1、論當(dāng)代中國的網(wǎng)絡(luò)政治參與 論當(dāng)代中國的網(wǎng)絡(luò)政治參與 a study on cyber-politic participation in contemporary china 【摘要】 蓬勃發(fā)展的互聯(lián)網(wǎng)正在以前所未有的速度沖擊著包括政治參與在內(nèi)的中國公民的政治社會生活方方面面,并將在一定程度上改變著我們幾千年以來根深蒂固的政治思維定勢。由于目前中國現(xiàn)有政治參與機制仍處于探索和建設(shè)階段,所以網(wǎng)絡(luò)政治參與一方面引起很多學(xué)者的關(guān)注和思索,另一方面關(guān)于其利弊得失和發(fā)展前景的討論也眾說紛紜?！盎ヂ?lián)網(wǎng)究竟給當(dāng)代中國公民的政治參與帶來了多大變化?這些變化又意味著什么?”這是本文力圖探究的中心問題。從理論上看,

2、“政治參與”并不是一個有充分共識的概念。本文借助中外學(xué)者的相關(guān)討論,確定以“廣度、深度、效度”的三維評價指標(biāo)來討論當(dāng)代中國的網(wǎng)絡(luò)政治參與,并以此三維評價標(biāo)準(zhǔn),分析比較中國傳統(tǒng)的政治參與和當(dāng)代的網(wǎng)絡(luò)政治參與的異同和變遷,特別強調(diào)網(wǎng)絡(luò)參政所具有的鮮明特征和驚人影響力,具體表現(xiàn)在網(wǎng)絡(luò)政治參與憑借其平等、便捷、高效等優(yōu)勢在很大程度上彌補了傳統(tǒng)政治參與中的不足,給發(fā)展處于“瓶頸”階段的中國政治參與帶來了新的生機與活力。論文的隨后部分,還對中國近期內(nèi)網(wǎng)絡(luò)政治參與發(fā)展的利弊條件進行了細致闡述。本文認(rèn)為中國國民經(jīng)濟的快速發(fā)展、宏觀政策的大力支持以及日新月異的互聯(lián)網(wǎng)技術(shù)給網(wǎng)絡(luò)政治參與在中國的茁壯成長提供了相對優(yōu)

3、越的發(fā)展環(huán)境。但是,不可忽視的“電子鴻溝”、令人堪憂的中國網(wǎng)絡(luò)信息安全以及有待提高的網(wǎng)民素質(zhì)又在一定程度上成為了網(wǎng)絡(luò)政治參與快速發(fā)展道路上的“絆腳石”。綜合各章內(nèi)容,本文認(rèn)為,網(wǎng)絡(luò)使得我國的政治參與在參與主體、參與渠道、參與效能和政治文化變遷等方面都呈現(xiàn)出全新的景象和影響,但是中國政治參與狀況的根本改變,將更多取決于中國社會本身能否全面健康地發(fā)展,而不是由網(wǎng)絡(luò)參與所帶來的諸如參與主體數(shù)量增加、參與渠道或平臺擴大等因素的變化。上述因素只有在更有機地融入中國政治制度建設(shè)和社會治理方式變革的基礎(chǔ)上,才可能在推動中國政治民主化進程中真正發(fā)揮作用?！綼bstract】 the booming inter
