresenceoftheShipOwner,BuilderandCoatingManufacturermustbethequalifiedcoatinginspectorscertifiedtoNACECoatingInspectorLevel2,FROSIOInspectorLevelIIIorCCMCICII.5、涂層技術(shù)文件CoatingTechnicalFile(CTF)最終的涂層技術(shù)文件(CTF)可以用中文描述,但是必須有英文翻譯。ThefinalCoatingTechnicalFile(CTF)maybewritteninChinesebutEnglishtranslationisrequired.涂層技術(shù)文件(CTF)將由船廠負(fù)責(zé)編制,并在交船前提交CCS船級社認(rèn)可,油漆商應(yīng)提供支持。TheBuildershallbecompiledthecoatingTechnicalFile(CTF)andsubmittheCTFtoCCSforapprovalbeforevesseldelivery,andtheCoatingManufacturershallbesuppliedsupport.涂層技術(shù)文件具體包括內(nèi)容見表4“涂層技術(shù)文件內(nèi)容”。TheListifCoatingTechnicalFilepleaseseeTable.4.5、文本與生效LanguageandEffective本協(xié)議是用中文和英文書寫的,若有矛盾,以中文為準(zhǔn)。TheagreementiswritteninChineseandinEnglish.Bothlanguageversionsareequallyauthentic.Intheeventofanydiscrepancybetweenthetwoaforementionedversions,theChineseversionshallprevail.本協(xié)議由船東、船廠和油漆商三方共同簽署方可生效;本協(xié)議一式三份,三方各執(zhí)一份。TheagreementshallbeeffectiveafterShipOwner,BuilderandCoatingManufacturersigned.Theagreementshallbeexecutedinthreeoriginals,threepartiesshalleachholdoneoriginal.6、附件Appendix本協(xié)議附件:涂裝質(zhì)量檢查技術(shù)要求TheappendixherewithisInspectionRequirementsofCoatingQuality.本文件之簽署人已詳細(xì)閱讀上述之協(xié)議,并獲得充分授權(quán)后,代表雙方當(dāng)事人締結(jié)之,特此為證。AllsignatoriesheretoacknowledgethattheyhavereadtheforegoingAgreementandbytheirinitialsandsignaturethattheyhavefullandcompleteauthoritytoexecutethedocumentforandinthenameofthepartyforwhichtheyhavegiventheirsignature.船東代表簽署ShipOwner(Signature)船廠代表簽署Shipyard(builder)(Signature)油漆商代表簽署CoatingManufacture(Signature)附件:APPENDIX涂裝質(zhì)量檢查技術(shù)要求InspectionRequirementsofCoatingQuality鋼材預(yù)處理階段PrimarySurfacePreparation(PSP)Stage環(huán)境條件:一般來說相對濕度需在85%以下,鋼板表面溫度需高于露點(diǎn)溫度3℃以上,具體將根據(jù)油漆商的推薦;每月定期檢查一次。Environmentcondition:Generaltheatmosphererelativehumiditymustnotexceed85%andthetemperatureofsteelsurfacemustbeatleast3℃higherthanthedewpoint,detailedinformationshallbeaccordedtotheCoatingManufacture’srecommendation.,andshallbecarriedoutoneperiodiccheckpermonth.除銹等級:鋼板需拋丸除銹至ISO8501-1標(biāo)準(zhǔn)規(guī)定中的Sa21/2級,每月選擇1張鋼板定期檢查一次。De-rustinggrade:allsteelplatesshallbeshotblastedtotheSa21/2accordingwithISO8501-1,andshallbecarriedoutoneperiodiccheckpermonth(selectonesteelplate).表面粗糙度:鋼板除銹后,表面粗糙度需達(dá)到規(guī)定的30-75微米按照ISO8503-1/2標(biāo)準(zhǔn)),每月選擇1張鋼板定期檢查一次。SurfaceProfile:afterblasting,thesurfaceprofileshouldbebetween30-75micronsaccordingwithISO8503-1/2,andshallbecarriedoutoneperiodiccheckpermonth(selectonesteelplate).水溶性鹽檢測Watersolublesaltstest預(yù)處理后鋼材表面水溶性鹽的檢測應(yīng)使用ISO8502-9標(biāo)準(zhǔn)規(guī)定的方式。Afterthesurfacepreparation,thesolublesalttestshallbeusedthemethodwhichspecificintheISO8502-9standard.