4、order to strengthen the protection of drinking water sources, protect the safety of drinking water, according to the Peoples Republic of China water pollution prevention law, Peoples Republic of China water law, the Inner Mongolia Autonomous Region implementation of the Peoples Republic of China wat

5、er law approach and other laws and regulations, with the actual city, the enactment of this ordinance.Article second the protection and management of drinking water sources within the administrative area of this Municipality shall comply with these regulations.Third the drinking water source as ment

6、ioned in these Regulations refers to the surface water and ground water source for the centralized drinking water supply unit to provide water directly. Including the Yellow River, the Yellow River Zhaojuns drinking water business name of drinking water, drinking water, the Yellow River Dengkou Kund

10、ese Regulations refers to the way of water supply from the source of drinking water and to the user or the public water supply point through the transmission and distribution network. It includes self built facilities, water supply, daily drinking water supply stations, water supply and water supply

11、 for public places and residents communities.The drinking water source protection area as mentioned in these Regulations refers to a certain area of water and land under special protection designated by the peoples Government of the autonomous region in order to prevent the pollution and destruction

12、 of drinking water sources.Fourth, the protection of drinking water sources should be guided by the principle of protection first, prevention first and prevention and control combined.The fifth city and County District Peoples Government of the administrative area of the drinking water quality shoul

13、d be responsible for drinking water source protection into the national economic and social development planning, the establishment of investment mechanism, take measures to control water pollution, protect drinking water sources.Sixth municipal environmental protection departments in charge of the

14、citys drinking water source protection unified supervision and management.The county peoples government environmental protection departments responsible for the supervision and management of the administrative area of drinking water source protection.The management institution of Baotou rare earth h

15、i tech Industrial Development Zone shall be responsible for the supervision and administration of the protection of drinking water sources in its region, in accordance with the provisions of the Municipal Peoples government.Water, construction, land resources, planning, health, agriculture and anima

16、l husbandry, forestry, tourism, transportation, city management and law enforcement departments within the scope of their respective duties, do a good job related to drinking water source protection work.Seventh any entity and individual shall have the obligation to protect drinking water sources an

17、d related facilities, and have the right to drinking water source pollution and the destruction of the drinking water source protection facilities, to the peoples government and the relevant departments of complaints and reports.The second chapter: delineation of drinking water source protection are

18、asEighth municipal water authority in conjunction with the municipal environmental protection and other relevant departments, in accordance with the comprehensive planning of water resources, water function zoning, water intake project construction and the surrounding drainage situation, determine t

19、he specific location of drinking water sources.Ninth, according to the relevant laws and regulations and technical specifications, the establishment of drinking water source protection zone.Drinking water source protection is divided into first class protected areas and two grade protected areas. If

20、 necessary, a certain range of quasi protected areas can be delineated outside the drinking water source protection area.Tenth the Yellow River drinking water source protection area:(a) a protected area: water intake upstream one thousand meters to one hundred meters downstream, the Yellow River Riv

21、er levee (or platform) in the waters along the waters of the river, a protected area, on both sides of the Yellow River levee (or platform) land along the extending fifty meters;(two) two protected areas: a protected area boundary extends two thousand meters downstream and upstream of a protected ar

22、ea boundary extends down to two hundred meters, the waters along the the Yellow River Strait to the levee, grade one and grade two protected areas, the Yellow River river waters long dike along the extending kilometers of a protected area outside of the land.Eleventh Kundulun reservoir drinking wate

23、r source protection areas and potential protected areas:(a) a protected area: water intake as the center, a radius of three hundred meters above the water, and the junction of a protected area of water and normal water level corresponding to the width of side line backer within two hundred meters, t

24、he normal water level of the dam crest line to the outer side of the land;(two) two protected areas: all the waters of a protected area outside the area, within and around the reservoir area on both sides of the ridge line land Kundulun River upstream to the North within the gas channel, Baiyan ditc

