others,predictedthecontinuingriseofAmericanpower.But

thenewconventionalwisdomthatAmericaisinvincibleis

equallydangerousifitleadstoaforeignpolicythatcombines

unilateralism,arroganceandparochialism.

Anumberofadvocatesof"realist"international-relations

theyreachthispoint,letalonethefloorofparliament,

leavingeventheprimeministerlimitedinfluence,andallowing

preciouslittleroomforpublicdebateandevenlessfor