預(yù)處理時鹽分測量應(yīng)每月抽樣檢測1次,選三張拋丸處理后的鋼板測量,每張鋼板隨機(jī)測量1點(diǎn):RandomcheckingbyInspectorwillbeonceamonth.Threepiecessteelplateswillbeselectedafterblastingandonespotoneachplatewillbeselectedforsolublesalttest.a)若3個測量點(diǎn)都小于或等于50毫克/平方米,則視為本周所有鋼板預(yù)處理都是合格的 一Ifallthethreemeasuredvaluesofsaltcontentsonthreepiecessteelplatesarebelow50mg/m2,thesaltcontentsonallthesteelplatesatprimarysurfacepreparationstageatthisweekareacceptable.若2個及所有3個測量點(diǎn)都在50毫克/平方米以上,則視為該周鋼板處理不合格。Iftwoorallofthesethreemeasuredvaluesareabove50mg/m2,saltcontentsonsteelplatesatprimarysurfacepreparationstageatthisweekarenotacceptable.當(dāng)一個測量點(diǎn)在50毫克/平方米以上時,將另選2張鋼板進(jìn)行測量,該2點(diǎn)都小于或等于50毫克/平方米可視為該周鋼板處理合格,其中一點(diǎn)在50毫克/平方米以上,即判為該周鋼板處理不合格。Ifonlyoneofthethreemeasuredvaluesisabove50mg/m2,thenanothertwopiecesofdealtsteelplatesshallbeselectedrandomlyandre-measuredasstatedabove.Ifthistworemeasuredvaluesarebelow50mg/m2,thenthesaltcontentsonallthesteelplatesatprimarysurfacepreparationstageatthisweekareacceptable.Otherwise,saltcontentsonsteelplatesatprimarysurfacepreparationstageatthisweekarenotacceptable.對于預(yù)處理不合格的鋼材應(yīng)采取措施直至合格。Thecorrectiveactionsshallbeimplementtosatisfytherequirementforthenotacceptablesteelplates.車間底漆干膜厚度:干膜厚度需滿足涂料產(chǎn)品技術(shù)數(shù)據(jù)表的要求,每月定期檢查一次。Dryfilmthicknessofshopprimer:theDFTshallbecompliedwiththerequirementoftheTechnicalDataSheet,andshallbecarriedoutoneperiodiccheckpermonth..結(jié)構(gòu)處理StructureTreatment鋼板表面涂裝前進(jìn)行結(jié)構(gòu)性處理,應(yīng)去除毛邊、焊接飛濺物和其它任何的表面污染物。Thesteelsurfacebeforecoatingshallberemovedsharpedges,weldspattersandanyothersurfacecontaminant.涂裝前鋼材自由邊緣應(yīng)處理成半徑至少為2mm的圓角,或經(jīng)過三次打磨,或至少經(jīng)過等效的處理。Edgestobetreatedtoaroundedradiusofminimum2mmorsubjectedtothreepassgrindingoratleastequivalentprocessbeforepainting.結(jié)構(gòu)處理參見表1"結(jié)構(gòu)處理圖例”圓角,表中未明確部位按照ISO8501-3標(biāo)準(zhǔn)中P2級進(jìn)行處理。StructuretreatmentpleaseseeTable1”StructureTreatmentIllustration”,otherlocationsshallbetreatedtoP2gradeofISO8501-3standard.分段階段TheBlockStage二次表面處理SecondarySurfacePreparation(SSP)車間底漆損壞區(qū)域和焊縫處將噴砂處理到Sa21/2級,除銹后表面粗糙度控制達(dá)到30-75口m(按照ISO8503-1/2標(biāo)準(zhǔn))。ThedamagedofshopprimerandweldseamsshallbeblastedtoSa21/2.Afterblastingthesurfaceprofileshouldbebetween30-75口maccordingwithISO8503-1/2standard.因TH-2硅酸鋅車間底漆已和主涂層組成的整體涂層系統(tǒng)已通過涂層合格試驗(yàn),所以完整的車間底漆可以保留;保留的車間底漆應(yīng)采用掃掠式噴砂進(jìn)行清理。TheTH-2silicatezincshopprimerhaspassedtestwithmaincoatingsystem,theintactshopprimercanberetained,theretainedshopprimershallbecleanedbysweepblasting.表面粗糙度:除銹后表面粗糙度應(yīng)達(dá)到30-75微米,每只分段抽查一個點(diǎn)。SurfaceProfile:afterblasting,thesurfaceprofileshouldbebetween30-75microns,andonespotcheckperblock.