1、民辦幼兒園章程附件1：   民辦幼兒園 章  程  核準(zhǔn)表   幼 兒 園揚州市邗江區(qū)邗上中心幼兒園呈報日期核準(zhǔn)日期施行日期    填表說明 一、呈報幼兒園和區(qū)教育局相關(guān)科室應(yīng)在此表相關(guān)欄目處簽字確認(rèn)。二、本表連同幼兒園章程一式兩份，區(qū)教育局核準(zhǔn)后留存一份、返還幼兒園一份。三、幼兒園、區(qū)教育局相關(guān)科室在制訂、審核幼兒園章程時，要逐項核對章程中相應(yīng)的條款。章程中規(guī)定的必要事項有：（一）幼兒園名稱、園址。（二）辦學(xué)宗旨。

2、包括辦園目的、培養(yǎng)目標(biāo)、教育原則、發(fā)展規(guī)劃和園訓(xùn)、園歌、園慶紀(jì)念日等。（三）主要任務(wù)。包括教育教學(xué)工作的主要內(nèi)容、實施方式、基本要求和教育教學(xué)特色等。（四）內(nèi)部管理機制。要根據(jù)不同的管理體制，具體規(guī)定以下內(nèi)容：法人代表的職責(zé)、權(quán)限及履行職責(zé)、權(quán)限的方式；幼兒園重大事項的決策程序和方式；教職工參與幼兒園民主管理監(jiān)督的方式與途徑；幼兒園機構(gòu)設(shè)置和職能；法人代表以外的其他負(fù)責(zé)人及主要機構(gòu)負(fù)責(zé)人的職責(zé)、權(quán)限。實行“園董會領(lǐng)導(dǎo)下的園長負(fù)責(zé)制”的幼兒園，其章程須對園董會的職責(zé)、權(quán)限、議事規(guī)則等作出規(guī)定。（五）教師、其他教育工作者和幼兒。明確教師的來源、聘任或解聘、晉升、獎勵、處分；教師的權(quán)利、義務(wù)；幼兒的

3、入學(xué)、學(xué)籍；幼兒的權(quán)利和義務(wù)；教師隊伍建設(shè)的目標(biāo)、任務(wù)和學(xué)生的日常管理。（六）經(jīng)費、財務(wù)、財產(chǎn)管理。明確辦學(xué)經(jīng)費的主要來源、使用和管理的機構(gòu)、程序、原則；教職工的分配原則；財產(chǎn)購置程序、使用管理；舉辦者要求取得回報的民辦幼兒園還須明確取得合理回報的比例和時限。（七）附則。關(guān)于名詞和術(shù)語的定義、需要規(guī)定的特色內(nèi)容、章程的修改程序、章程解釋權(quán)的授權(quán)認(rèn)定、制定規(guī)章制度的授權(quán)規(guī)定、章程實施日期的規(guī)定。四、民辦幼兒園章程內(nèi)容。除標(biāo)明上述內(nèi)容外，還需按“民辦非企業(yè)單位（法人）章程”的制定要求，增加相關(guān)的內(nèi)容。幼兒園呈報幼兒園全稱揚州市邗江區(qū)邗上中心幼兒園教職工大會意  見該章程已經(jīng)&#

9、論通過） 序言 邗上中心幼兒園創(chuàng)辦于1996年9月，隸屬于邗江實驗學(xué)校，2010年在區(qū)政府、區(qū)教育局和實驗學(xué)校等各級領(lǐng)導(dǎo)的關(guān)心支持下，投資九百多萬元，異地新建了一所全新的幼兒園， 2011年12月高標(biāo)準(zhǔn)通過“江蘇省優(yōu)質(zhì)幼兒園”評估驗收。全園秉持 “快樂生活 健康成長”的核心價值理念，堅持“以德育德、以愛育愛、以心育心”的育人導(dǎo)向，在主管部門和社會各界的關(guān)心、指導(dǎo)下，先后獲得“江蘇省平安校園”“揚州市綠色學(xué)校”“揚州市優(yōu)秀家長學(xué)?！薄皳P州市A級食堂衛(wèi)生單位”、“邗江區(qū)衛(wèi)生保健合格園”等多項榮譽稱號。曾獲得揚州市家庭趣味運動會團體一等獎、區(qū)幸福寶貝幼兒才藝大

