York,ChicagoandSanDiego.Themovementincludesindependentpubliccharterschools,suchasNo.1

BASISinTucson,withonly120high-schoolersand18graduatesthisyear.Itembraces

district-sanctionedmagnetschools,suchastheTalentedandGiftedSchool,with198students,andthe
