1、Page33Page- 1 -Page- 1 -Page- 2 - “出口原產(chǎn)地證書簽發(fā)”政務(wù)服務(wù)事項辦事指南一、事項名稱：出口原產(chǎn)地證書簽發(fā)二、事項類型：行政確認三、設(shè)定依據(jù)：中華人民共和國進出口商品檢驗法實施條例第四十一條 出入境檢驗檢疫機構(gòu)依照有關(guān)法律、行政法規(guī)的規(guī)定，簽發(fā)出口貨物普惠制原產(chǎn)地證明、區(qū)域性優(yōu)惠原產(chǎn)地證明、專用原產(chǎn)地證明。出口貨物一般原產(chǎn)地證明的簽發(fā)，依照有關(guān)法律法規(guī)、行政法規(guī)的規(guī)定執(zhí)行。中華人民共和國進出口貨物原產(chǎn)地條例第十七條 出口貨物發(fā)貨人可以向海關(guān)、中國國際貿(mào)易促進委員會及其地方分會(以下簡稱簽證機構(gòu))，申請領(lǐng)取出口貨物原產(chǎn)地證書。第十八條 出口貨物發(fā)貨人申請領(lǐng)取出

2、口貨物原產(chǎn)地證書，應(yīng)當在簽證機構(gòu)辦理注冊登記手續(xù)，按照規(guī)定如實申報出口貨物的原產(chǎn)地，并向簽證機構(gòu)提供簽發(fā)出口貨物原產(chǎn)地證書所需的資料。中華人民共和國普遍優(yōu)惠制原產(chǎn)地證明書簽證管理辦法第六條 凡申請辦理普惠制產(chǎn)地證書的單位，必須預(yù)先在當?shù)睾ｊP(guān)辦理注冊登記手續(xù)。中華人民共和國普遍優(yōu)惠制原產(chǎn)地證明書簽證管理辦法實施細則第七條注冊登記的程序如下：（二）申請單位將填制的申請簽發(fā)普惠制原產(chǎn)地證明書（）注冊登記表，呈交海關(guān)，并按規(guī)定提交審批機關(guān)的批件和營業(yè)執(zhí)照?！叭齺硪谎a”企業(yè)還應(yīng)提交協(xié)議副本。申請單位使用的中英文對照的簽證印章和手簽人員姓名及手簽筆跡都必須在注冊時進行登記備案。第三十二條在審核簽證過程中，

3、海關(guān)調(diào)查的重點是含進口成份的商品。除審閱資料外，必要時應(yīng)實地調(diào)查證書項下商品的原材料情況，進口成份的比例及加工工序情況，據(jù)此判斷該商品是否符合有關(guān)給惠國的原產(chǎn)地標準。中華人民共和國非優(yōu)惠簽證管理辦法第七條 申請人應(yīng)當于貨物出運前向申請人所在地、貨物生產(chǎn)地或者出境口岸的簽證機構(gòu)申請辦理原產(chǎn)地證書簽證。申請人在初次申請辦理原產(chǎn)地證書時，向所在地簽證機構(gòu)提供下列材料：（一）填制真實準確的中華人民共和國非優(yōu)惠原產(chǎn)地證書申請企業(yè)備案表；（二）原產(chǎn)地證書申報員授權(quán)書及申報人員相關(guān)信息; 第二十五條 簽證機構(gòu)根據(jù)需要可以對申請原產(chǎn)地證書的貨物實行簽證調(diào)查四、實施機構(gòu)： 江門海關(guān)所屬外海海關(guān)綜合業(yè)務(wù)二科、高沙

9、務(wù)服務(wù)事項辦事指南。如申報員已備案的，進入下一個流程。3電子申報（1）已備案企業(yè)在電子申報端錄入申請簽證貨物信息，并提交簽證海關(guān)審核。（2）企業(yè)可通過以下任何一種方式進行電子申報：1）通過申報系統(tǒng)（如國際貿(mào)易“單一窗口”、信城貿(mào)通、九城或榕基軟件等）發(fā)送申請；2）委托本地代理報關(guān)企業(yè)代為發(fā)送申請（委托代理報關(guān)企業(yè)代申報的，應(yīng)有委托書）4簽證審核簽證人員在2個工作日內(nèi)對申請人發(fā)送的原產(chǎn)地證電子證單進行審核，并發(fā)送回執(zhí)信息。5.回執(zhí)接收（1）申請企業(yè)在電子申報系統(tǒng)接收簽證回執(zhí)。（2）系統(tǒng)接收的回執(zhí)提示證書已經(jīng)審核通過的，申報員可以前往簽證海關(guān)領(lǐng)證；回執(zhí)提示申報信息內(nèi)容有誤的，申請人修改信息后重新發(fā)

10、送申請。簽證回執(zhí)提示需進行原產(chǎn)地調(diào)查的，應(yīng)按照要求協(xié)助調(diào)查。簽證海關(guān)對經(jīng)調(diào)查符合簽證要求的產(chǎn)品簽發(fā)證書；不符合要求的，不予簽證?；貓?zhí)有其他批示內(nèi)容的，按回執(zhí)要求辦理。6證書簽署和領(lǐng)證簽證回執(zhí)提示證書審核通過的，企業(yè)可辦理證書簽署和領(lǐng)證手續(xù)。（1）已在國際貿(mào)易“單一窗口”開通自助打印功能，且證書屬于海關(guān)總署公告2019年第77號和2020年第63 號中列明的可自助打印的原產(chǎn)地證書種類之一的，企業(yè)可通過國際貿(mào)易“單一窗口”自助打印帶簽證印章和簽名的原產(chǎn)地證書。（2）企業(yè)未開通自助打印功能，或證書不屬于自助打印證書類別的，企業(yè)申報員攜帶以下資料，前往簽證海關(guān)辦理簽證領(lǐng)證手續(xù)：1）申報端系統(tǒng)打印出來的

11、已審核通過的原產(chǎn)地證明書原件（1證1份，須由申報員手簽，并加蓋申請企業(yè)中英文印章）。2）證書如有嘜頭附頁的，提供附頁原件（A4白紙打印，一式多聯(lián)，與證書聯(lián)數(shù)一致；附頁須經(jīng)申報員手簽，并加蓋申請企業(yè)中英文印章）。關(guān)于上述第1）項的資料要求，申請企業(yè)應(yīng)提前向簽證海關(guān)領(lǐng)取空白原產(chǎn)地證書進行制證；簽證海關(guān)對空白原產(chǎn)地證書有核銷要求，企業(yè)應(yīng)如實記錄證書使用情況，并按要求及時辦理證書核銷手續(xù)。（3）企業(yè)將原產(chǎn)地證書及相關(guān)資料交海關(guān)簽證人員簽名、工作人員蓋章，辦理領(lǐng)證手續(xù)。十五、辦理形式：網(wǎng)上辦理和窗口辦理。十六、到辦理現(xiàn)場次數(shù)企業(yè)以自助打印方式領(lǐng)證：0次；現(xiàn)場領(lǐng)證：1次。十七、審查標準：申請材料填寫準確、
