濟南市城市地下管線綜合管理研究中期報告濟南市城市地下管線綜合管理研究中期報告Abstract:Thecomprehensivemanagementofurbanundergroundpipelinesisanimportantpartofurbanplanningandconstruction.ThispaperanalyzesthecurrentsituationofurbanundergroundpipelinemanagementinJinanCity,andexplorestheproblemsandcausesofurbanundergroundpipelinemanagementfromtheaspectsofplanning,construction,operationandmaintenance.BasedonacomprehensiveanalysisofthecurrentsituationandproblemsofurbanundergroundpipelinemanagementinJinanCity,thispaperputsforwardcorrespondingcountermeasuresandsuggestionsforthecomprehensivemanagementofurbanundergroundpipelines,includingstrengtheningthemanagementsystem,improvingthetechnicallevel,enhancingpublicparticipationandpromotinginformatizationconstruction.Introduction:Urbanundergroundpipelinesareanimportantinfrastructureforurbandevelopmentandplayacrucialroleinthedailyoperationandmaintenanceofurbanfacilities.Thecomprehensivemanagementofurbanundergroundpipelinesisacomplexandmultidisciplinarytask,whichinvolvesmanyfieldssuchasurbanplanning,construction,operationandmaintenance,etc.Withthecontinuousdevelopmentofurbanization,theproblemofurbanundergroundpipelinecomprehensivemanagementhasbecomeincreasinglyprominent,affectingthequalityofurbaninfrastructureandpeople'snormallives.TakingJinanCityasanexample,thispaperanalyzesthecurrentsituationandchallengesofurbanundergroundpipelinemanagement,putsforwardcorrespondingcountermeasuresandsuggestions,hopingtoprovideguidanceandreferenceforthecomprehensivemanagementofurbanundergroundpipelinesinothercities.1.CurrentsituationofurbanundergroundpipelinemanagementinJinanCity:1.1PlanningTheplanningofurbanundergroundpipelineconstructionlacksscientificandsystematicplanning,resultinginalackofcoordinationandmutualinfluenceamongthepipelines,whichoccupiesvaluableurbanundergroundspace,leadingtoproblemssuchashighconstructioncosts,difficultoperationandmaintenance,anddifficultpatchwork.1.2ConstructionTheconstructionofurbanundergroundpipelineslacksstandardizedconstructionspecificationsandtechnology,resultinginthequalityofpipelineconstructionnotbeingguaranteed,thespeedofconstructionnotbeingimproved,andtheconstructioncostsnotbeingcontrolled.1.3OperationandmaintenanceTheoperationandmaintenancemanagementofurbanundergroundpipelinesisnotperfect,withtheproblemsofinadequatemanagementpersonnel,poormanagementlevel,insufficientmaintenancefunds,andlowmanagementefficiency.Moreover,thelackofunifiedoverallplanningandmanagementleadstothedifficultyofcross-sectoralcoordinationandmanagement.2.Analysisandcausesofproblemsinurbanundergroundpipelinemanagement:2.1PlanningThelackofprofessionalandtechnicalpersonnel,thechangeablebusinessandthelackofoverallplanningarethemainreasonsforthelackofscientificandsystematicplanningofurbanundergroundpipelineconstruction.2.2ConstructionThelackofstandardizationinconstructionspecificationsandtechnicalstandards,thelowleveloftechnicalpersonnel,andtheinabilitytokeepupwiththepaceoftechnologicaldevelopmentarethemainreasonsforthelackofconstructionstandardizationandtechnology.2.3OperationandmaintenanceThelackoffunds,personnel,andtechnicalsupportarethemainreasonsforthelackofoperationandmaintenancemanagementofurbanundergroundpipelines.3.Countermeasuresandsuggestionsforthecomprehensivemanagementofurbanundergroundpipelines:3.1StrengthenthemanagementsystemEstablishandimproveasoundmanagementsystemforurbanundergroundpipelines,establishareasonableplanningandmanagementmechanism,andimprovethequalityofmanagementpersonnel.3.2ImprovethetechnicallevelCarryoutrelevanttechnicalresearch,developrelevanttechnicalstandardsandspecifications,increasethetrainingoftechnicalpersonnel,andstrengthenthetechnologicalsupportforurbanundergroundpipelinemanagement.3.3EnhancepublicparticipationStrengthenpublicawarenessofurbanundergroundpipelinemanagement,promotepublicparticipation,andestablishaharmoniousandcooperativerelationshipbetweenthegovernmentandthepublic.3.4PromoteinformatizationconstructionStrengthentheconstructionofurbanundergroundpipelineinformationmanagementsystem,improvethereal-timemonitoringandmanagementcapabilitiesofurbanundergroundpipelines,andeffectivelypromotetheoveralllevelofurbanundergroundpipelinemanagement.Conclusion:Urbanundergroundpipelinecomprehensivemanagementisalong-termandarduoustask,whichrequiresthejointeffortsofthegovernment,thesociety,andvariousrelatedfields.Thecomprehensivemana
