ThatthesaidAddressbepresentedtoHerMajestybysuchMembersoftheHouseasareofHerMajesty''''smostHonourablePrivyCouncilorofHerMajesty''''sHousehold.

Thisweekwecelebratethe80thbirthdayofoneofthemostrespectedpeopleofourtimes,whosesenseofdutyandservicehashadaprofoundimpactonourcountry,theCommonwealthandtheworld.

Yearsbeforetheprematuredeathofherfatherandherunexpectedsuccessiontothethrone,thethenPrincessElizabethpubliclydedicatedherlifetotheserviceofhernation,butdeclaredthatshewouldneedthesupportofthecountrytoensurethatshecouldfulfilthatpromise.Shehas,asweknow,公務(wù)員之家版權(quán)所有carriedoutthispledgethroughallthechanges,bothinherlifeandinthiscountry,withextraordinarygraceanddedication,andherpeople,hereandacrosstheCommonwealth,whoshareinthecelebrationofher80thbirthdaythisyear,haveresponded,asshehopedthattheywould,withtheiraffectionandsupport.

Inaworldthathasbeentransformedinherlifetime,shehasbeenatrulyremarkablesourceofconstancyandofstrength.Ourcountryhasfacedtremendoustrials,witnessedthehorrorsoftheWorldWarIIandcelebratedsomeextraordinarytriumphsinher80years.Throughout,aspartoftheroyalfamilyandastheQueen,shehasbeenareassuringandunifyingpresenceforherpeople.

Shehasalsorespondedtoaworldthathasbecomemoreinterdependentthaneverbytravellingextensively.Inall,theQueenhasundertakenover256officialoverseasvisitsto129differentcountries.HerMajestyshowsnosignofslowingdown.Shehasjustundertakenher14thtourofAustralia,includingtheofficialopeningoftheCommonwealthgamesinMelbourne.Sheattendshundredsofpublicengagementseveryyearandisanactivepatronofover620charitiesandorganisations.Thereissimplynoaspectofournationallifewhichshedoesnothaveaninterestinandadeepunderstandingof.

HerPrimeMinistershavebetterreasonthanmosttoknowandappreciateherknowledgeandexperience.IamthetenthPrimeMinistertoserveher.Likeeachofmypredecessors,Iamprofoundlygratefulforherwisecounsel.Shehassuperbjudgment,anintuitiveempathywithpeopleand,aboveall,anunshakeableandprofoundsenseofduty.Itisthissenseofdutythatmotivatesheranddefinesherreignand,sinceitcommunicatesitselfunobtrusivelybutnonethelessobviouslytohersubjects,bringsher,Ibelieve,theloveofthepeopleofthiscountry.