10、賽優(yōu)秀組織獎、區(qū)教育系統(tǒng)女教師合唱比賽一等獎，多次在區(qū)幼兒園綜合考核中榮獲一等獎，并多次接待了省內(nèi)外的嘉賓及幼教同仁，無不交口稱贊，已成為一所家長信賴、同行信服、社會贊譽的優(yōu)質(zhì)園。 第一章  總則第一條 為規(guī)范幼兒園內(nèi)部管理體制和運行機制，推進幼兒園依法治園，建設(shè)現(xiàn)代學(xué)校制度，全面提高教育教學(xué)質(zhì)量和辦園效益，根據(jù)中華人民共和國教育法中華人民共和國教師法全面推進依法治校實施綱要和幼兒園指導(dǎo)綱要、36歲兒童學(xué)習(xí)與發(fā)展指南等有關(guān)法律法規(guī)與規(guī)定，結(jié)合幼兒園實際，制定本章程。第二條 本園全稱為揚州市邗江區(qū)邗上中心幼兒園 ；英文表述為 

11、Hanshang Center Kindergarten of YangZhou ；住所地址為 揚州市邗城路22號  。第三條 本園由邗江區(qū)邗江實驗學(xué)校舉辦，經(jīng)登記批準(zhǔn)，是具有法人資格的辦學(xué)機構(gòu)，獨立承擔(dān)民事責(zé)任。本園是一所公辦全日制教育機構(gòu)，隸屬于邗江區(qū)實驗學(xué)校。第四條 辦園宗旨：以德育德、以愛育愛 、以心育心。辦園理念：快樂生活  健康成長讓每一個幼兒感受并體驗成長的快樂是幼兒教育的根本目的，也是幼兒教育評價的重要標(biāo)準(zhǔn)，幼兒園在積極打造快樂教育環(huán)境的同時努力創(chuàng)設(shè)易于激發(fā)幼兒體驗的教學(xué)情境，以游戲貫穿幼

12、兒在園一日生活，以“體格健壯、能學(xué)會玩、文明有禮、自主活潑”為幼兒培養(yǎng)目標(biāo)，讓孩子在玩中學(xué)、學(xué)中樂、樂中長，力求讓每一個孩子快樂生活健康成長。第五條 幼兒園的發(fā)展要體現(xiàn)與時俱進、開拓創(chuàng)新的精神，以“為幼兒的終身發(fā)展奠基”為指導(dǎo)思想，遵循學(xué)前教育的基本規(guī)律，深化學(xué)前教育改革，打造優(yōu)秀的教師團隊，促進幼兒全面健康、和諧發(fā)展，把幼兒園辦成區(qū)內(nèi)外有影響的、有特色的幼兒園?？偰繕?biāo)：秉持 “快樂生活  健康成長”的核心價值理念，堅持“以德育德、以愛育愛”，在規(guī)范中求穩(wěn)定，在穩(wěn)定中求發(fā)展，在發(fā)展中創(chuàng)特色，在特色中求提高，“推進優(yōu)效管理、鍛造優(yōu)質(zhì)師資、創(chuàng)設(shè)優(yōu)美環(huán)境、培育

13、優(yōu)秀人才”。第六條 辦園特色：培養(yǎng)幼兒具有“健美的體魄、健康的心理、健全的人格”。園訓(xùn)：志存高遠 追求卓越園風(fēng)：尚德  博學(xué)  勵志  篤行教風(fēng)：博愛  嚴(yán)謹(jǐn)  協(xié)作  創(chuàng)新學(xué)風(fēng)：惜時  博覽  善思  創(chuàng)造第七條 幼兒園面向周邊地區(qū) 招生，招生對象為36周歲兒童 ，招生規(guī)模以 邗江 區(qū)教育局核定的班級和人數(shù)為準(zhǔn)。第八條 園標(biāo)、園旗、園歌

14、、園徽（暫時沿用邗江區(qū)實驗學(xué)校的校標(biāo)、校旗、校歌、校徽）第二章  組織機構(gòu)和管理體制第九條 校長是學(xué)校的法定代表人，對外代表學(xué)校，對內(nèi)全面負(fù)責(zé)學(xué)校的教育教學(xué)和行政管理工作。幼兒園實行園長負(fù)責(zé)制，園長是幼兒園具體負(fù)責(zé)人，全面負(fù)責(zé)幼兒園行政工作。園長由邗江區(qū)實驗學(xué)校任命（或聘任）。副園長協(xié)助園長開展工作。第十條 園長依法行使下列主要職權(quán)：（一）貫徹執(zhí)行國家的有關(guān)法律、法規(guī)、政策和上級主管部門的規(guī)定；（二）領(lǐng)導(dǎo)教育、衛(wèi)生保健、安全保衛(wèi)工作；（三）組織制訂并實施幼兒園的發(fā)展規(guī)劃；（四）負(fù)責(zé)建立并執(zhí)行各種規(guī)章制度；（五）負(fù)責(zé)聘任、調(diào)配工作人員。指導(dǎo)、檢查和評估教師以及其他工作人員的工

