Atthishopefulmoment,wearethrilledtoannouncetheofficialpublicationoftheReportontheDevelopmentofChineseEnterprisesinUganda(2023-2024).Thisreport,meticulouslycompiledbyChinaChamberofCommerceinUganda(hereinafterreferredtoas“SINOCHAM”),isthefirstofitskind,basedonextensiveconsultations,in-depthresearch,andelaborativeanalysis.ItmarksasignificantstepforwardinoureffortstopromoteChina-UgandaeconomicandtradecooperationandtoserveChineseenterprisesinUganda.
Duringthecompilationofthisreport,wefullygraspeditsimportanceandmission.WeactivelydrewuponthevaluableexperiencesoffellowchambersofcommercebothwithinChinaandabroadandestablishedaworkinggroupoftheeditorialcommitteecomprisingcoremembersofthechamber.Throughthoroughresearchandextensivedatacollection,weendeavoredtopresentacomprehensiveandobjectivereflectionofthecurrentstatus,challenges,opportunities,andfutureprospectsofChineseenterprisesinUganda.

Theyear2023isacrucialyearforUganda’scomprehensiveeconomicandsocialrecoveryandaccelerateddevelopment.Despitethecomplexandvolatileglobaleconomicenvironment,ChineseenterprisesinUgandahavedemonstratedstrongvitalityandadaptability.Theyhavenotonlyinjectednewenergyintothelocaleconomybuthavealsoactivelyfulfilledtheirsocialresponsibilities,earningwidespreadpraisefromallsectorsofUgandansociety.
AccordingtothelatestdatafromtheUgandaInvestmentAuthority,ChinahasbecomeoneofUganda’smostimportantsourcesofforeigninvestment,owingtoitscontinuedgrowthininvestment.Significantachievementshavebeenmade,particularlyininfrastructureconstruction,agriculturaldevelopment,manufacturing,andinformationtechnology.Meanwhile,theUgandangovernmenthasbeencontinuouslyoptimizingtheinvestmentenvironmentbyproposingaseriesofpoliciesandmeasurestoattractforeigninvestment,andiscommittedtocreatinganopener,moretransparent,andmoreconvenientinvestmentdestination.
Throughthisreport,wenotonlyprovideadetailedanalysisofUganda’sinvestmentenvironment,marketpotential,andindustrydevelopmenttrends,butalsodelveintothepotentialchallengesandissuesChineseenterprisesmayencounterwhiledoingbusinessinUganda.Wehaveproposedcorrespondingsolutionsandrecommendations,offeringvaluableinformationforreferenceforenterprisesinterestedininvestinginUganda.

AccordingtostatisticsfromtheMinistryofCommerceofthePeople’sRepublicofChina,thefirstChineseenterpriseregisteredwiththeUgandaInvestmentAuthorityin1993,andsincethenover800enterpriseshadbeenregisteredinUgandabytheendof2023.ChineseenterprisesinUgandaareinvolvedinarangeofsectors,includingenergyandmineraldevelopment,infrastructureconstruction,trade,digitaltelevisionoperations,agriculturaldevelopment,gelatinproduction,footwearandplasticproductsmanufacturing,steelandotherbuildingmaterialsproduction,andthehospitalityindustryandsoon.

ChineseenterprisesinUgandahavearelativelybroadgeographicdistribution,coveringmajorcitiesandeconomiccentersaswellasruralareasandeconomiczones.Whenchoosinginvestmentlocations,enterprisestypicallyconsiderfactorssuchasmarketdemand,resourceadvantages,policysupport,andcooperationwithlocalgovernmentsandcommunities.
Themainconcentrationisinthefollowingcitiesandregions:
Kampala:Asthepolitical,economic,andculturalcenterofUganda,thecapitalcityKampalaisoneofthekeyinvestmentdestinationsforChineseenterprises.InKampala,Chineseenterprisesareinvolvedinavarietyofindustries,includingmanufacturing,financialservices,realestate,andinformationtechnology.ManyenterpriseschoosetoestablishtheirheadquartersorbranchesinKampalatobetterconductbusinessandmanagement.
ApartfromthecapitalKampala,othermajorcitiesinUgandaalsoattractacertainnumberofChineseenterprises.Thesecitiesincludebutarenotlimitedto:
Entebbe:LocatedontheshoresofLakeVictoria,Uganda’slargestlake,Entebbeisamajortransportationhubandport.Here,Chineseenterprisesare

