1、    軟件產(chǎn)業(yè)發(fā)展戰(zhàn)略及對策研究       軟件產(chǎn)業(yè)作為信息產(chǎn)業(yè)的核心，將成為本世紀(jì)推動世界經(jīng)濟增長和社會發(fā)展的重要力量。軟件產(chǎn)業(yè)不但能大幅度提高國家整體經(jīng)濟運行效率，而且自身也能形成龐大規(guī)模，拉升國民經(jīng)濟指數(shù)。隨著信息、技術(shù)的發(fā)展，作為知識經(jīng)濟時代的主導(dǎo)產(chǎn)業(yè)，軟件產(chǎn)業(yè)將會成為衡量一個國家綜合國力.的標(biāo)志之一。因此，我國將軟件產(chǎn)業(yè)列為重點發(fā)展產(chǎn)業(yè)。    大連市作為國家首批的軟件進出口基地，結(jié)合其自身特點將軟件產(chǎn)業(yè)的發(fā)展模式定位于軟件對日外包。然而，在大連軟件產(chǎn)

2、業(yè)發(fā)展過程中，企業(yè)規(guī)模等問題嚴(yán)重阻礙了其發(fā)展。與此同時，隨著信息化的進一步發(fā)展，必然為大連軟件產(chǎn)業(yè)的發(fā)展提供更多的機會與挑戰(zhàn)。因此，制定適合大連軟件產(chǎn)業(yè)發(fā)展的道路勢在必行。    本文的第一部分對國內(nèi)外軟件產(chǎn)業(yè)相關(guān)研究進行歸納總結(jié)，在此基礎(chǔ)上確定本文的研究方法。第二部分闡述了軟件產(chǎn)業(yè)相關(guān)概念以及軟件產(chǎn)業(yè)特征，并對影響軟件產(chǎn)業(yè)發(fā)展戰(zhàn)略制定的相關(guān)理論給予介紹。第三部分總結(jié)了軟件產(chǎn)業(yè)的發(fā)展歷程、當(dāng)今世界所形成的軟件產(chǎn)業(yè)格局以及軟件產(chǎn)業(yè)的未來發(fā)展趨勢，并闡述了我國目前軟件產(chǎn)業(yè)現(xiàn)狀以及指出我國軟件產(chǎn)業(yè)目前所存在的問題。在第四部分中，首先對大連軟件產(chǎn)業(yè)現(xiàn)狀進行闡述。在此基礎(chǔ)上

3、，從內(nèi)部、外部兩方面對大連軟件產(chǎn)業(yè)進行分析。然后參考軟件產(chǎn)業(yè)競爭力研究相關(guān)文獻，制定軟件產(chǎn)業(yè)競爭力評價模型，對大連、北京、上海的軟件產(chǎn)業(yè)進行量化比較。第五部分通過前面的分析，結(jié)合大連軟件產(chǎn)業(yè)發(fā)展的長遠目標(biāo)，參考國內(nèi)外軟件產(chǎn)業(yè)發(fā)展模式，為大連軟件產(chǎn)業(yè)提出技術(shù)創(chuàng)新戰(zhàn)略、發(fā)展服務(wù)業(yè)戰(zhàn)略以及完善產(chǎn)業(yè)鏈戰(zhàn)略，并提出具有借鑒意義的相應(yīng)對策，包括:健全軟件產(chǎn)業(yè)政策法規(guī)、完善軟件產(chǎn)業(yè)帶的建設(shè)、培養(yǎng)和吸收軟件人刁以及加快技術(shù)創(chuàng)新。The Development Strategy and Countermeasure Research on Dalian Software IndustryAbstract