15、作，并給予獎懲；（六）負(fù)責(zé)工作人員的思想工作，組織文化、業(yè)務(wù)學(xué)習(xí)，并為他們的政治和文化、業(yè)務(wù)進修創(chuàng)造必要的條件，關(guān)心和逐步改善工作人員的生活、工作條件，維護他們的合法權(quán)益；（七）組織管理園舍、設(shè)備和申報經(jīng)費使用；（八）組織和指導(dǎo)家長工作；（九）負(fù)責(zé)與社區(qū)聯(lián)系和合作。第十一條 本園建立園務(wù)會議制度。重大問題經(jīng)園務(wù)委員會醞釀，在調(diào)查研究、認(rèn)真聽取群眾意見的基礎(chǔ)上，由園長提交學(xué)校辦公會審議討論決策。第十二條 幼兒園根據(jù)辦園實際需要，建立由教師及家長代表參加的園務(wù)委員會，參與制定、審議幼兒園章程、發(fā)展規(guī)劃和其他規(guī)章制度、人事與財務(wù)方案等重大事項。第十三條 學(xué)?；鶎狱h組織發(fā)揮政治核心

16、作用。幼兒園依靠學(xué)?；鶎狱h組織，充分發(fā)揮工會、教職工（代表）大會、共青團等組織的作用。第十四條 學(xué)校建立以教師為主體的教職工（代表）大會制度，保障教職工參與學(xué)校和幼兒園民主管理和進行民主監(jiān)督。凡屬教職工（代表）大會職權(quán)范圍的事項，都應(yīng)提交教職工（代表）大會審議。學(xué)校工會作為教職工（代表）大會的工作機構(gòu)，依法保障學(xué)校民主管理、民主監(jiān)督的落實，維護教職工的合法權(quán)益。第十五條 幼兒園設(shè)置年級組 、教研組和后勤組 等職能部門，分別承擔(dān)相應(yīng)的管理職能。第十六條 幼兒園加強一日常規(guī)管理，主要內(nèi)容與方法是：1.幼兒園建立以園長室、年級組、教研組、班組組成的教學(xué)管理網(wǎng)絡(luò)

17、。在園長室的領(lǐng)導(dǎo)下，分工合作、相互配合、共同管理。2.年級組長負(fù)責(zé)本年級的德育及各項保育教育工作，統(tǒng)籌教師分工與管理、年級段教育活動、幼兒管理及家長工作等。3.教研組長負(fù)責(zé)領(lǐng)導(dǎo)、組織教師進行教育教學(xué)研究。教研組定期開展教研活動，按園內(nèi)安排參加各種培訓(xùn)和學(xué)習(xí)活動，貫徹落實各項計劃，完成各項教育教學(xué)任務(wù)。4.班組長負(fù)責(zé)組織本班教師進行教學(xué)活動和班級區(qū)域的設(shè)置等，在尊重幼兒個體差異的同時全面負(fù)責(zé)班級各項工作，完成教育教學(xué)任務(wù)。5.班級配備兩教一保，由班組長牽頭負(fù)責(zé)幼兒一日活動的組織，做到動靜交替，注重幼兒的實踐活動，建立必要合理的常規(guī)，培養(yǎng)幼兒良好習(xí)慣和初步的生活自理能力，保證幼兒愉快地、有益地自主

18、活動。6.幼兒園注重各領(lǐng)域教育的互相滲透、有機結(jié)合，努力完善富有特色的園本課程體系，創(chuàng)設(shè)良好的教育環(huán)境，關(guān)注幼兒的興趣與需求，根據(jù)幼兒年齡特點創(chuàng)設(shè)多種情境，關(guān)注幼兒的生活、游戲和經(jīng)驗，充分利用多方資源，讓每一個孩子盡享成長的快樂。7幼兒園嚴(yán)格執(zhí)行不同季節(jié)的作息時間安排，確保幼兒在園時段健康快樂成長。節(jié)假日、課余時間不組織集體補課或上課，絕不辦延遲班和解困班。第十七條 幼兒園依法實行信息公開，切實保障教職工、幼兒、社會公眾對幼兒園重大事項、重要制度的知情權(quán)、參與權(quán)、表達權(quán)和監(jiān)督權(quán)。第十八條 幼兒園依法健全園內(nèi)糾紛解決機制，綜合運用信訪、調(diào)解、申訴等爭議解決機制處理幼兒園內(nèi)部各

