NAMEThe name of this structure shall be the Physical Education Steering Committee of the Nati onal Associati on for Sport and Physical Educatio n
2、 (here in after referred to as NASPE), an Associati on of the America n Allia nee for Health, Physical Educati on, Recreati on and Dance (here in after referred to as the Allia nee).II. PURPOSEThe purpose of the Physical Education Steering Committee shall be to identify needs and opport un ities and
3、 recomme nd acti ons, activities, programs, and in itiatives to the NASPE Board of Directors related to the physical educati on professi on and quality physical educatio n for all youth.To achieve this purpose the Committee shall have the following responsibilities:A. Promote the developme nt and im
4、pleme ntati on of quality programs in P-12 and college/university physical education (required physical activity credits).B. Adva nee the goals and objectives of the NASPE Strategic Pla n.C. Ide ntify advocacy n eeds and opport un ities.D. Recomme nd to the Board of Directors specific projects for w
5、hich full details have been outlined. Such projects shall relate to:1. Publications needed, including but not limited to national standards,guideli nes, and positi on stateme nts, in struct ional resources, and assessme nt resources.2. Revisio ns to exist ing publicatio ns (new editi on s).3. Worksh
6、ops n eeded.4. Conferen ces on timely issues.5. Articles or features (series of articles) n eeded in NASPE, the Allia nee, or outside jour nals, magaz in es, or n ewsletters.6. Joint projects with other NASPE interest areas, other Alliance structures,and/or outside organizations.7. Promotion and int
7、erpretation of research where appropriate.8. Special studies and/or projects to meet critical issues or program needs.E. Contribute to the on-going program of NASPE:1. Monitor all NASPE communication vehicles, including but not limited toNASPE website, NASPE News, NASPE-Talk listserv, NASPE Forum, S
8、trategies, and JOPERD.2. Attend the AAHPERD National Convention.3. Plan and facilitate the NASPE Physical Education Town Hall Meeting at the AAHPERD National Convention and at district AAHPERD conventions as appropriate.4. Make recommendations to the Physical Education Awards Committeeregarding poss
9、ible nominees for the awards, changes to the awards process, and/or changes (additions, deletions) to number/type of awards being given by NASPE.5. Make recommendations to the Convention Program Committee regardingthemes and hot topics for program sessions.6. Network and/or partner with appropriate
10、organizations having similar missions, interests, and concerns.7. Encourage membership in NASPE/AAHPERD and promote NASPE programs, products, and services.8. Encourage involvement of members in NASPE and Alliance committeesand projects.F. Consider and/or implement all assignments referred by the NAS
11、PE Board ofDirectors and/or the NASPE President.G. Prepare and submit reports to the Board of Directors that includes theCommittee ' s summarycoufrrent and important needs, issues, and opportunities related to the physical education profession and physical education of all youth and recommendati
12、ons for associated actions, activities, programs, and initiatives.III.ORGANIZATIONA. The Committee shall con sist of no more tha n ten vot ing members, in cludi ng the Chairpers on. The Physical Educati on Coord in ator on the NASPE Board of Directors and NASPE Executive Director shall be desig nate
13、d as an non-v ot ing ex-officio members of the Committee. At the discreti on of the NASPE Executive Committee an d/or the NASPE Executive Director, a staff member other tha n the Executive Director may be desig nated to serve as the staff liais on to the Committee to assist the Chairperson in implem
14、enting the work of the Committee.The Committee shall be comprised of NASPE members who work in the followi ng areas.1. Preschool and eleme ntary physical educatior3 members2. Middle and high school physical educatio3 members3. District or state K-12 physical educati on coordi nators2 members4. Physi
15、cal educati on teacher educatic1 member5. College/uni versity physical activity program-1 memberAmong the three members represe nting preschool and eleme ntary physical educati on, at least two must be curre ntly teach ing in eleme ntary school.Among the three members represe nting middle and high s
16、chool physical educati on, at least two must be curre ntly teach ing in middle an d/or high school.B. Committee members shall be appo in ted by the Board of Directors for three year terms. Terms shall be staggered. The initial Committee shall be comprised of curre nt executive committee members of t
17、he Coun cil on Physical Educati on for Childre n (COPEC), Middle and Sec on dary School Cou ncil (MASSPEC), Cou ncil for School Leadership in Physical Educati on (CSLPE), Coun cil on Physical Educatio n Teacher Educati on (COPETE), and College and Uni versity Physical Education Cou ncil (CUPEC).C. O
18、pe n positi ons on the Committee shall be promoted to NASPE members through all NASPE com muni cati ons vehicles. NASPE members shall complete applicati on materials developed by the Committee.The Committee shall review and rate all applica nts and make recomme ndati ons to the Board of Directors.D.