engagedinaviationtransport,logistics,andtourismservices,etc.
Mbarara:Situatedinthesouthwesternregion,Mbararaisknownforitsdevelopedagricultureandlivestockindustries.ChineseenterprisesinvestinagriculturalproductprocessingandlivestockdevelopmentprojectsinMbarara.
Jinja:LocatedonthebanksoftheNileRiverineasternUganda,Jinjahasabundantwaterresourcesandisthecountry’ssecond-largestcityfeaturingwell-developedagricultureandcommerce.KeyinvestmentprojectsinJinjaincludehydroelectricpower,industrialmanufacturing,agriculturalproductprocessing,trade,andlogistics.
1.2ContributionofChineseEnterprises
ChineseenterprisesinUgandaareinvolvedinvarioussectors,includinginfrastructureconstruction,agriculturalcooperation,manufacturing,andservices.TheseinvestmentshaveprovidedUgandawithsignificantfunding,technology,andemploymentopportunities.Chineseenterprisesactivelyparticipateininfrastructureprojects,improvingconditionsintransportation,energy,andcommunication,whichhasprovidedsupportforUganda’seconomicdevelopmentandcultivatedalargenumberofskilledpersonnelessentialfornationaldevelopment.
(1)Energy:Chineseenterprises’investmentsinUganda’senergysectorhavemadesignificantcontributionstothelocaleconomy.Ugandaisanenergy-poorcountry,andunstableelectricitysupplyisoneofthekeyfactorshinderingeconomicgrowth.ChineseenterpriseshavebeeninvolvedinUganda’selectricityprojects,constructingpowerplantsandgridstoenhancethestabilityandreliabilityofelectricitysupply.ThishasprovidedreliablepowersupportforUganda’sindustriesandcommerce,promotingproduction

activities.Atthesametime,improvementsinelectricitysupplyhavebroughtconveniencetodailylifeandraisedresidents’livingstandards.Since2011,majorlarge-scaleprojectsundertakenbyChineseenterpriseshaveinvolvedKarumaHydropowerStationandIsimbaHydropowerStation.Theprojectscost$1.68billionand$568millionrespectively,andprocuremethodsareEPC(Engineering,Procurement,andConstruction)anddesign-build.KarumaHydropowerStation,featuringacapacityof600MWandbuiltbySinohydroCorporationLimited,isdesignedtoproduceanannualaverageofabout4billionkWh.Onceallunitsareputintooperation,itwillincreaseUganda’stotalpowergenerationbynearly50%,saveapproximately1.31milliontonsofcoalannually,reducecarbondioxideemissionsby3.48milliontons,andlowerUganda’selectricitypricesby17.5%.IsimbaHydropowerStationandrelatedtransmissionandtransformationlines,characterizedbyatotalinstalledcapacityof183MWandconstructedbyChinaInternationalWater&ElectricCorporation,hascumulativelygeneratedover5billionkWhofelectricitysinceitscommissioninginApril2019.In2023and2024,itsgenerationexceededthedesignedlevel.BeforetheIsimbaHydropowerStationwascommissioned,Uganda’saveragegridelectricitypricewascloseto8centsperkWh.AftertheIsimbaHydropowerStationbeganoperation,thegovernmentsetitsgridelectricitypriceat4.16centsperkWh,significantlyreducingthelocalgridelectricitypriceandprovidingafoundationalguaranteeforwidespreadresidentialandlarge-scaleindustrialelectricityuse.
In2006,commerciallyviableoildepositswerediscoveredunderandaroundLakeAlbertinWesternUganda.Coveringanareaof1,518squarekilometers,theoilfieldhasprovengeologicalreservesofover6billionbarrels,markingthebeginningofoilandgasexplorationanddevelopmentinUgandaandeventheentireEastAfrica.In2011,ChinaNationalOffshoreOilCorporation(CNOOC)becameinvolvedintheAlbertLakeOilFieldsDevelopmentProject.Thisprojectrepresentsasignificantachievementin

deepeningChina-AfricacooperationandisofgreatimportanceinpromotingtheBeltandRoadInitiativeandinternationalenergycooperation.ThefirstphaseofthisprojectincludestheupstreamTilengaoilfields,Kingfisheroilfield,andthemidstreamEastAfricanCrudeOilPipeline(EACOP).CNOOChascreatednumerousemploymentopportunitiesforlocalpersonnel,significantlyexpandingthelocaljobmarket.Atthesametime,ithasfulfilleditssocialresponsibilitiesbysupportinglocallivelihoodsandcontributingtoeducation.CNOOCisfullycommittedtoimplementingthehigh-qualitygoalsoftheBeltandRoadInitiative,activelyadvancingtheprojectdevelopment.WhilepromotinginvestmentandproductioncapacityinUganda,ithasalsoleddozensofChineseenterprisestoparticipateintheconstructionoftheBeltandRoadproject.

