becauseitdidnotincludedetailsabouttimeofdayanddurationofbarking,andthecitychanged

untilanissuecomesup."

InMay2006,HillsboroughTownshipinSomersetCountypassedanordinancetospecifically

addressbarking,butnocomplaintshavebeenfiledsincethen,saidLt.BillGearyofthe

HillsboroughPoliceDepartment.OtherNewJerseytowns,includingBloomsburyinHunterdon

CountyandManvilleinSomerset,consideredsuchordinancesbutwithdrewthemafterresidents

complainedthattheywouldbeunenforceable.

Asforthosewhocontendthatabarkingdogshouldbealowpriority,CouncilmanFuscosaid,

"Ifthedogwasnexttoyourhouse,you*dsingadifferentsong."

Mr.FuscosaidhewasconfidentthattheordinanceproposedinCliftonwouldbesupportedby

hisfellowcouncilmembers.Atthesametime,heknowsthatsomeresidentsmayobject.

ButDavidAxelrod,agroomeratFurrsNPurrsonValleyRoad,saidhedidnotthinkthe

measurewastoughenough.

"Thirtyminutesisextremelygenerous/'hesaid."Thereisnoreasonwhyadogshouldbe

barkingthatlong."
