thatthismoneyisspentefficiently,effectivelyandsustainably,and
contributestooureffortstobemoreagileandresponsive.Forthepast
fortyyears,thisannualreportonUNprocurementhasdetailedexactly
whatwespend,wherewespend
andwhatwebuy.Itisanimportantcontributiontowardsaccountability,
transparency,sustainabilityandcollaborationacrosstheentireUNsystem.”
Thisreportmarksasignificantmilestone–the40thyearoftheUnitedNationssystemreportingonitsprocurementactivitiesthroughtheAnnualStatisticalReport.
Inthe39thsessionoftheGeneralAssemblyin1984,UnitedNations(UN)procurementactivitieswere
presentedforthefirsttimeinareportpreparedby
theInter-AgencyProcurementServicesOffice(IAPSO)oftheUnitedNationsDevelopmentProgramme
(UNDP).AneedforcontinuedreportingonthesetypesofactivitieswasestablishedlaterthatyearbytheGeneralAssembly.
Sincethen,reportingonUNprocurementactivities
hasundergonearemarkabletransformation.What
beganasasectionwithinabroaderreportonthe
OperationalActivitiesoftheUNsystemhasevolvedintothedetailed,standaloneAnnualStatisticalReport(ASR)oftoday,complementedwithaninteractive
onlinedataportal
,enablingreaderstoexplore
theprocurementdataingreaterdetail.Overtime,thereport’sfocushasexpandedtoshownotonlyhowmuchwasprocuredbytheUN,butalsohow
itprocured–includingtheUNsystem'seffortstoimproveefficiencyandcollaboration,andto
procuresustainably.
TheASRservesacriticalrole.ItprovidesvaluableinsightsintokeytrendsanddevelopmentswithinUNprocurement,showcasingitsimpactacrosstheorganizations.Bysheddinglightonthesediverseaspects,thereportdemonstrateshowtheUN,asacollective,workstowardsachievingsustainabledevelopment.
Since2008,thereporthasbeencompiledand
publishedbytheUnitedNationsOfficeforProjectServices(UNOPS)onbehalfofallUNorganizations.
UNOPSextendsitssinceregratitudetoparticipatingUNorganizationsfortheircontinuoussupportandinvaluablecontributions.Thesecontributionshave
beeninstrumentalinmakingthispublicationpossibleovertheyears.

$16.1billionin2022.Procurementofservicessawamodestdecrease,from$13.5billionin2022to$13.1billionin2023.

WhileHealthremainedthelargestsectorofUN
procurementin2023,itsawadecreaseof$2.7billioncomparedtotherecordhighsofthepasttwoyears.Thisdeclinereflectedareturntopre-pandemic
procurementlevelsfollowingtheheightenedresponsetoCOVID-19andshiftsintheprojectprioritiesof
individualorganizations.In2023,healthprocurementreached$4.8billion,representingroughlyonefifth
ofthetotalUNprocurementvolume.
MostoftheUNhealthprocurementwenttowards
tangiblehealthsuppliesandequipment.ItwaslargelydrivenbyprocurementinthePharmaceuticals,
contraceptivesandvaccinessegment,worth
$3.5billion,andtheMedicalequipmentandsuppliessegment,worth$1.1billion.TheUnitedNations
Children'sFund(UNICEF)remainedtheleading
procurerinthesector,withaprocurementvalue
of$2.9billionin2023.FollowingUNICEFwerethe
PanAmericanHealthOrganization(PAHO),with
$696million,andtheWorldHealthOrganization(WHO),with$329million.
Construction,EngineeringandSciencereached
$3.5billionin2023andreturnedtosecond
placeafterbeingdisplacedbyFoodandFarmingin2022.Procurementvolumeinthesectorhad
remainedrelativelystableovertheprecedingthreeyears,highlightingasustainedfocusby