(2)FinancingandLoans:ChineseenterprisesinUgandahaveengagedinfinancingandloanservices,providingcrucialfinancialsupportandbusinessdevelopmentopportunitiestolocalbusinesses.Byofferingfinancing

services,Chinesecompanieshavehelpedlocalcompaniesexpandproductioncapacity,improvefacilities,andintroducenewtechnologiesandequipment,therebydrivingUganda’sindustrialdevelopmentandeconomicgrowth.Additionally,thefinancingandloansfromChineseenterpriseshaveprovidedstartupcapitalforentrepreneurs,fosteringinnovationandentrepreneurialspirit.Moreover,ChineseenterpriseshaveactivelycollaboratedwiththeUgandangovernmenttosupportfinancingforinfrastructureprojects,promotingUganda’seconomictransformationandmodernizationprocess.
(3)Telecommunications:ChineseenterprisesincludingHuaweiandZTEhavemadesignificantcontributionstoUganda’seconomicdevelopmentthroughinvestmentsinthetelecommunicationssector.Bybuildingtelecombasestationsandfiberopticnetworks,thesecompanieshaveimprovedUganda’scommunicationnetworkcoverageandquality,facilitatingtheadoptionandapplicationofinformationtechnology,enhancingthecountry’scommunicationcapabilities,anddrivingthegrowthofe-commerceanddigitaleconomy.Theyhavebroughtfasterinternetspeeds,broadernetworkaccess,andmoreconvenientcommunicationoptions,providingUgandanbusinessesandindividualswithmoreopportunitiesforbusinessandgrowth.Inaddition,throughtalenttrainingandtechnicalsupport,theyhaveenhancedUganda’shumanresourcecapacityinthetelecommunicationssector,contributingtothecountry’ssustainabledevelopment.BytrainingUgandantelecomprofessionals,theyhaveenhancedtheskillsandemployabilityofthelocalworkforce.
(4)ChineseenterpriseshavemadesignificantcontributionstoUganda’seconomicdevelopmentandtransportationconveniencethroughtheirinvestmentsinthecountry’stransportationsector.ThemajorChineseengineeringcontractorsinUgandaincludeCCCC,CCECC,Sinohydro,CWE,CR5,CRSG,CR18,CSCEC,CAMCE,CICO,CHICO,CJICandZHONGMEI,etc.

Intermsofroadtransportation,ChineseenterpriseshaveparticipatedinvariousroadandbridgeconstructionprojectsinUganda,improvingtrafficconditions,reducingtraveltimesbetweenregions,andfacilitatingtheflowofgoodsandpeople.In2012,CCCCcommencedtheconstructionoftheKampala-EntebbeExpressway,whichofficiallycommissionedinJune2018.Spanning49.56kilometers,itisUganda’sfirst-everexpresswayandiscelebratedasUganda’sGateway.
Asalandlockedcountry,Ugandareliesheavilyonroadandrailtransportforfreighttransportation.Thecurrentrailwaysystemextendsapproximately1,266kilometersandfeaturesmeter-gaugetracks.TheUgandangovernmentaimstoupgradetheexistingrailwaytoastandard-gaugerailway,connectingKenya,SouthSudan,theDemocraticRepublicoftheCongo,andRwanda.TwoChinesecompanieshavesignedcommercialcontractswiththeUgandangovernmentfortheEasternandNorthernlinesofthestandard-gaugerailway,andmemorandumsofunderstandinghavebeensignedforcooperationontheWesternandSouthernlines.Additionally,UgandaplanstorestoretheKampala-Malabameter-gaugerailwaytobetterintegratewithKenya’smeter-gaugenetwork,andChinesecompanieshaveengagedinthisproject.
Uganda’sairtransportinfrastructureisrelativelyunderdeveloped,withalimitednumberofairportsandlowoperationalefficiency.Asoftheendof2016,Ugandahad47airports,14ofwhichwereoperatedbytheUgandaCivilAviationAuthority.EntebbeInternationalAirportisthemainlargeinternationalairportandtheonlyportofentryairport,locatedabout45kilometersfromKampala.Inthefuture,Ugandaplanstobuildfivenewinternationalairportstopromotetradeandtourism.TheupgradingandexpansionofEntebbeInternationalAirportProject,undertakenbyCCCC,arecurrentlyunderway.Asoftheendof2023,theprojectreached91%completion.

