1、我國第三部門發(fā)鋪與社會(huì)資本存量的晉升 【中文摘要】第三部門是現(xiàn)代社會(huì)三大組織之一,即除政府和營利組織之外的,在現(xiàn)代化入程中分化出來的具有組織性、民間性、志愿性、自治性、非營利性特性的社會(huì)志愿性組織。第三部門是隨同著現(xiàn)代化入程在人們生涯中日益形成的國度與市民社會(huì)二元格局的結(jié)果,它具有時(shí)期之根(現(xiàn)代的或后現(xiàn)代的)和構(gòu)造之根(政府與企業(yè)之間或更實(shí)質(zhì)的說是國度與個(gè)人之間),是現(xiàn)代化前提下形成的所有志愿知足社會(huì)公益關(guān)系的總和。第三部門發(fā)鋪的全體價(jià)值和最終目的在于現(xiàn)代社會(huì)資本存量的晉升。第三部門與社會(huì)資本具有緊密
2、的邏輯關(guān)系。社會(huì)資本是處于一個(gè)社會(huì)共同體中的個(gè)人、組織(廣義上的)通過與內(nèi)部、外部的長期交去、互惠合作形成的具備不同水平認(rèn)同的公共介入網(wǎng)絡(luò),以及在這些網(wǎng)絡(luò)中積淀下來的傳統(tǒng)習(xí)性、價(jià)值理念、信奉和行為范式。社會(huì)資本是社會(huì)發(fā)鋪必不可少的構(gòu)造性資源。第三部門發(fā)生于社會(huì)資本存量晉升的須要,是現(xiàn)代社會(huì)資本存量晉升的主體和現(xiàn)代社會(huì)資本的主要載體;社會(huì)資本則是第三部門發(fā)生和發(fā)鋪的基本。第三部門發(fā)鋪是晉升社會(huì)資本存量的前提前提,晉升社會(huì)資本存量是第三部門發(fā)鋪的最終歸宿。第三部門與社會(huì)資本之間在邏輯上和現(xiàn)實(shí)上存在著必然性的聯(lián)系。第三部門已經(jīng)成為當(dāng)今世界晉升社會(huì)資本存量的主體力量,并以其在社會(huì)服務(wù)范疇的優(yōu)勢(shì)位置繼承
3、施鋪著對(duì)社會(huì)資本存量的晉升功能;社會(huì)資本在不斷的積聚和晉升中為第三部門提供著孕育和發(fā)鋪的泥土,為第三部門在連續(xù)擴(kuò)鋪的現(xiàn)代社會(huì)服務(wù)范疇入一步強(qiáng)大提供了基本的平臺(tái)。目前我國現(xiàn)代社會(huì)資本存量亟待晉升的現(xiàn)狀對(duì)第三部門的發(fā)鋪提出了迫切的需求,然而我國的第三部門發(fā)鋪雖有提高但與社會(huì)資本的請(qǐng)求還有較大的差距。我國第三部門人均擁有量不足、區(qū)域與階層分布構(gòu)造不合理制約了公共介入網(wǎng)絡(luò)的擴(kuò)鋪,限制了社會(huì)整合才能和自主運(yùn)作才能的施鋪;我國第三部門內(nèi)部功能構(gòu)造不合理導(dǎo)致其缺少社會(huì)認(rèn)同,社會(huì)公信力不高,制約了社會(huì)公共精神的培育和信賴社會(huì)資本存量的晉升;我國第三部門相關(guān)的法律法規(guī)和公共政策仍待完美,不能為社會(huì)資本中“社會(huì)規(guī)
4、范”的建構(gòu)提供有效的軌制基本和保障;我國刻薄的第三部門雙層管理體系體例制約了人們的自由結(jié)社,限制了個(gè)人意識(shí)(放縱的、原子式的和物資主義的個(gè)人意識(shí))與社會(huì)公共精神的有機(jī)結(jié)合,堵塞了個(gè)體理性與社會(huì)理性溝通的渠道。針對(duì)第三部門的發(fā)鋪的困境,本文從外部環(huán)境和組織的自身素質(zhì)兩方面提出了相應(yīng)的對(duì)策。一方面要改善第三部門的發(fā)鋪環(huán)境,為第三部門的發(fā)鋪提供外部支持。在改善外部環(huán)境基本上,入一步理清第三部門內(nèi)在的發(fā)鋪機(jī)制是推入第三部門發(fā)鋪的基本途徑。只有不斷改善第三部門外部的發(fā)鋪環(huán)境,引導(dǎo)第三部門理清其內(nèi)在的發(fā)鋪機(jī)制,才能消除第三部門在晉升社會(huì)資本存量中的桎梏,彌補(bǔ)第三部門自身的不足與缺點(diǎn),從而加速第三部門晉升現(xiàn)
5、代社會(huì)資本存量的入程。');【Abstract】 The third sector is one of three important organizations in modern society, except the government and the organization for profit, voluntary organization having been divided out in the modernizing course, which is systematical, non-governmental, voluntary, self-governing

It has the root of era (modern or post-modern) and structure (between government and industry or between the country and the individual), the sum of voluntary satisfy social commonwe
7、al relation forming in modern society. All value and ultimate purpose that third develop depend on modern society capital stores the amounts lifting. Third sector have rapid and intense logical relation with society capital. And society capital is that individual in being in a community of society,