19、種利益糾紛。第十九條 幼兒園依法接受教育及其他政府相關(guān)部門的管理和監(jiān)督，接受社會、家長的監(jiān)督，聽取社會各界對學(xué)校工作的意見和建議。第三章  幼兒第二十條 凡被幼兒園錄取或轉(zhuǎn)入幼兒園學(xué)習(xí)的受教育者即取得幼兒園學(xué)籍，為本園幼兒。第二十一條 幼兒享有下列權(quán)利：（一）參加一日教學(xué)計劃安排的各項活動，使用幼兒園教育教學(xué)設(shè)施、設(shè)備、圖書資料和玩具；（二）在情感、態(tài)度、能力、知識、技能的發(fā)展上獲得公正評價；（三）享受平等的學(xué)習(xí)與發(fā)展機會；（四）對幼兒園、教師侵犯其合法權(quán)益，提出申訴或者依法提起訴訟；（五）法律法規(guī)規(guī)定的其他權(quán)利。第二十二條 監(jiān)護人應(yīng)

20、當(dāng)履行下列義務(wù)：（一）協(xié)助本園對幼兒進行教育，尊敬師長，養(yǎng)成良好的個性品質(zhì)和行為習(xí)慣；（二）支持幼兒參與幼兒園各項活動，讓幼兒在集體活動中與同伴友好交往；（三）遵守本園的有關(guān)管理制度；第二十三條 幼兒園按照江蘇省教育廳有關(guān)幼兒學(xué)籍管理的規(guī)定實行學(xué)籍管理，健全幼兒學(xué)籍檔案，依法辦理幼兒轉(zhuǎn)學(xué)、休學(xué)、復(fù)學(xué)等手續(xù)，依法對幼兒給予獎勵和處分。第二十四條 幼兒園建立幼兒成長檔案，對幼兒實施綜合素質(zhì)評定，促進幼兒全面發(fā)展。每學(xué)期評價結(jié)果記入幼兒本人檔案。第二十五條 幼兒園對符合入學(xué)條件而家庭經(jīng)濟困難的學(xué)生，通過助學(xué)金等形式提供資助。第四章  教職工第二十六條

21、 幼兒園教職工由教師和其他專業(yè)技術(shù)人員、管理人員和工勤人員等組成。第二十七條 幼兒園根據(jù)編制、人社部門核定的編制數(shù)額、崗位數(shù)和崗位任職條件及市教育局、學(xué)校相關(guān)規(guī)定聘用教職工，公開招聘，競爭上崗，對聘用人員實行崗位管理和績效工資制度。第二十八條 幼兒園依法建立教職工考核制度，對教職工定期進行考核，考核結(jié)果作為續(xù)聘或者解聘、獎勵或者處分的依據(jù)。第二十九條 幼兒園教職工除享有法律法規(guī)等規(guī)定的權(quán)利外，還享有下列權(quán)利：（一）依據(jù)國家規(guī)定的幼兒園課程標(biāo)準(zhǔn)，結(jié)合本班幼兒的具體情況，自主制定和執(zhí)行教育教學(xué)工作計劃，進行一日教育活動，開展教育教學(xué)改革和實驗；（二）參加教育教學(xué)科研、

22、園本培訓(xùn)、進修學(xué)習(xí)等活動。（三）按時獲取工資報酬，享受國家規(guī)定的帶薪休假和其他福利待遇；（四）通過教代會或其他形式參與幼兒園管理，對本園工作提出意見和建議；重大事務(wù)有知情權(quán)；對不公正待遇或?qū)μ幏植环猩暝V權(quán)；（五）使用幼兒園設(shè)施、圖書、音像資料及其他教育教學(xué)用品；第三十條 幼兒園教職工除履行法律法規(guī)等規(guī)定的義務(wù)外，還應(yīng)履行下列義務(wù)：（一）遵守法律法規(guī)和職業(yè)道德，為人師表；（二）遵守規(guī)章制度，認(rèn)真履行職責(zé)，完成教育教學(xué)工作任務(wù)；（三）關(guān)心、愛護全體幼兒，尊重幼兒人格，促進幼兒身心和諧發(fā)展；（四）嚴(yán)格執(zhí)行幼兒園安全、衛(wèi)生保健制度，配合保育員管理本班幼兒生活，開展安全健康常識教育；（五）履行人人都是