projectsglobally.UNICEFwasthelargestprocuring
organization,with$684millionspent(upby$18million),followedbytheUnitedNationsOfficeforProject
Services(UNOPS),with$556million,andthe
UnitedNationsDevelopmentProgramme(UNDP),with$508million.
Whiletheoverallsectorprocurementsawamarginalchange,someUNorganizationssignificantlyincreasedtheirprocurementwithinthesector.UNOPSnearly
doubleditsprocurementvolumeintheareacomparedto2022(upby$183million,or48.9percent).
Similarly,theInternationalOrganizationforMigration
(IOM)experiencedasubstantialriseinitsprocurementwithinthesector(upby$108million,or57.2percent).
FoodandFarmingwasthethird-largestsectorin
2023,despiteasignificantdecreaseof$1.5billion
comparedto2022.Thedecreasecanbeattributed
largelytoreducedprocurementbytheWorldFood
Programme(WFP),themainprocuringorganization
inthesector,whichrecordeda$1.4billiondecrease
comparedto2022.Foodandbeverageproducts
remainedbyfarthelargestsegmentwithinthesector,despiteanoveralldecreaseof$1.6billion.TheFood
andAgricultureOrganizationoftheUnitedNations
(FAO)wasthesecond-largestprocurerofgoodsandservicesinthesector,withaspendof$339million(downby$31million,or8.4percent),followedby
theUNSecretariat,with$276million(upby$22million,or8.6percent).
AdministrationandOperationssawarecordhigh
procurementvolumein2023,at$2.7billion.This
markedthelargestincreaseinabsolutetermsamongallsectorscomparedto2022(upby$198million,
or7.8percent).TheincreasewasdueprimarilytoincreasedprocurementofManagementand
administrativeservices,whichgrewby$175millionfrom2022.

Withamassivenetworkofover600,000postoffices,theglobalpostal
systemisessentialtoensuringthateveryonecanparticipateintheboominge-commerceindustry.TheUniversalPostalUnion(UPU)activelyhelps
countriesimprovetheirpostalinfrastructure,asithasdoneintheAsiaPacificregion,forexample.
InAugust2023,UPUprovidedBhutanPostwiththreenewutilitytrucks,
enhancingmailtransportationanddeliverycapabilities.Thestrategically
chosenvehiclesweredeployedtothegeneralpostofficesofPhuntsholingandSamdrupJongkhar,areascrucialforefficientmaildistribution.
TheUPUprocurementprojectextendsfarbeyonddeliveringmailfaster.
ByequippingBhutanPostwiththeseessentialresources,theinitiative
empowersthecompanytoimprovecustomersatisfaction.Withamore
efficientdeliverynetwork,BhutanPostcannowofferahigherqualityof
service,providingamorepositiveexperienceforitscustomers.BhutanPoststaffhaveexpressedtheirgratitudeforthesupport,highlightingitsdirect
impactonthewell-beingoftheBhutanesecommunity.
In2023,UPUprocurednearly$20millionworthofgoodsandservices,whichrepresenteda74.0percentincreasecomparedto2022.

Pharmaceuticals,contraceptivesandvaccinesin2021–overtheprecedingtwoyears,therewerenonotablespikesin2023.However,certainUNorganizations
notedshiftsintheprocurementofspecificcategoriesandtheirgeographicaldistribution.
ProcurementofPharmaceuticals,contraceptivesandvaccinesreached$3.5billionin2023,
maintainingthesegmentasthelargestinUN
procurement.Procurementinthesegmentsaw
anunprecedentedincreaseduringthepastthree
yearsasUNorganizationsparticipatedinCOVID-19responseandrecoveryefforts,increasingthe
procurementanddeliveryoflife-savinggoodsforvulnerablepopulationsglobally.Asthepandemic