水溶性鹽檢測:分段沖砂后,隨機(jī)抽取一點(diǎn)(該隨機(jī)測量點(diǎn)必須是三方都無爭議的點(diǎn))進(jìn)行鹽分測量,測量結(jié)果小于或等于50mg/m2即認(rèn)為合格;如果超過50mg/m2可再選擇兩點(diǎn)測量(但該超標(biāo)點(diǎn)區(qū)域要用淡水或等效方法處理),如果兩點(diǎn)都合格即認(rèn)為合格,其中有一點(diǎn)不合格即判定為不合格。對于不合格的分段應(yīng)進(jìn)行沖水清洗或等效方法處理。Watersolublesaltscontentmeasurement:aftersecondarysurfacepreparationatblockstage,onespotpoint(thespotpointshallbenodisputedbythreeparties)onthisblockwillbeselectedforthemeasurementofsaltcontent.Ifthemeasuredvalueofsaltcontentsisbelow50mg/m2,saltcontentsonsurfaceofthisblockareacceptableatsecondarysurfacepreparationstage.Otherwise,anothertwospotpointsofthisblockwillbeselectedforthemeasurementofsaltcontent(butthefailedareashouldbecleanedwithfreshwaterorequivalent).Ifthistwomeasuredvaluesarebelow50mg/m2,thesaltcontentsonthisblockareacceptable.Otherwise,saltcontentsofthisblockarenotacceptedandthisblockshouldbewashedbyfreshwaterorequivalentatsecondarysurfacepreparationstage.灰塵:表面灰塵顆粒大小為“3”、“4”或“5”的灰塵分布量應(yīng)達(dá)到1級,在不用放大鏡的條件下,待涂表面可見的更小顆粒的灰塵應(yīng)去除。本船采用目視測量來評判灰塵,即肉眼看不見明顯的灰塵時即為合格,當(dāng)有爭議時采用ISO8502-3:1993中規(guī)定的貼膠紙方式每只分段抽查一個點(diǎn)。Dust:Dustquantityrating“1”fordustsizeclass“3”,“4”or“5”,lowerdustsizeclassesshallberemovedifvisibleonthesurfacetobecoatedwithoutmagnification.Thisvesselshallbecheckingdustquantityratingbynakedeye,i.e.dustsaccumulationwhichisinvisiblebynakedeyeisacceptable.Whendisputehappens,thetapetestshallbecarriedoutaccordingtoISO8502-3:1993andonespotcheckperblock.表面清潔度:涂裝前表面的油、油脂和其它雜質(zhì)等需根據(jù)油漆商的推薦進(jìn)行處理。Surfacecleanliness:theoil,greaseandothercontaminationsshallbecleanedaccordedtotheCoatingManufacture’srecommendationbeforecoatingapplication.油漆施工Coatingapplication除銹向船廠QC、油漆技術(shù)月服務(wù)和船東交驗(yàn)后,按照油漆配套進(jìn)行第一度油漆的統(tǒng)噴。AftertheinspectionofblastinghasbeenconductedbyBuilder’sQC,CoatingManufacturer’ssurveyorandShipOwner’ssupervisor,thefirstfullcoatshallbeappliedaccordingtocoatingspecification.然后用刷子或輥筒然后進(jìn)行第一度油漆的預(yù)涂,并對第一度漆膜進(jìn)行檢測和修正。清潔后向船廠QC、油漆技術(shù)服務(wù)進(jìn)行交驗(yàn)。Thenthefirststripecoatshallbeappliedbybrushorroller,andrepairandcleanthefirstcoatafterthechecking.ThefirstcoatshallbecheckedbyBuilder’sQCandCoatingManufacturer’ssurveyoraftercleaning.第1度油漆向船廠QC、油漆技術(shù)服務(wù)進(jìn)行交驗(yàn)后,進(jìn)行第二度油漆的統(tǒng)噴。AfterthefirstcoastischeckedbyBuilder’sQCandCoatingManufacturer’ssurveyor,thesecondfullcoatshallcarriedout.然后用刷子或輥筒然后進(jìn)行第二度油漆的預(yù)涂(僅在焊縫區(qū)能證明涂層可滿足規(guī)定膜厚要求的,可減少第二度預(yù)涂),并對第二度漆膜進(jìn)行檢測和修正。清潔后向船廠QC、油漆技術(shù)月服務(wù)和船東進(jìn)行分段油漆完工交驗(yàn)。Thenthesecondstripecoatshallbeappliedbybrushorroller(onlyweldedseamsmaybereducedthesecondstripecoatwhereitisproventhattheDFTcan