23、德育工作者的職責(zé)，經(jīng)常與幼兒家長保持聯(lián)系，開展家庭教育指導(dǎo)，共同做好幼兒教育工作；（六）制止有害于幼兒的行為或者其他侵犯幼兒合法權(quán)益的行為，批評和制有害于幼兒健康成長的現(xiàn)象；不斷提高思想政治覺悟和教育教學(xué)業(yè)務(wù)水平；（七）定期向園長匯報，接受其檢查和指導(dǎo)。第三十一條 學(xué)校保證教職工工資、保險、福利待遇按照國家、省和本市有關(guān)規(guī)定執(zhí)行，逐步改善教職工的工作條件，幫助解決教職工遇到的實際困難。第五章  幼兒園與家庭、社會第三十二條 幼兒園主動與社會、家庭聯(lián)系溝通，加強幼兒園、家庭、社會密切配合的育人體系建設(shè)，形成教育合力。幼兒園根據(jù)教育教學(xué)需要，聘請兼職教師和園

24、外幼兒輔導(dǎo)員。幼兒園建立或者利用社會資源建立德育、科普、法制、社區(qū)等各類教育基地，定期組織開展校外教育活動。第三十三條 幼兒園按照一定的民主程序，本著公正、公平、公開的原則，在自愿的基礎(chǔ)上，組織家長選舉組成家長委員會。幼兒園為家長委員會開展工作提供必要的條件，保障家長委員會履行參與學(xué)校管理、參與教育工作、溝通學(xué)校與家庭等職責(zé)。第三十四條 幼兒園依托社區(qū)，開發(fā)社區(qū)教育資源，開展社會實踐活動，為幼兒創(chuàng)造服務(wù)社區(qū)和實踐體驗的機會。幼兒園配合社區(qū)開放校內(nèi)文化設(shè)施和體育場地。第三十五條 幼兒園建立校友會組織，發(fā)揮校友的宣傳、橋梁、教育、助學(xué)、咨詢等作用，促進幼兒園發(fā)展。第三

25、十六條  幼兒園根據(jù)辦園實際需要，開展園際互動合作，不斷擴大對外交流，拓展教育視野，提升辦園水平。第六章  幼兒園資產(chǎn)及財務(wù)管理第三十七條 學(xué)校開辦資金為人民幣18795元。學(xué)校具體經(jīng)費來源包括財政補助收入、上級補助收入  、事業(yè)收入 和 其他收入等。第三十八條 學(xué)校資產(chǎn)受法律保護，任何單位、個人不得侵占、私分和挪用。學(xué)校對侵占校舍、場地、設(shè)施等的行為和侵犯學(xué)校名稱權(quán)及無形資產(chǎn)的行為，應(yīng)積極履行國有資產(chǎn)管理職責(zé)，依法追究侵權(quán)者的責(zé)任。第三十九條 學(xué)校財務(wù)活動在校長的領(lǐng)導(dǎo)下，由學(xué)校財務(wù)部門統(tǒng)一管理

26、。學(xué)校財會人員的任職條件、工作職責(zé)、工作權(quán)限、專業(yè)技術(shù)職務(wù)、任免獎罰，嚴(yán)格按照國家會計法律制度執(zhí)行。第四十條 幼兒園嚴(yán)格執(zhí)行國家收費政策，規(guī)范收費行為，按照有關(guān)部門確定的項目和標(biāo)準(zhǔn)收費，各項收入按照有關(guān)規(guī)定嚴(yán)格管理，行政事業(yè)性收入實行收支兩條線管理。第四十一條 學(xué)校依法接受社會各界的捐贈，建立健全受贈財產(chǎn)的使用制度，加強對受贈財產(chǎn)的管理并接受社會監(jiān)督。第七章  附則第四十二條 幼兒園建立健全本章程統(tǒng)領(lǐng)下的幼兒園規(guī)章制度體系。規(guī)章制度的立、改、廢均依照民主程序進行。第四十三條 本章程未盡事宜按照法律法規(guī)及上級文件政策執(zhí)行。如有不同，以法