25、h and Kundulun River on both sides of the river ridge line of the main;(three) quasi protected areas: the upstream boundary of Kundulun river two protected areas extending on both banks of the river twenty-eight kilometers to fifteen kilometers in the territory of Guyang County Kundulun River main s

26、tream and its tributaries to the two.Twelfth groundwater drinking water sources, protected areas and quasi protected areas:(1) protected areas: the ground water area, with a radius of fifty to two hundred meters, is the center of the ground water area;(two) two grade protected area: the underground

27、water source and water well as the center, the radius is from three hundred to four thousand meters, and the surface area of the first grade protected area is outside;(three) quasi protected area: surface area of groundwater recharge area.The scope of the thirteenth drinking water source protection

28、zones may be adjusted according to the actual conditions of the water source and the safety requirements of drinking water.Fourteenth of the city or district peoples Government of the county, should be in the drinking water source protection area of land boundary, the establishment of geographic lan

29、dmarks and clear obvious traffic warning signs and billboards, and drinking water source protection area of the land boundary protection network.No unit or individual may damage, traffic, mobile landmark warning signs, billboards and protective facilities.The third chapter, drinking water source pro

30、tectionArticle fifteenth prohibits the following acts in the quasi protected areas of drinking water sources:(1) to build or expand new construction projects with serious pollution to water bodies;(two) converting construction projects to increase sewage discharge;(three) the use of highly toxic and

31、 highly residual pesticides;(four) may affect the groundwater mining, quarrying, sand excavation, soil, cultivation and renewal of water conservation forest felling;(five) the use of seepage wells, pits, cracks, discharge or dump waste water containing toxic pollutants pathogen contaminated sewage a

32、nd other waste;(six) the anti leakage measures of canals, ponds and other transportation or storage, waste water containing toxic pollutants pathogen contaminated sewage and other waste;(seven) the recharge of ground water by artificial recharge makes the water quality worse;(eight) other acts that

33、cause pollution to the water source.Article sixteenth in the drinking water source protection zone two, in addition to fifteenth prohibited acts prohibited the following acts:(1) setting up a sewage outfall;(two) new construction, reconstruction and expansion of pollutant discharge projects;(three)

34、engaged in cage farming, tourism and other activities, did not take anti pollution measures in accordance with the regulations, polluting drinking water bodies;(four) fish, fish, fish;(five) a ship, a vehicle, or a vessel in which water is washed to contain oil or poisonous contaminants;(six) discha

35、rge oil, acid and lye into the water;(seven) discharge or dump radioactive solid waste or radioactive waste water into the water body;(eight) discharge highly toxic waste water into the water body, or discharge the toxic and highly toxic waste residue containing mercury, cadmium, arsenic, chromium,

36、lead, cyanide and yellow phosphorus into the water, or bury them directly underground;(nine) in violation of the relevant regulations and standards of the state, discharge radioactive waste water, heat waste water and pathogens containing waste water into the water body;(ten) discharging and dumping

37、 industrial waste residue, urban waste and other wastes into the water body;(eleven) storing and storing solid waste and other pollutants on beaches and bank slopes below the highest water level line in the Yellow River and the reservoir;(twelve) breed livestock and poultry on the scale near the wat

38、er;(thirteen) discarding or burying the remains of an animal;(fourteen) direct irrigation with industrial wastewater and municipal wastewater;(fifteen) other behaviors that pollute the drinking water.The emissions of pollutants have been completed construction projects, closed by the city or county

39、where the District Peoples Government shall be ordered to be dismantled or; overdue demolition or shut down, can be forced to dismantle the law or shut down.Article seventeenth in the drinking water source protection zone, except for sixteenth prohibited acts, the following acts are prohibited:(1) c

40、onstruction projects that have nothing to do with the water supply facilities and the protection of water resources;(two) engaged in cage farming, stocking of livestock and poultry, tourism, swimming, fishing, catering, camping, picnic, water sports and recreational activities;(three) cleaning ships

