標(biāo)準(zhǔn)解讀
《GB/T 26718-2024 城市軌道交通安全防范系統(tǒng)技術(shù)要求》相較于《GB/T 26718-2011 城市軌道交通安全防范系統(tǒng)技術(shù)要求》,在多個(gè)方面進(jìn)行了更新和補(bǔ)充,以適應(yīng)近年來城市軌道交通領(lǐng)域的發(fā)展和技術(shù)進(jìn)步。具體變化包括但不限于以下幾個(gè)方面:
首先,在術(shù)語定義上有所擴(kuò)展與細(xì)化,新增了對當(dāng)前技術(shù)環(huán)境下新出現(xiàn)的安全防范設(shè)備和服務(wù)的定義,確保標(biāo)準(zhǔn)內(nèi)容能夠覆蓋更廣泛的技術(shù)應(yīng)用場景。
其次,針對視頻監(jiān)控系統(tǒng)的要求更加嚴(yán)格,并引入了人工智能等先進(jìn)技術(shù)的應(yīng)用指導(dǎo)原則。新版標(biāo)準(zhǔn)強(qiáng)調(diào)了智能分析功能的重要性,比如人臉識別、行為識別等,提高了對于異常事件自動檢測與報(bào)警能力的規(guī)定。
第三,在網(wǎng)絡(luò)安全方面增加了更多詳細(xì)規(guī)定。隨著信息化程度加深,網(wǎng)絡(luò)攻擊風(fēng)險(xiǎn)加大,因此新版標(biāo)準(zhǔn)特別加強(qiáng)了對數(shù)據(jù)傳輸加密、訪問控制以及入侵防護(hù)等方面的要求,確保整個(gè)安全防范系統(tǒng)的穩(wěn)定運(yùn)行不受外部威脅影響。
第四,對于應(yīng)急響應(yīng)機(jī)制也進(jìn)行了優(yōu)化和完善。明確了不同級別突發(fā)事件下的處置流程及責(zé)任分配,并且要求定期進(jìn)行演練以檢驗(yàn)預(yù)案的有效性。
第五,考慮到乘客隱私保護(hù)問題日益受到重視,新版標(biāo)準(zhǔn)還特別強(qiáng)調(diào)了個(gè)人信息收集使用過程中應(yīng)遵循的原則,如最小必要原則、知情同意原則等,并對相關(guān)操作流程作出了規(guī)范性說明。
此外,新版標(biāo)準(zhǔn)還在物理防護(hù)措施、出入口控制系統(tǒng)等多個(gè)維度進(jìn)行了調(diào)整或強(qiáng)化,旨在全面提升城市軌道交通環(huán)境下的整體安全保障水平。

前言
本文件按照GB/T1.1—2020《標(biāo)準(zhǔn)化工作導(dǎo)則
第1部分:標(biāo)準(zhǔn)化文件的結(jié)構(gòu)和起草規(guī)則》的規(guī)
定起草。
本文件代替GB/T26718—2011《城市軌道交通安全防范系統(tǒng)技術(shù)要求》,與GB/T26718—
2011相比,除結(jié)構(gòu)調(diào)整和編輯性改動外,主要技術(shù)變化如下:
a)更改了安全防范系統(tǒng)的“基本要求”(見第4章,2011年版的第4章);
b)將“軌道交通安全防范系統(tǒng)安全性、可靠性、環(huán)境適應(yīng)性、電磁兼容性”納入“總體要求”
(見第4章,2011年版的第16章);
c)將“視頻安防監(jiān)控系統(tǒng)”更改為“視頻監(jiān)控系統(tǒng)技術(shù)要求”(見第5章,2011年版的第5章);
d)增加了“視頻監(jiān)控系統(tǒng)”的各類設(shè)備功能及性能的技術(shù)規(guī)定(見5.2~5.6),刪除了“各區(qū)域
攝像機(jī)的拍攝要求”(見2011年版的5.3);
e)更改了“基于視頻安防監(jiān)控系統(tǒng)的人臉識別系統(tǒng)”相關(guān)內(nèi)容(見5.7,2011年版的5.4);
f)增加了“視頻智能分析應(yīng)用”(見5.7.2);
g)將“入侵報(bào)警系統(tǒng)”更改為“入侵和緊急報(bào)警系統(tǒng)技術(shù)要求”(見第6章,2011年版的第
6章);
h)將“入侵報(bào)警系統(tǒng)的人工緊急報(bào)警功能”更改為“緊急報(bào)警系統(tǒng)”(見6.2,2011年版的
6.3);
i)將“高壓電子脈沖圍欄式周界入侵探測系統(tǒng)要求”更改為“周界入侵報(bào)警系統(tǒng)”(見6.3,
2011年版的6.4);
j)增加了“出入口控制系統(tǒng)”的各類設(shè)備功能及性能的技術(shù)規(guī)定(見7.2~7.4);
k)增加了“對講系統(tǒng)技術(shù)要求”一章(見第8章);
l)更改了“電子巡查系統(tǒng)技術(shù)要求”的規(guī)定(見第9章,2011年版的第8章);
m)增加了“安全檢查及探測系統(tǒng)技術(shù)要求”一章,并將2011年版的“便攜式炸藥探測設(shè)備”“毒
氣探測系統(tǒng)”“放射性物質(zhì)探測系統(tǒng)”“易燃液體檢測系統(tǒng)”和“X光安檢設(shè)備”中的內(nèi)容更
改后納入(見第10章,2011年版的第9章~第13章);
n)增加了“人體安全檢查設(shè)備”的技術(shù)規(guī)定(見10.7);
o)增加了“危險(xiǎn)生物因子探測設(shè)備”的技術(shù)規(guī)定(見10.8);
p)增加了“安防集成平臺技術(shù)要求”一章(見第11章);
q)增加了“測溫篩查設(shè)備技術(shù)要求”一章(見第12章);
r)更改了“實(shí)體防范系統(tǒng)技術(shù)要求”的規(guī)定(見第13章,2011年版的第14章);
s)刪除了“安防控制室要求”(見2011年版的第15章);
t)將“軌道交通安全防范系統(tǒng)的檢驗(yàn)、驗(yàn)收和運(yùn)行維護(hù)”更改為“檢驗(yàn)與驗(yàn)收”和“維護(hù)保
養(yǎng)”,增加了產(chǎn)品的檢驗(yàn)要求,更改了驗(yàn)收和維護(hù)保養(yǎng)的規(guī)定(見第14章、第15章,2011年版
的第16章);
u)增加了規(guī)范性附錄“設(shè)備探測要求”(見附錄A);
v)增加了規(guī)范性附錄“檢驗(yàn)方法”(見附錄B)。