(includingvaccines)comprisedthekeycategory
ofgoodsprocuredwithinthesegment,withatotalof$2.8billionspentin2023,or81.2percentofthetotalprocurementvolumeinthesegment.
UNICEF,aleadingprocuringorganizationinthe
segment,recordedatotalspendof$2.4billionin
2023,adecreaseof$1.5billionfrom2022.Similarly,
PAHO,thesecond-largestprocurerinthesegment,
experiencedadeclineintheprocurementofgoods
inthecategoryin2023,reaching$665million.Both
organizationsreportedreducedprocurementrelated
toCOVID-19vaccinesandtheirdistribution.TheUnitedNationsPopulationFund(UNFPA),ontheotherhand,
recordedanincreaseof$40millioncomparedto2022,andwasthethird-largestprocurerofpharmaceuticals
andrelatedgoodsin2023,withaspendof$214million.
Transportation,storageandmailserviceswas
thesecond-largestcategoryofUNprocurement
in2023,totalling$3.1billion.A$449milliondeclineintheprocurementoftransportationandrelated
serviceswasinpartareflectionoftheoverall
decreaseintheprocurementofgoodsbytheUN
in2023.WFP,thelargestprocurerinthesegment,withaspendof$1.4billion,recordedadecreaseof
$179millioncomparedto2022.Similarly,thesecond-andthird-largestprocuringorganizations,theUN
Secretariat,with$583million,andUNICEF,with
$323million,experiencedadecreaseof$2.4millionand$68million,respectively.
Despiteanoveralldeclineinthesegment,procurement
ofservicesfromsuppliersinsomecountries
increasedsignificantly,reflectinggeographicalshiftsinUNoperations.Themostprominentchangesin
absolutetermswereseenbysuppliersinKenya(upby$59million,or30.1percent),SouthSudan(up
by$43million,or65.8percent)andUkraine(upby$32million,or22.0percent).SomeotherdramaticshiftswereobservedinKyrgyzstanandKazakhstan.ProcurementfromKyrgyzsuppliersinthesegmentincreasedbymorethan2,200percent,resultinginatotalprocurementvalueof$25million.Kazakhstanfollowedasimilartrend,withasubstantialincreaseof962percent,bringingthetotalUNprocurementinthesegmentto$26millionin2023.
Managementandadministrativeservicesmovedfromfourthplacein2022tothirdplacein2023.
Procurementinthesegmenttotalled$2.7billionin
2023,markingarecordhighvolumeandthehighest
increaseamongallsegmentscomparedto2022(up
by$179million,or7.2percent).Thesegmentincludesthecontractingoftemporarypersonnelorconsultantstosupportshort-termprojects.Thegrowthinthe
segmentcanbeattributedprimarilytotheOfficeoftheUnitedNationsHighCommissionerforRefugees(UNHCR),whichrecordeda$54millionincrease
comparedto2022,largelyinbusinessadministrationservices,andtheUnitedNationsEntityforGender
EqualityandtheEmpowermentofWomen
(UNWomen),whichmorethandoubleditsprocurementinthesegment–upby$50million,mostlyinhuman
resourcesservices.
Foodandbeverageproducts,withatotalof$2.0billion,remainedoneofthekeysegmentsofUNprocurementin2023,despiteseeingthehighestdecreasecomparedto2022(downby$1.6billion,or44.1percent).WFP,
whichremainedbyfarthelargestprocureroffood
andbeverages,withatotalspendof$1.7billion,was
responsiblefor81.5percentofthetotalUNprocurementinthesegment.TheUNSecretariatwasthesecond-
largestprocurer,with$274million,followedbythe
UnitedNationsReliefandWorksAgencyforPalestineRefugeesintheNearEast(UNRWA),with$67million.
Thetopsegmentsremainedlargelyunchanged
comparedto2022,withtheexceptionofFuelsand
lubricants,whichmovedfurtherdownthelistandwasreplacedbyMotorvehiclesandpartsintenthplace.

Despitea$1.7billiondecreasecomparedto2022,
AsiawasthelargestregionforUNprocurementin
2023,withatotalof$7.9billion.Thevolumeofgoodsandservicesprocuredfromsuppliersintheregion,
whilesignificantlylowerthanthelevelsrecorded
inthepasttwoyears,was$361millionhigherthanin2020.Thiswasattributedmostlytochangesin
procurementinthetwolargestsectors–FoodandFarming,andHealth.Thedecreasewasdistributedevenlyamongthelargestsuppliercountriesinthe
region–India(downby$245million),Pakistan(downby$218million),Türkiye(downby$214million)andChina(downby$174million).
ProcurementfromsuppliersinEuropewasonly
$40millionlowerthaninAsiaandreached$7.8billionin2023.Ofthe$2.4billiondecrease,$1.9billionwasrecordedintheHeathsector,mainlyinBelgium(downby$707million)andtheUnitedKingdomofGreat
BritainandNorthernIreland(downby$642million).BothcountrieswerethekeysuppliersofgoodsandservicesfortheCOVID-19response.Thedecreaseintheregionwaspartiallyoffsetbyincreased