TaxComplianceandJobCreation:Intermsoftaxcompliance,ChineseenterprisescontributesignificantlytoUgandabypayingtaxesinaccordancewithlocallawsandregulations.TheseenterprisesprovideessentialfinancialresourcestotheUgandangovernment,supportingnationalinfrastructureprojects,socialservices,andpublicutilities.CorporateincometaxpaymentsdirectlyenhanceUganda’sfiscalhealthanditsdeliveryofpublicservices,supportingdevelopmentineducation,healthcare,and

infrastructureandsoon.ChinesecompaniesalsocomplywithUganda’sValueAddedTax(VAT)regulations,whichisoneofthecountry’skeytaxsources.BypayingVAT,theseenterprisescontributetothegovernment’srevenuefromconsumptiontaxes.AccordingtoUganda’spersonalincometaxlaws,companiesshalldeductandremitpersonalincometaxfromemployees’wages,bonuses,andotherearnings.PersonalincometaxisacrucialcomponentofUganda’staxsystem,andthroughthesecontributions,Chineseenterpriseshelpproviderevenueforthegovernment.Inadditiontothesetaxes,ChineseenterprisesalsopayothertaxesandfeesrequiredbyUgandanlawsandregulations,suchasbusinesstaxandlandusefees.ThesepaymentsprovideadditionalfinancialresourcesfortheUgandangovernmenttosupportvariousexpendituresanddevelopmentprojects.
Facingasurgeinyouthunemployment,Ugandangovernmentseesindustrializationasaremedy.Inresponse,ChinesecompaniesinUgandaactivelyhirelocalemployeestosupportindustrialdevelopment.Itisestimatedthataround85%ofemployeesatChineseenterprisesinUgandaareUgandans.Thesecompaniesofferawiderangeofjobopportunitiesacrossvariousfields,includingengineering,technicalpositions,management,design,procurement,anddriving.Byemployinglocalstaff,Chineseenterprisesprovidepracticalexperience,enhanceemploymentskills,andimproveprofessionalcapabilities.Throughlocalhiring,skilltraining,andindustrydevelopment,ChineseenterprisesmakesignificantcontributionstoUganda’seconomicgrowth,socialstability,andsustainabledevelopment.
On5thJanuary,2024,UgandaRevenueAuthorityandChinaChamberofCommerceinUgandasignedaMemorandumofUnderstandingandlaunchedataxationhandbookinChineseversionfortheChinesebusinesscommunity.ThisChineseversionofthetaxmanualstandsasatestamenttotheChina-Ugandapartnershipandservesasaneffectivemeasuretopromote

investmentandbusinessoperations,reflectingthesincereeffortsofbothcountriestobuildanopen,fair,andjustbusinessenvironment.

1.3CorporateSocialResponsibilityFulfillment
1.3.1Healthcare
ChineseenterprisesinUgandahaveinvestedinandsupportedtheconstructionandimprovementofhealthcarefacilities.Theseeffortsincludeactivelyparticipatinginbuildinghospitals,clinics,andmedicalcentersthatprovideessentialmedicalservicesandinfrastructure.Thesefacilitiesareequippedwithmodernequipmentandtechnologycapableofperformingvariousmedicalprocedures,includingdiagnostics,treatments,andsurgeries.Byprovidingadvancedmedicalfacilities,ChineseenterpriseshaveenhancedtheaccessibilityandqualityofhealthcareservicesforthepeopleofUganda. ChineseenterprisesalsooffertrainingandtechnicalsupporttoUgandanhealthcareinstitutions.Theycollaboratewithlocalmedicalfacilitiestoshareadvancedmedicaltechnologiesandmanagementpractices.Bytraininglocal

medicalprofessionals,Chineseenterpriseshaveimprovedtheirexpertiseandmedicalskills.Additionally,ChineseenterprisesundertakehealthprojectstoaddressspecificmedicalneedsinUganda.
Furthermore,ChineseenterprisesparticipateinmedicalaidactivitiesinUganda.Theyprovidemedicalsuppliesandequipmenttomeettheneedsoflocalhealthcareinstitutions,includingmedications,medicalinstruments,beds,andemergencyequipment,contributingtotheimprovementofhealthcarefacilityinfrastructureandcapacity.Chineseenterprisesarealsoinvolvedinpreventionprojectstargetingspecificdiseasesandhealthissues,suchasHIV/AIDSpreventionandchildhoodvaccinationprograms.Throughtheseaidandpreventionefforts,Chineseenterpriseshaveprovidedsignificanthealthcaresupport,improvingthehealthconditionsoflocalresidents.
Since2014,Chinesemedicalteam,incollaborationwithSINOCHAM,hasbeendedicatedtoofferingfreediagnosisandtreatmentservicesforcommondiseasesandactivelyconductinghealtheducation.TheyspreadawarenessaboutHIV/AIDSandotherinfectiousdiseasesandprovidepsychologicalcounselingservices.Chinesemedicalteamorganizesfreemedicalclinicsonceamonthonaverage,settingupclinicsincommunitiesandenterprisestooffermedicalservicestothepublic.