41、 and vehicles in water bodies;(four) planting crops;(five) setting up garbage, excrement and other pollutants, stacking sites and disposal sites;(six) navigation, berthing, loading and unloading of ships that have nothing to do with the protection of water resources;(seven) other behaviors that poll

42、ute the drinking water.To have been built with water supply facilities and protection of water sources not related to construction projects, closed by the city or county where the District Peoples Government shall be ordered to be dismantled or; overdue demolition or shut down, can be forced to dism

43、antle the law or shut down.Eighteenth in the drinking water source protection areas and potential protected areas, new construction, renovation and expansion in violation of the regulations of construction projects, environmental protection departments will not approve the environmental impact repor

44、t; urban and rural planning departments shall not be selected; the competent departments of land and resources shall not handle the formalities for the use of the land.The nineteenth water administrative departments shall, within the scope of their functions, scientifically allocate water resources

45、so as to maintain the reasonable water level of drinking water sources.Article twentieth for excessive exploitation of underground drinking water, resulting in land subsidence, water quality deterioration should not continue to be mined, the municipal water authority shall jointly with the competent

46、 department of land and resources to report to the Municipal Peoples government. The Municipal Peoples Government shall, in accordance with the law, take measures to stop or restrict the exploitation of underground drinking water.Twenty-first cities and counties in the District Peoples government sh

47、ould take the construction of wetland construction or water conservation forest, clean small watershed and other measures to prevent water pollutants directly into the drinking water, enhance self purification capacity of water bodies.Twenty-second centralized drinking water supply units should be i

48、n the underground drinking water source wells, construction of water wells, closed buildings, installation of manhole covers, security doors, alarm monitoring devices, or arrangements for special care.The fourth chapter is supervision and managementThe twenty-third competent department of environmen

49、tal protection shall supervise and inspect the following matters concerning the protection of drinking water sources:(1) pollutant discharge in protected areas and quasi protected areas;(two) pollution of water bodies by development and utilization activities;(three) the discharge standards of water

50、 pollutants and the total discharge of key water pollutants.The twenty-fourth water authority shall supervise and inspect the following matters concerning the protection of drinking water sources:(1) implementation of measures for drinking water and water resources protection;(two) water conservancy

51、 projects, facilities and other construction projects have an impact on drinking water resources;(three) implementation of the water and soil conservation scheme;(four) rational utilization of water resources.Twenty-fifth municipal environmental protection, water, sanitation and other relevant depar

52、tments should strictly implement the drinking water source water quality monitoring of the national technical standards and standards,Each quarter to the public water quality monitoring results, the establishment of drinking water source water quality monitoring files.Twenty-sixth environmental prot

53、ection departments shall, in conjunction with the water administrative department of drinking water source protection inspection system, found that the pollution source, shall take timely preventive measures to the local county peoples government report.The county peoples Government shall organize t

54、he relevant departments, a clear pollution, the water pollution caused by.The twenty-seventh environmental protection and other relevant departments shall carry out on-site inspections of the discharge units within the jurisdiction, and the units under examination shall cooperate with each other, tr

55、uthfully reflect the situation and provide relevant information.Twenty-eighth municipal and flag County Peoples governments should organize the preparation of drinking water pollution accident emergency response plan, the establishment of a professional emergency rescue team, equipped with emergency

56、 rescue equipment.Enterprises and institutions that may cause drinking water pollution accidents shall formulate emergency plans for dealing with water pollution accidents, make emergency preparations and carry out regular exercises.Twenty-ninth drinking water source protection areas of water pollut

57、ion accidents occurred, water units shall report to the competent department of environmental protection immediately, the relevant responsible units shall immediately start the unit emergency plan, take measures to prevent pollution.Thirtieth. The environmental protection departments of a drinking w

58、ater source pollution accident report, it shall report to the peoples government at the same level in a timely manner, a copy of the relevant departments, immediately sent to the scene investigation, ordered relevant units to take measures to control and eliminate the effects of the accident.Thirty-first a drinking water pollution accident, the city and County District Peoples government should start the emergency plan and organize the implementation of drinking water