19、 It shall be the resp on sibility of each Committee member to:1.Hold membership in NASPE/AAHPERD.2. Atte nd all Committee meet in gs, in clud ing those held at the time and place of the AAHPERD Natio nal Co nve ntio n.3. Atte nd to corresp ondence promptly.4. Execute all resp on sibilities for at le
20、ast one major assig nment relat ing to the admi nistrati on an d/or operati on of the Committee.5. Serve as a delegate to the NASPE Associatio n Delegate Assembly.E. A Chairpers on shall be appo in ted by the Board of Directors based on recomme ndati ons from the Committee and shall serve a two year
21、 term.F. It shall be the duty of the Chairpers on to:1. Preside at all meeti ngs of the Committee.2. Communi cate regularly with the Committee members, NASPE Board liaison, and NASPE staff liaison.3. Coord in ate the efforts of the Committee.4. Accept assig nments from the NASPE Preside nt an d/or E
22、xecutive Committee.G. Resig nati on by Committee members shall be made by letter to the Chairpers on.H. Committee membership may be termi nated for just cause by the NASPE Preside nt.I. Committee positi ons that are ope n due to resig nati on or term in atio n shall be filled through a call for appl
23、icati ons as outl ined in III C.IV. CONDUCT OF BUSINESSA. Relatio nship to the NASPE Board of Directors1. The Committee shall be give n aut onomy for determ ining the manner of operati on provided no policy or gover nance docume nt of NASPE or the Allia nee is con trave ned.2. The major focus of the
24、 Committee shall be to ide ntify and discuss n eeds, issues, and opport un ities related to the physical educatio n professi on and physical educatio n of all youth and make recomme ndati ons about associated actions, activities, programs, and initiatives to the NASPE Board ofDirectors.3. Actions, a
25、ctivities, programs, and initiatives may be implemented by anappointed task force only after all details of the project, a budget, and task force members have been approved by the Board of Directors.B. Meetings1. Two annual in-person meetings shall be held.a.One annual meeting shall be held at the t
26、ime and place of theAAHPERD National Convention. All expenses related to travel and attendance will be at the member' s expense.b.One annual meeting shall be held during June or July atNASPE/AAHPERD headquarters in Reston, VA. All expenses related to travel and attendanceilwl be at NASPE 'pe
27、snesxe as governed by NASPE and Alliance policy.2. Two official conference call meetings shall be held.a.One official conference call meeting shall be held in September orOctober to discuss the decisions of the Board of Directors related to the Committee ' s annual report and other business as d
28、eemed necessary.b.One official conference call meeting shall be held in January,February, or March to prepare for the NASPE Physical Education Town Hall Meeting at convention.3. There shall be no proxies at the Committee meetings.4. All meetings shall be cleared through the NASPE President and the N
29、ASPEExecutive Director prior to scheduling as to date, time and place.5. Minutes shall be kept for all Committee meetings and shared with the Boardof Directors.6. Interim business shall be conducted by e-mail, phone, and mail.7. The Chairperson shall preside at all meetings of the CommitteeI.n theev
30、ent of the Chairperson's absence from any session, the Committee shall select a Chairperson pro-tem from among its membership.C. Reports, Requests, and Recommendations to the Board of Directors1. The Committee, through the Chairpers on, shall provide a writte n report of atte ndance and discussi
31、 on at the NASPE Physical Educati on Town Hall Meet ing held at conven ti on to the Board of Directors with in 30 days of the conven ti on.2. The Committee, through the Chairpers on, shall provide a writte n annual report to the Board of Directors after the Committee -persorsJune/July meet ing and n
32、o later tha n July 15. The report format shall be provided by the Board of Directors and shall in clude items such as:? Most critical areas of n eed/c oncern /opport un ity for P-12 physical educatio n? Recomme ndati ons about which areas of n eed/c oncern/opport un ity are highest priority for NASPE? Specific recomme ndatio ns for acti ons NASPE shoul