1.3.2Education
ChineseenterprisesinUgandaalsotakeonsocialresponsibilityineducationbyinvestinginandsupportingthedevelopmentofeducationalfacilities.TheyactivelyinvestinandsupporttheconstructionandimprovementofschoolfacilitiesinUganda.Theseenterprisesprovidefunding,materials,andequipmenttolocalschools,enhancingtheteachingenvironmentandfacilities.Forexample,theyinvestinbuildingclassrooms,libraries,laboratories,andcomputerrooms,andprovidenecessaryequipmentandresourcesforlearningandteaching,therebyimprovingthelearningconditionsforlocalstudentsandthequalityofeducation.Inaddition,ChineseenterprisesinUgandacarryoutscholarshipandfinancialaidprogramstosupportoutstandingandneedystudents.Thesescholarshipsandgrantshelpstudentsfromlow-incomefamiliesreceivequalityeducation,alleviatetheirfinancialburden,andenhancetheirlearningopportunitiesandacademicachievements.ChineseenterprisesalsoprovideeducationalresourcestoUgandanschools,includingtextbooks,books,scientificequipment,andcomputers.Thisprovisionenrichestheeducationalcontentandlearning

materialsavailableinschools,helpingstudentsacquireabroaderrangeofknowledgeandskills.Furthermore,ChineseenterprisesorganizeeducationprogramsforUgandancommunities,offeringlifelonglearningopportunities.Byprovidingadulteducationcourses,vocationaltraining,andskillsdevelopmentprojects,theyhelpadultsimprovetheirpersonalqualificationsandemployability.Throughtheseinitiatives,ChineseenterprisesofferbroadereducationalopportunitiestoUgandancommunities,contributingtocommunitydevelopmentandpovertyalleviation.

ChineseenterprisesinUgandaactivelyparticipateinsocialcharityactivities,providinghelpandsupporttocommunitiesanddisadvantagedgroups.Theyengageincharitabledonations,offeringfinancialsupport,materials,orequipmenttolocaleducationalinstitutions,medicalfacilities,orphanages,anddisaster-strickenareas.Bycollaboratingwithlocalpartnersandnon-governmentalorganizations,Chineseenterprisesensurethatdonatedresourcesandmaterialsreachthoseinneedeffectively.ChineseenterprisesalsoactivelyparticipateincommunitydevelopmentprojectsinUganda.Theyinvestinbuildingschools,libraries,healthfacilities,andpublictransportationinfrastructuretoimprovelivingconditionsforlocalresidents.Additionally,theysupportsmallbusinessessuchasagricultureandhandicraftindustry,promotingeconomicdevelopmentandjobopportunities.Theyworkwithlocalresidentsandcommunitiestounderstandtheirneedsandpriorities,ensuringthesustainabilityandbenefitsoftheirprojects.Moreover,Chinese

enterprisesorganizeemployeeparticipationincommunityvolunteeractivities,contributingtoUgandancommunitiesthroughenvironmentalclean-ups,treeplanting,medicalclinics,healtheducation,andchildcare.Theyencourageemployeestoactivelyengageincommunityservice,fosteringloveandcarewhilebuildingmutualtrustandcooperationwithlocalresidents.Notably,ChineseenterprisesprovideskillstrainingandcareerdevelopmentopportunitiestotheUgandancommunity,helpingtoenhanceresidents’employabilityandlivingstandards.Byestablishingtrainingcentersandofferingvocationaltrainingcourses,theydeveloplocalresidents’skillsandjobcapabilities,helpingreducepovertyandunemploymentandimprovesocialstabilityanddevelopment.
On16thApril,2024,theopeningceremonyoftheUgandaMid-LevelTalentTrainingProjectandthe“SeagullTalentTrainingProject”weresuccessfullyheldattheheadquarterofCCCCUgandaBranch.The“SeagullTalentTrainingProject”isacollaborativeprogrambetweenCCCCandWuhanCityPolytechnic.Itaimstoenhancethebusinessknowledgeandskilllevelsoflocalengineersandforementhroughcoursesinbasictheory,practicalskills,andlanguageimprovement.Thetraininglastedfor12daysandwasattendedby32localemployees.
